Full Job Description

A. POSITION SUMMARY:

Responsible for the strategic operational and administrative leadership of residential services across all assigned residences within the region, including OPWDD-certified IRAs and/or ICFs. Provides direct oversight. coaching and mentorship of Residential Services and directly collaborates with Residential Director to lead and manage Residential Coordinators, Program Coordinators, Activity Coordinators, Supervisors, House Managers, and others. The Sr. Director will also drive consistent, high-quality, person-centered service delivery across the region, ensuring fulfillment of the Agency's mission, vision and values and serves as a key partner to the Sr. Vice President of Programs in advancing regional operational and workforce goals.

B. POSITION DUTIES:

1. Provides leadership, direction, and professional development to of Residential Director, Residential Coordinators, Program Coordinator, House Managers, Shift Supervisors and other residential staff across all residences within the assigned region, ensuring consistent, standardized operations and succession-ready bench strength.

2. Provides strategic oversight of the Activity Coordinator function in the area of Community Inclusion and Person-Centered Planning, ensuring alignment with best practices across all IDD program sites.

3. Sets performance standards for the region and provides modeling, coaching and training needed for management staff to achieve those standards. Serves as primary liaison with the Agency's training department to ensure all region-wide training needs are identified and addressed.

4. Ensures that all residential staff and leadership maintain rigorous review of Residential Habilitation Plans, IPOPs, staff support billing forms and Monthly Notes for accuracy and compliance with applicable standards and regulations and provides final regional sign-off.

5. Conducts regularly scheduled and special leadership meetings with management and clinical personnel across the region to address issues related to the individuals receiving services and to drive strategic priorities.

6. Ensures regional compliance with OPWDD, federal, state and local regulations, as well as Agency policy and procedures, holding subordinate management staff accountable for consistent application.

7. Serves as a key participant in Quality Improvement Reviews conducted by the Quality Management Department. Reviews results and recommendations, ensures appropriate corrective action is taken across the region, and holds subordinate management personnel accountable for implementing incident review committee recommendations within set time frames.

8. Provides regional oversight to ensure scheduling, deployment and payroll practices across all residences are completed within budgetary guidelines and support consistent, quality coverage.

9. Responsible for interviewing, hiring, supervising, evaluating, and providing strategic guidance and professional development to regional management personnel.

10. Develops and ensures regional implementation of the plan of corrective action for all audits, including OPWDD, DOH, and internal Quality Management reviews.

11. Leads the development and oversight of the operating budget for each residence within the region, in partnership with the Vice President of Residential Services, and provides oversight for personal and agency funds.

12. Ensures all residences across the region are clean, safe and well maintained at all times, holding Administrators of Residential Services accountable for site-level standards.

13. Conducts and chairs the monthly region-level Minor Notable meetings.

14. Ensures regional participation in all Grievances.

15. Works with the SVP of Programs to ensure timely completion and submission of the CAPS list for the region.

16. Partners with the SVP of Programs on annual budget development and resource allocations for the region.

17. Reviews and completes strategic projects delegated by the SVP of Programs, representing the region in agency-wide initiatives as needed.

18. Performs all other duties as assigned.

C. REQUIREMENTS:

1. Minimum of a Bachelor's degree in a related human services field required; Master's degree strongly preferred.

2. Comprehensive knowledge of OPWDD regulatory requirements, Home and Community Based Services (HCBS) waiver services, and IRA and/or ICF certification standards.

3. Minimum of six (6) years of progressive supervisory or management experience working with individuals with intellectual and/or developmental disabilities, including at least two (2) years overseeing multiple sites or supervising managerial-level staff.

4. Must be able to provide weekend and on-call administrative coverage as scheduled and work flexible hours as needed, including regional travel across assigned residences.

5. Working knowledge of Microsoft Office Applications and electronic health/case record systems.

6. Demonstrated ability to lead, mentor and develop management-level staff across multiple sites, with strong written and verbal communication skills.

7. Performs all job responsibilities in full compliance with all applicable laws, rules, regulations, policies and procedures. Adheres to the agency’s corporate compliance program, including the code of business conduct, the NYS and federal false claims acts, whistleblower protections and mandatory reporting. Completes corporate compliance training at least annually. Fully cooperates in all corporate compliance investigations and reviews.
