We are seeking a Business Transformation Senior Manager to lead complex business transformation workstreams for federal clients, with an emphasis on organizational effectiveness, governance, operating models, and organizational design. This role combines strategic analysis, executive facilitation, and hands-on consulting to help organizations modernize how they operate, make decisions, and deliver mission outcomes. The ideal candidate brings strong consulting judgment, experience supporting technology-enabled transformation, and the ability to translate complex organizational challenges into practical, implementation-ready solutions that create measurable business value.

Role Summary
The Business Transformation Senior Manager leads complex workstreams that help federal clients improve organizational performance while successfully implementing business and technology transformation initiatives. Working closely with executive leaders and multidisciplinary consulting teams, this role assesses current-state operations, defines future-state operating models, and develops practical recommendations that strengthen governance, business processes, organizational effectiveness, workforce alignment, and implementation readiness.
Success in this role requires balancing strategic thinking with practical execution. The Senior Manager facilitates executive discussions, leads complex analyses, integrates perspectives across business and technical teams, and develops implementation-ready recommendations that connect organizational strategy, operational improvements, and technology-enabled change into cohesive transformation solutions.
Key Responsibilities
- Lead business transformation workstreams focused on governance, organizational effectiveness, operating models, organizational design, business process improvement, and enterprise modernization.
- Assess current-state organizational performance, governance, decision-making, business operations, workforce capabilities, and cross-functional coordination to identify opportunities that strengthen mission delivery.
- Define future-state operating models, governance structures, organizational designs, decision-rights frameworks, business processes, and implementation approaches that align organizational objectives with modernization priorities.
- Analyze organizational, operational, workforce, process, data, and technology considerations to ensure recommended solutions are practical, integrated, and sustainable.
- Evaluate how new systems, digital capabilities, automation, data, and evolving business processes affect organizational roles, governance, accountability, decision-making, and workforce requirements.
- Facilitate executive interviews, leadership workshops, design sessions, and cross-functional working meetings that build alignment, resolve complex issues, and support informed decision-making.
- Translate organizational assessments, stakeholder input, business requirements, and analytical findings into executive briefings, operating model artifacts, implementation roadmaps, governance recommendations, and other decision-support materials.
- Evaluate organizational dependencies, implementation sequencing, risks, and change impacts to develop practical transition strategies that support successful adoption of new capabilities.
- Partner closely with business architects, organizational readiness specialists, program managers, technology implementation teams, data analysts, and client leadership to deliver integrated business transformation solutions.
- Guide and review the work of consultants and analysts, providing coaching while ensuring consistent quality, analytical rigor, and alignment across workstreams and client deliverables.
- Contribute to VSTI's business transformation capabilities through methodology development, reusable tools, proposal support, thought leadership, knowledge sharing, and mentoring.

Qualifications
- Bachelor's degree in Business Administration, Public Administration, Organizational Development, Industrial-Organizational Psychology, Human Capital Management, Information Systems, Management Consulting, or a related discipline.
- 8–12+ years of progressively responsible experience leading business transformation, enterprise modernization, operating model, organizational effectiveness, management consulting, or related initiatives.
- Demonstrated experience supporting technology-enabled business transformation, digital modernization, enterprise system implementation, or complex organizational change initiatives.
- Experience working across business, operational, and technical teams to align governance, organizational structures, business processes, workforce needs, data, and technology implementation.
- Demonstrated experience assessing business operations and translating findings into actionable recommendations, implementation strategies, and measurable business outcomes.
- Experience developing operating models, governance frameworks, organizational design recommendations, business process improvements, performance measurement approaches, implementation roadmaps, or transformation strategies.
- Experience facilitating executive workshops and collaborating effectively with senior leaders, implementation teams, subject matter experts, and diverse stakeholder groups.
- Exceptional analytical, facilitation, written communication, executive presentation, and problem-solving skills.
- Experience with business process analysis, current-state and future-state design, organizational assessments, dependency analysis, implementation planning, organizational readiness, change impact assessment, or comparable business transformation disciplines.
- Familiarity with organizational assessment methodologies such as the Burke-Litwin Model, McKinsey 7-S Framework, governance assessments, business architecture, organizational design, or similar approaches is preferred.
- Familiarity with enterprise platforms such as Salesforce, Appian, ServiceNow, Microsoft Dynamics, Workday, or comparable commercial technologies is preferred.
- Federal consulting experience supporting modernization, digital transformation, enterprise implementation, or organizational transformation initiatives is strongly preferred.
- Relevant certifications such as PMP, Prosci, CBAP, Lean Six Sigma, Scrum Master, Salesforce, or comparable professional credentials are a plus.
Candidates located in the Washington, DC metropolitan area are preferred. Hybrid or remote work arrangements may be available depending on client needs. Candidates must be U.S. citizens and able to obtain a Public Trust security clearance.
