Full Job Description

Position Overview:

The primary purpose of the Eligibility/Referral Specialist 2 position is to interview public assistance applicants who have never been questioned concerning their eligibility for Agency programs and services (i.e., intake requests) to determine their initial eligibility for one or more Agency programs and services.

Minimum Qualifications:
Requires a high school diploma or GED and one year experience as an Eligibility/Referral Specialist 1 or two years experience as a Unit Support Worker 2. Or requires an equivalent of two years training/experience in job functions. You must be able to pass a criminal background check, drug screen, and employment reference check. You must also maintain a valid driver’s license and acceptable driving record as determined by Carroll County.

Essential Job Functions:

· Conducts face to face/phone/home visit interviews with public assistance applicants to determine initial eligibility for all public assistance programs.

· Computes budgets.

· Obtains and documents verifications.

· Explains recipients’ rights and responsibilities.

· Assesses applicants to overcome employment barriers.

· Maintains correct and up-to-date case files on each public assistance household and processes all required changes with the assistance group.

· Makes referrals to proper agency/resources to assist with employment barriers.

· Responds to incoming calls via Cisco Finesse call center program to determine eligibility.

· Answers questions and inquiries.

· Troubleshoots case issues, provides information, and handles complaints regarding customer’s specific case and benefits.

· Prepares and scans case documents (received in-person, mail, email, or Hyland printed) by the customer for electronic retention purposes.

· Reviews scanned documents for cases and uses to determine eligibility and makes changes to customer’s cases.

· Properly files documents once worked into customer’s electronic file.

· Conducts required interviews to determine continued eligibility for all public assistance programs.

· Assesses recipient to determine employment barriers and seeks to resolve any barriers to employment these public assistance customers may be experiencing.

· Researches possible overpayments and under issuances for all public assistance programs and refers to fraud investigator as needed.

· Determines eligibility for PRC.

· Attends required trainings and staff meetings.

· Performs other duties as assigned.

· Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

· Demonstrates the ability to develop and maintain effective working relationships with supervisor, employees, co-workers, and the public.

· Maintains regular and predictable attendance
