About SC Broadband
SC Broadband (South Central Utah Telephone Association, Inc.) is a member-owned rural telephone cooperative founded in 1953, headquartered in Cedar City, Utah. We serve approximately 35,000 customers across roughly 16,000 square miles of southern Utah and northern Arizona through two operating entities: a regulated ILEC cooperative and a wholly owned for-profit CLEC subsidiary.
Position Summary
The CFO reports directly to the CEO and is a full member of the executive leadership team alongside the COO and CSO. This is one of the most consequential roles in the organization — a seat at the table where SC Broadband's most significant strategic decisions are made, and a voice that is expected to carry genuine weight in those conversations. The incoming CFO will lead the Controller and accounting team, who manage daily financial operations with competence and diligence. With that foundation in place, the CFO's highest-value work lies in what needs building: forward-looking financial modeling, investment discipline, capital allocation, partnership evaluation, grant program strategy, and regulatory financial relationships across a dual-entity structure.
Primary Responsibilities
- Strategic thought partner to the CEO on capital allocation, market expansion, and organizational investment decisions
- Forward-looking financial modeling and scenario analysis, including USF and government subsidy exposure
- True cost architecture by product, service, and geographic market
- Federal and state grant program strategy and management (BEAD, ReConnect, and related programs)
- Strategic transaction and partnership evaluation
- Regulatory and external reporting across both ILEC and CLEC entities (NECA, USAC, FCC, state PUC)
- Investment accountability — ensuring purchasing and capital decisions are evaluated against clear return expectations
- Leadership of the Controller and accounting team
What We Are Looking For
- Demonstrated financial leadership within a complex, multi-entity, regulated finance function — with a track record of building and owning forward-looking models, cost architecture, and scenario analysis — not just managing existing reporting
- Strong financial modeling capability — comfortable building models from a blank spreadsheet, not just reviewing finished output. This work is done personally, not delegated.
- Multi-dimensional thinker who evaluates decisions through financial, operational, technological, and strategic lenses simultaneously — not just through the lens of return
- The intellectual courage to challenge assumptions and present unwelcome findings, paired with the maturity to execute fully once a direction is set
- A genuine appetite to learn a new industry quickly and lean in — the regulatory, cooperative, and broadband-specific nuances of this business are learnable; the financial instincts are not
- A long-game orientation — this organization makes capital decisions whose consequences play out over decades, not quarters
- CPA preferred; candidates with an MBA (strong finance concentration) and equivalent financial leadership depth will also be considered
