The TxDOT Support Services Division is looking for a driven, detail‑oriented Contract Specialist to join our team! You'll take the lead on managing a statewide letting. This position will also oversee a portfolio of Facilities Planning and Maintenance contracts that keep our buildings and infrastructure running smoothly. Contract Specialist IV
Salary Group B22 $57,614 - $93,138
Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Contract Specialist V
Salary Group B24 $65,104 - $106,634
Performs highly advanced contract duties in direct support of agency transportation-related programs to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and/or monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
Contract Specialist IV
Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
Negotiates contract renewals and amendments.
Assists in developing plans for implementing new contract evaluation requirements.
Assists in monitoring contractors' insurance certificates.
Assists in printing, collating, preparing documents and/or binding contracts/manuals for distribution.
Audits payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
Composes and transmits conditional award notices.
Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.
Ensures contracts are payable and meet all legal requirements.
Executes agreements and contracts.
Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts
Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
Makes presentations at local, state and federal levels.
May serve as a lead worker and the related tasks.
Meets with project managers to identify objectives, needs and issues concerning project contracts.
Prepares bid proposals including researching previous contracts, writing specifications, advertising notice to bid; contacting bid list contractors; scheduling and conducting pre-construction/pre-bidding conferences and public bid openings.
Prepares cost analysis studies for contracts.
Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.
Performs other job responsibilities as assigned.
Contract Specialist V

Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occur.

Monitors contractors' insurance certificates.

Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.

Confers with legal staff and management on various legal matters; inspects and reviews contracts for compliance with certification requirements, laws, regulations, policies, and procedures.

Administers a statewide contract program to include reviewing proposals/work orders, issuing work orders, monitoring dollars allocated and spent under contracts

Provides technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrant actions.

May serve as a lead worker by serving as a resource for complex questions: presenting workflow and operational updates to the supervisor/manager; providing input on team members career conversations; and approving leave requests to ensure operations coverage.

Coordinates start-work date ensuring all necessary materials will be available for the contractor.

Coordinates, reviews, processes and monitors third party advanced funding agreements and supplemental agreements.
Minimum Qualifications:
Contract Specialist IV
Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
4 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
Contract Specialist V
Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
5 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
Contract Specialist IV/ Contract Specialist V
- Valid driver’s license. This position requires driving a state vehicle.
- Safety Impact Certificate (may obtain after hire)
- Certified Texas Contract Mgr (CTCM) or Certified Texas Contract Dev (CTCD) (must obtain certification within 9 months of hire)
