About the Role

PRFI is seeking a detail-oriented and mission-driven Compliance & Quality Assurance Associate (CQAA) to join their team. The CQAA supports PRFI’s adherence to New York State Office for People With Developmental Disabilities (OPWDD) regulations, Medicaid requirements, and applicable federal and state laws.

This role focuses on monitoring program compliance, conducting quality assurance reviews, supporting incident management processes, and promoting a culture of continuous quality improvement, person-centered services, and risk reduction across OPWDD-certified programs.

This position plays a key role in ensuring services are delivered safely, ethically, and in accordance with OPWDD, DOH, OMH (as applicable), HIPAA, and agency policy.

Scope of Work and Responsibilities:

· Conduct routine and targeted compliance reviews of OPWDD-certified residential programs.

· Review program documentation for compliance with OPWDD regulations, Medicaid billing requirements, and agency policies.

· Monitor adherence to OPWDD Administrative Memoranda (ADMs), Informational Letters (ILs), and guidance.

· Assist with internal audits, corrective action plans (CAPs), and follow-up monitoring.

· Identify trends, risks, and systemic issues; escalate concerns as appropriate.

· Review incidents reported to the Justice Center and OPWDD’s Incident Management Unit (IMU) for accuracy, timeliness, and regulatory compliance via IRMA.

· Support Incident Review Committee (IRC) processes, including agenda preparation, documentation review, and follow-up tracking.

· Monitor compliance with reporting timelines, notifications, and required safeguards.

· Track and analyze incident trends to support risk mitigation and quality improvement initiatives.

· Conduct internal program chart reviews, service delivery reviews, and program observations to assess quality and regulatory compliance.

· Support Continuous Quality Improvement (CQI) initiatives aligned with OPWDD expectations.

· Assist with the development, review, and revision of agency policies and procedures to ensure alignment with OPWDD regulations and best practices, additionally, monitor implementation of policies and identify gaps between policy and practice.

· Provide compliance-related guidance and technical assistance to program staff and supervisors.

· Support training initiatives related to OPWDD regulations, incident reporting, documentation standards, and quality assurance practices.

· Reinforce staff understanding of person-centered planning, individual rights, and safeguards.

· Assist with preparation for OPWDD surveys, audits, and site visits.

· Support responses to OPWDD findings, plans of correction, and follow-up documentation.

· Maintain organized compliance and QA records for audit readiness.

· Maintain accurate records of reviews, findings, corrective actions, and follow-up activities.

· Prepare reports, summaries, and dashboards for leadership and committees.

· Ensure confidentiality and secure handling of protected health information (PHI).

Required Qualifications

· Bachelor’s degree in Human Services, Social Work, Psychology, Public Health, Healthcare Administration, or a related field.

· Minimum of 1–3 years of experience in compliance, quality assurance, or program oversight within OPWDD or similar regulated human services environments.

· Working knowledge of OPWDD regulations, incident management requirements, and person-centered practices.

· Strong attention to detail and ability to interpret regulations and policies.

· Proficiency with documentation review, audits, and data tracking.

· Strong written and verbal communication skills.

· Ability to maintain confidentiality and exercise sound judgment.

Preferred Qualifications

· Experience with OPWDD IMU, HRC and IRC processes.

· Familiarity with Medicaid compliance, billing documentation, and service authorization.

· Experience supporting OPWDD surveys, conducting internal audits, and investigations.

· Knowledge of HIPAA, NYS Mental Hygiene Law, and related privacy requirements.

· Quality improvement or risk management experience.
