SUMMARY: Yocha Dehe Wintun Nation (Yocha Dehe or Tribe) is a federally recognized tribal government. The Tribe’s mission is to provide for the health and welfare of its people, to govern its own lands and affairs with sovereign independence and in a manner consistent with its cultural values, and to enhance and diversify its economy for the overall good of the nation. Yocha Dehe’s governing body, its elected Tribal Council, is charged with implementing this mission. As a federally recognized tribe, Yocha Dehe exercises a government-to-government relationship with the United States, as well as with the State of California and local governments, and the Tribe actively engages with outside agencies and officials, local stakeholders and members of the public.
POSITION SUMMARY: The IT Operations Manager is responsible for managing the company's IT infrastructure and operations. The IT Operations Manager will have a strong technical background, exceptional leadership skills, cybersecurity expertise, network architecture knowledge, and a strategic approach to managing IT resources. This role is vital for ensuring the smooth, secure, and efficient operation of YDWN’s IT systems and services.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

· Ensure the proper maintenance, upgrade, and support of all IT-related infrastructure, including servers, networks, and telecommunication systems.
· Guide and mentor, a team of IT professionals, providing direction, training, and performance reviews to foster a high-performing team environment.
· Develop and implement strategies to improve IT operations, enhance system performance, and reduce downtime.
· Maintain the security of IT systems and ensure compliance with relevant regulations and policies, including data protection and cybersecurity standards.
· Work with external vendors and service providers to manage contracts, negotiate agreements, and ensure the quality of services delivered.
· Oversee the procurement of IT equipment and software to ensure that the organization has the necessary tools and resources to operate efficiently.
· Handle general accounting duties related to IT operations, including budgeting, financial reporting, and cost management.
· Oversee the resolution of IT incidents, ensuring quick and effective responses to minimize impact on business operations.
· In partnership with the Director of IT, develop and manage the IT operations budget, ensuring efficient allocation of resources and effective cost control.
· Manage and participate in IT projects, ensuring they are completed on schedule, within scope, and within budget.
· Identify opportunities for process improvement and implement changes to enhance IT service delivery and operational efficiency
· Perform other duties as assigned.

· Skilled at working independently to set priorities, make independent decisions, and rely on own judgment to ensure all work is completed in a timely fashion and within budget.
· Principles of budget management, administrative analysis and report preparation.

Supervisory Responsibilities

Education and Experience
Bachelor’s Degree in Information Technology, Computer Science or a related field from an accredited college or university; or equivalent education/experience in the computer science field. Minimum of five (5) years of experience in IT operations management, with a proven track record of managing IT infrastructure, cybersecurity, and network architecture.
Experience managing a 24/7 operation, acting as a part of an Emergency Operations Center (EOC) and with systems supporting public health and safety are highly desired.
Communication and Comprehension Skills
Must have excellent communication skills in verbal and in written form. Ability to maintain a high level of accuracy and confidentiality concerning Tribal matters by using tact, diplomacy, and an understanding of the organizational culture, climate, and/or politics. Excellent interpersonal skills in person, by phone and email using professional and courteous etiquette with sensitivity to the diversity of a multi-cultural audience and with cultural sensitivity.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Mathematical Skills
Ability to add, subtract, multiply, and divide in all units of measure, using whole number, common fractions, and decimals. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Computer Skills
Must be highly skilled in Microsoft Office applications with the ability to use word processing, multimedia, email, spreadsheets, and database management software. Possesses up to date knowledge in technology in the areas of multi-user computer environments including server hardware, software and support functions. Extensive experience with end user computing devices and software applications. Understands software deployment and strategies.
In-depth knowledge of IT infrastructure, networking, systems administration, cybersecurity best practices, and network architecture.
Working knowledge of NIST CSF, PCI/DSS, and ISO 270001 standards.
Certificates, Licenses, Registrations
Individuals must be able to successfully pass the Tribal Gaming Agency (TGA) Background Check. Must possess a valid driver’s license and maintain a driving record that is satisfactory to the Tribe’s insurance carrier.

Ability to work extended hours during an emergency event or outage. Will require minimal travel to other YDWN properties that require IT support and service.
