Full Job Description

About the Role

The Cumberland County Housing and Redevelopment Authoritiesis seeking an experienced Public Housing Property Manager to oversee the daily operations of approximately 208 HUD-assisted public housing units serving families and seniors.

This is a key leadership position responsible for managing occupancy, property operations, financial performance, regulatory compliance, resident relations, and staff supervision. Working closely with the Deputy Executive Director, Finance Department, Maintenance Department, residents, and community partners, you'll play an essential role in ensuring the Authority provides safe, affordable, and well-maintained housing while maintaining compliance with HUD regulations and Authority policies.

We're looking for a professional who combines strong property management experience with exceptional leadership, financial management, customer service, and organizational skills. This is more than a property management position—it's an opportunity to make a meaningful impact on the quality of affordable housing within our community.

Key Responsibilities

Property Operations & Occupancy

Direct the daily operations of Public Family Housing and Public Senior Housing.
Maintain compliance with HUD regulations, the Admissions and Continued Occupancy Policy (ACOP), PHAS performance standards, EIV, PIC, and other required reporting systems.
Oversee occupancy management, including waiting lists, applicant eligibility, leasing, annual and interim recertifications, transfers, and move-outs.
Monitor occupancy goals while ensuring excellent customer service throughout the resident lifecycle.

Financial Management

Prepare, administer, and monitor operating and capital budgets.
Manage rent collections, tenant accounts receivable, repayment agreements, security deposits, and related financial reporting.
Review monthly financial reports, monitor expenditures, identify budget variances, and implement corrective actions when necessary.
Ensure compliance with HUD financial regulations, procurement requirements, Authority policies, and internal financial controls.
Collaborate with the Finance Department to support audits, financial reporting, and responsible stewardship of public funds.

Resident Relations & Compliance

Foster positive relationships with residents by addressing concerns and resolving conflicts professionally.
Conduct informal hearings and coordinate lease enforcement actions when necessary.
Coordinate legal proceedings related to lease violations, delinquent accounts, evictions, and property damage.
Promote safe, stable, and welcoming communities through effective resident communication and problem resolution.

Leadership & Collaboration

Supervise Cumberland County Housing and Redevelopment Authorities administrative staff through coaching, training, and performance management.
Partner with the Maintenance Department to coordinate inspections, preventive maintenance, emergency repairs, and property appearance.
Prepare reports, correspondence, Board materials, and required HUD submissions.
Collaborate with internal departments, contractors, and community partners to support Authority goals and successful property operations.

Qualifications

Qualified candidates will possess:

High school diploma or equivalent required; Associate degree preferred.
Two (2) or more years of progressively responsible experience in subsidized housing, property management, public housing administration, or a related field. Equivalent combinations of education and experience may be considered.
Minimum of two (2) years of supervisory experience.
Experience managing operating budgets, accounts receivable, rent collections, and financial reporting.
Working knowledge of HUD regulations, occupancy requirements, leasing practices, and compliance reporting.
Excellent leadership, communication, customer service, and conflict resolution skills.
Strong organizational, analytical, and problem-solving abilities.
Proficiency with Microsoft Office and property management software.
Valid Pennsylvania driver's license with an acceptable driving record.

Working Environment

Work is performed primarily in an office environment with frequent visits to Cumberland County Housing and Redevelopment Authorities properties. Duties include sitting, standing, walking, climbing stairs, and using a computer for extended periods. The position also requires effective communication in person and by telephone and may occasionally require lifting or carrying items weighing up to 10 pounds. The Property Manager may be required to respond to on-site emergencies, conduct property inspections in various weather conditions, and travel between Cumberland County Housing and Redevelopment Authorities’ locations as needed.

Schedule

Full-Time — 37.5 Hours Per Week

The standard workweek is 37.5 hours, Monday through Friday. Cumberland County Housing and Redevelopment Authorities offers a flexible work schedule, with start times between 7:00 a.m. and 9:00 a.m. Employees receive a 30-minute lunch break, with the workday ending between 2:30 p.m. and 4:00 p.m., depending on the selected start time.
