POSITION SUMMARY:
The Police Human Resources Specialist serves as a critical operational and specialized support role within the Human Resources and the Nampa Police Department, bridging core administrative functions with emerging talent and stakeholder partnership responsibilities. This position assists in managing key HR processes, including comprehensive onboarding and offboarding, benefits and leave administration, personnel action processing, recruitment coordination, and initial employee relations support. The HR Specialist ensures the accuracy and integrity of data in the Tyler/Munis HRIS, supports compliance with applicable employment laws, and delivers responsive, professional service to employees and department leaders. This role fosters consistency, fairness, and transparency while building the foundational expertise and business acumen necessary for progression to the HR Business Partner series. This position is under the overall direction of the Human Resources Manager for policy guidance and strategic alignment, but receives day-to-day oversight and supervision from the Training Lieutenant at the Nampa Police Department.
ESSENTIAL FUNCTIONS:
Benefits, Leave & Compliance Administration
- Administer benefits enrollment, changes, and terminations with accuracy and timeliness; support annual open enrollment processes, the Benefits & Wellness Fair, and assist in the preparation of 1095-C reporting data as needed.
- Process and maintain accurate tracking of all leaves of absence (FMLA, Workers’ Compensation, City of Nampa leave plans), ensuring strict compliance with applicable laws, timely employee notifications, and proper documentation in the HRIS.
- Support workers’ compensation intake processing, claims documentation, ongoing case management coordination, and return-to-work processes in partnership with the HR Manager and external administrators.
- Apply City policies, departmental rules, and employment laws (FLSA, FMLA, ADA, EEO, Title VII, etc.) consistently and fairly when processing transactions and providing guidance to team members and supervisors.
HRIS, Records Management & Reporting
- Perform precise data entry, maintenance, and reconciliation of employee records in the Tyler/Munis HR/payroll system, including personnel actions, position and pay changes, organizational updates, and benefits data to ensure data integrity across systems.
- Maintain and audit confidential employee personnel files (both hard copy and electronic), scanning and indexing documents accurately into designated systems while ensuring compliance with records retention requirements.
- Create and update job descriptions for review and approval.
- Generate standard and ad hoc HR reports (turnover, staffing levels, EEO, benefits utilization, etc.), provide basic data analysis, and support the preparation of responses to public records requests.
Employee Support, Service Delivery & Operations
- Serve as a knowledgeable point of contact for team members and department leaders, answering inquiries, screening and routing calls, greeting visitors, and providing guidance on HR policies, benefits, self-service systems, and standard procedures with the assistance of the HR Manager or other Sr. Business Partners.
- Support initial employee relations intake by gathering documentation, performing preliminary policy research, scheduling meetings, and preparing summaries for review by the HR Manager.
- Support and guide team members in troubleshooting Employee Self-Service and timekeeping system issues; escalate complex concerns appropriately while maintaining a high level of customer service.
- Assist with the planning, coordination, and execution of city-wide HR events, training initiatives, wellness programs, and employee engagement activities to support a positive organizational culture.
- Maintain transparent and proactive communication with the HR Manager regarding workflow status, potential risks, process bottlenecks, and resources or support needs to sustain operational efficiency.
- Serve as a reliable backup for other HR team members and perform additional duties as assigned, contributing to a collaborative and high-performing team environment.
Recruitment, Onboarding & Talent Support
- Serve as the backup to the Police Personnel Coordinator as necessary to assist with the coordination of job postings and publication of police openings.
- Assist in coordinating the full-cycle recruitment process for assigned positions, including drafting and posting job announcements, screening applications for minimum qualifications, coordinating interview schedules and logistics, preparing interview materials, and supporting selection processes in collaboration with hiring managers and HR leadership.
- Assist with the end-to-end onboarding experience to ensure welcoming, informative, and culturally supportive integration, including preparation of new hire packets, coordination of orientation presentations, benefits enrollment facilitation, I-9 and other compliance documentation, and conducting structured 30/60/90-day check-ins.
- Manage offboarding activities, including exit interview scheduling and documentation, collection of City property, processing of final personnel actions, and ensuring timely separation in the HRIS to support knowledge transfer and compliance.
- Support talent acquisition initiatives such as career fairs, hiring events, and the development of sourcing strategies to attract diverse, qualified candidates.
ADDITIONAL FUNCTIONS:
- Assist with responding to unemployment insurance claims and preparing related documentation.
- Participate in the development or updating of HR processes, standard operating procedures, and succession or progression planning efforts.
- Support the coordination of pre-employment processes, including reference checks, background checks, and perform drug screenings as needed.
- Take an active role in cultivating a safe, healthy, respectful, and inclusive work environment for all team members.
- Keep the Human Resources Manager and Training Lieutenant fully and accurately informed of risks, potential risks, workflow challenges, and abnormal conditions.
- Perform other duties as assigned, understanding that management retains the right to assign or reassign duties to this position at any time.
REQUIRED EDUCATION, EXPERIENCE, & LICENSE/CERTIFICATIONS:
- High School Graduate or General Education Degree (GED) required.
- Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, Organizational Psychology, or a closely related field is strongly preferred.
- HR professional certification is preferred.
- A minimum of three (3) years of progressively responsible experience in Human Resources or a closely related administrative/professional support role. Experience in recruitment coordination, benefits administration, HRIS management, or employee relations support is highly desirable. Any combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
- Fluent in English with exceptional verbal, written, and technical communication skills; ability to draft clear correspondence, reports, and process documentation, and deliver effective presentations or training to diverse audiences.
- Working knowledge of applicable federal and state employment laws and regulations, including FLSA, FMLA, ADA, EEO, Title VII of the Civil Rights Act, and related statutes.
- Strong proficiency in Microsoft Office Suite (Outlook, Word, Excel – including advanced functions such as pivot tables, VLOOKUP, and data analysis – and PowerPoint) and the demonstrated ability to quickly learn and expertly utilize the City’s Human Resource ERP System (Tyler/Munis) and timekeeping platforms.
- High degree of attention to detail, accuracy, and organizational ability with the capacity to process high volumes of transactions efficiently while maintaining data integrity under competing deadlines and short timelines.
- Demonstrated ability to handle sensitive and confidential information with absolute discretion, tact, diplomacy, and integrity, consistently representing the Nampa Police and Human Resources departments professionally to all stakeholders, regardless of title or background.
- Strong interpersonal and customer service skills with the ability to build trust-based relationships, work collaboratively across multiple departments and diverse cultures, and provide responsive, equitable support to team members and supervisors.
- Analytical and critical thinking skills to investigate data discrepancies, research policy questions, identify root causes, and apply sound problem-solving techniques.

- Must be able to successfully pass all City of Nampa background check processes and drug testing protocols, which may include reference checks, criminal history checks, driving record checks, and pre-employment, random, and post-accident drug testing.
WORK ENVIRONMENT:
Work is performed primarily in an office environment, and the employee in this class is subject to inside environmental conditions. The role involves frequent interaction with team members, supervisors, and the public, both in person and via phone or electronic communication.
