Full Job Description

Town Accountant

Position Purpose:

This position performs supervisory, administrative, and technical work in ensuring the proper recording, review, and maintenance of financial records, in accordance with Massachusetts finance and procurement laws and requirements, the Town Accountant is the go to person for trends in costs and spending for the Town; maintains data for expenditures, costs, and resources; performs all other related work as required.

Essential Functions:

(The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.)

Develop and implement the Town’s accounting system and procedures. Provides timely and accurate financial information and ensures the integrity of the financial data by instituting proper internal controls. Ensures that no claim or payable against the Town is fraudulent, unlawful, or excessive, as prescribed by MGL.
Develop and maintain the Town’s accounting systems ensuring users have appropriate access, ensuring accounts and all postings are configured properly and accurately.
Reviews and approves accounts payable/payroll warrants.
Manages general ledger activity for all town funds, ensuring accurate posting, adherence to budget, and maintaining balances. Perform monthly reconciliations for cash/receivables.
Develop and prepare year-end financial reports for audit process as well as submission to the Department of Revenue for free cash certification and submission of Schedule A.
Prepare departmental budget worksheets and payroll projects for all town departments for annual budget process.
Provide financial analysis in all areas of Town operations (general fund, state and federal grants, special revenue funds, capital projects, trust funds).
Performs similar or related work as required, directed or as situation dictates.

Recommended Minimum Qualifications:

Bachelor’s Degree in Accounting, Finance or Economics; five years of progressively responsible related public finance experience; or an equivalent combination of education and experience. Certified Governmental Accounting (CGA) Certificate Program.

Knowledge: Expert knowledge of municipal finance management and all related laws, bylaws, rules, and regulations. Complete working knowledge of computer applications for accounting and financial management. Knowledge of the Uniform Municipal Accounting System. Familiarity with outside services for municipalities.

Ability: Ability to analyze and interpret financial data and to present findings clearly in written and oral form. Ability to establish and maintain effective and harmonious working relationships with Town officials, departments, boards/committees, and governmental representatives. Ability to establish and maintain complex financial recordkeeping systems. Ability to train and develop others. Ability to prepare forecasts and long-range plans.

Skill: Excellent organizational skills. Proficient skill in operating computers and utilizing appropriate software applications. Aptitude for numbers and details. Excellent interpersonal management and communication skills.

Regularly required to walk, stand, sit, talk, and hear; operate objects, tools, or controls; pick up paper, files, and other common office objects. Ability to view computer screens and work with details for extended periods of time. Must be able to communicate written and verbally. Employee may occasionally lift and/or move objects weighing up to 10 pounds, such as supplies, folders, and books. Vision and hearing at or correctable to normal ranges.

Supervision:

Supervision Scope: Performs a variety of responsible duties of an administrative and technical nature requiring the exercise of judgment to interpret guidelines and carry out assignments independently; work at this level requires a working knowledge of departmental operations, local and state laws, and regulations.

Supervision Received: Works under the administrative direction of the Town Manager, with duties and responsibilities defined by the state laws.

Supervision Given: Supervises all department staff.

Job Environment:

Work is performed under typical office conditions; the noise level is moderate.
Operates computer, telephone, facsimile machine, copier, calculator, and other standard office equipment.
Employee has frequent contact with town departments, vendors and relevant state officials and agencies. Contacts are in person, by telephone, and by email and involve an information exchange dialogue.
Has access to all department-related confidential information, including bid proposals.
Errors could result in legal and/or financial repercussions for the Town.
