POSITION SUMMARY

Under the direction of the Tribal Administrator, the Interim Housing Manager is responsible for the

day-to-day administration and operations of the Quartz Valley Housing Department (QVHD). This position implements housing programs, construction of new programs and ensures compliance with all applicable federal, tribal, and funding requirements, and manages housing services including rental, homeownership, rehabilitation, and construction activities.

The Interim Housing Manager operates with administrative authority, while adhering to policies established by the Housing Board and ordinances enacted by the Business Council. This role is responsible for executing housing programs that provide safe, affordable, and quality housing for members of the Quartz Valley Indian Reservation. Successful performance in the interim role could lead to promotion to the full-time, regular position.

Core Responsibilities

A. Program Administration & Compliance

● Develops and implements the Indian Housing Plan (IHP) and Annual Performance Reports (APR)

● Plans and develops new housing construction programs

● Ensures compliance with NAHASDA, HUD, BIA, and Tribal regulations

● Maintains accurate financial records and ensures audit readiness at all times

● Prepares and submits required reports to funding agencies and Tribal leadership

B. Operations & Housing Management

● Oversees daily operations of housing programs including:

○ Rental housing

○ Homeownership programs

○ Rehabilitation and modernization projects

● Ensures tenant processes including intake, eligibility, leasing, and collections are followed

● Oversees housing inventory and ensures units meet safety and habitability standards

● Oversees the coordination of maintenance, inspections, and property management functions

C. Project & Construction Oversight

● Coordinates planning, design, and cost estimation for construction and rehabilitation

● Oversees contractors, procurement, and project timelines

● Reviews and approves scopes of work, change orders, and inspections

● Ensures all work complies with applicable codes, safety standards, and funding requirements

D. Financial & Grant Management

● Develops and manages departmental budgets

● Identifies and pursues funding opportunities (grants, IHBG, HIP, etc.)

● Monitors expenditures to ensure proper allocation of funds

● Ensures procurement compliance with federal and tribal policies

E. Governance & Reporting

● Implements policies adopted by the Housing Board and Business Council

● Provides quarterly reports to Tribal leadership on housing activities, performance, and compliance

● Supports Housing Board with data, reporting, and operational updates

● Maintains clear separation between policy (Board) and operations (Manager)

F. Supervision & Team Leadership

● Supervises Housing Department staff

● Provides performance management, training, and development

● Establishes clear workflows, SOPs, and accountability systems

● Promotes a culturally respectful and professional work environment

Required Knowledge & Skills

● Knowledge of NAHASDA, HUD housing programs, and BIA HIP program requirements

● Understanding of tribal governance structures and housing compliance frameworks

● Experience with construction management, procurement, and contract oversight

● Ability to interpret and apply laws, regulations, ordinances, and policies

● Strong organizational, project management, and budgeting skills

● Proficiency in standard business software and data management systems

● Ability to maintain confidentiality and exercise sound judgment

● Cultural competency and ability to work effectively within Native communities

Supervisory Responsibilities

This position manages all employees of the Housing Department and is responsible for supervising the performance of employees within the Housing Department.

Minimum Qualifications

● Bachelor’s degree in Business Administration, Construction Management, Public Administration, or related field, and 5 years of relevant experience (3 years supervisory), OR

● Associate’s degree with 10 years of progressively responsible experience in housing or community development

● Experience in tribal housing programs strongly preferred

● Valid Driver’s License and insurable under Tribal policy

● Ability to pass background check and comply with Tribal policies

Other Compliance & Employment Requirements

● Adherence to all QVIR Personnel, Fiscal, Procurement, and Housing policies

● Compliance with Drug-Free Workplace and Driving policies

● Must maintain confidentiality of all program and client information

● Indian Preference and Veteran Preference apply in accordance with Tribal and federal law

Pay: $80,000.00 - $100,000.00 per year
