Full Job Description

Program Director – Intensive Residential Treatment Services (IRTS)

Aspire Healing Home is seeking a dedicated and experienced Program Director to oversee the daily operations of our Intensive Residential Treatment Services (IRTS) program in Apple Valley, Minnesota.

The Program Director will provide leadership and direction to ensure the program delivers high-quality, person-centered services while maintaining compliance with applicable Minnesota Department of Human Services (DHS) requirements, including Minnesota Statutes Chapter 245I and the requirements applicable to Intensive Residential Treatment Services (IRTS).

A strong understanding of Minnesota DHS 245I requirements is required for this position. Candidates should have practical knowledge of how 245I requirements apply to program operations, staffing, documentation, client services, supervision, and compliance.

The ideal candidate is an organized, dependable, and collaborative leader with experience in behavioral health, residential services, mental health services, or a related field.

Key Responsibilities

Provide overall leadership and oversight of the IRTS program and daily operations.
Ensure program services are delivered in accordance with applicable Minnesota DHS requirements, including 245I, licensing standards, program policies, and procedures.
Maintain ongoing knowledge of and compliance with DHS 245I requirements and ensure staff understand and follow applicable requirements.
Supervise, support, and provide direction to program staff.
Coordinate staff schedules, coverage, training, supervision, and performance expectations.
Monitor staff documentation and ensure required records are completed accurately, timely, and in accordance with program and DHS requirements.
Support quality assurance and ongoing program compliance.
Assist with preparing for DHS licensing reviews, audits, corrective actions, and other regulatory requirements.
Develop and maintain relationships with referral sources, county case workers, hospitals, hospital social workers, discharge planners, treatment providers, and other community partners.
Obtain and coordinate client referrals from hospitals, counties, behavioral health providers, case managers, social workers, and other referral sources.
Respond to referral inquiries, gather necessary information, and coordinate the referral and admission process.
Communicate with hospital social workers and discharge planners to facilitate appropriate transitions from hospitals and other treatment settings into the IRTS program.
Work directly with county case workers and case managers regarding client referrals, service coordination, treatment needs, discharge planning, and ongoing client needs.
Maintain professional relationships with referral partners and actively develop referral networks to support appropriate program census and continuity of services.
Coordinate with the Treatment Director, clinical team, nursing staff, and other program personnel to ensure continuity of care.
Support the development and implementation of individualized client service plans and treatment goals.
Monitor client participation, progress, safety, and overall program needs.
Address operational concerns, staff issues, and client-related concerns in a timely and professional manner.
Maintain a safe, respectful, structured, and supportive residential environment.
Participate in staff meetings, care coordination meetings, program meetings, and quality improvement activities.
Ensure incident reports and other required documentation are completed appropriately and followed up on as needed.
Ensure required client and program documentation is maintained according to DHS and program requirements.
Promote a culture of accountability, professionalism, respect, and person-centered care.
Perform other duties necessary to support the effective operation and continued growth of the IRTS program.

Required Qualifications

Strong understanding of Minnesota DHS 245I requirements is required.
Experience working in an IRTS, residential behavioral health, mental health, or similar licensed programpreferred.
Previous leadership, management, or supervisory experience in behavioral health, residential services, or human services.
Knowledge of Minnesota DHS licensing and regulatory requirements.
Experience working with county case workers/case managers, hospitals, hospital social workers, discharge planners, and behavioral health referral sources preferred.
Experience with client referrals, admissions, discharge planning, and care coordination.
Bachelor's degree in behavioral health, human services, social work, psychology, healthcare administration, or a related field preferred.
Strong written and verbal communication skills.
Strong organizational and problem-solving skills.
Ability to manage multiple responsibilities and respond appropriately to changing program needs.
Ability to maintain professional boundaries and confidentiality.
Ability to work collaboratively with clients, staff, referral sources, counties, hospitals, and community partners.

Preferred Experience

Previous Program Director, Program Manager, Clinical Supervisor, or supervisory experience in an IRTS or similar residential behavioral health program.
Familiarity with Minnesota DHS 245I documentation, staffing, supervision, and compliance requirements.
Established relationships with county behavioral health departments, hospitals, social workers, case managers, and other referral sources.
Experience building and maintaining referral networks.
Experience coordinating admissions and transitions from hospitals or other treatment settings.
