Full Job Description

Job Responsibilities

Under limited supervision, ensure that the accurate posting of all accounting transactions and financial documents are properly and consistently recorded in the centralized accounting systems used by SCDOT. Assists the financial leadership of the Accounting Office in directing the development and preparation of complex accounting reports and the associated account analysis and reconciliations to ensure the accuracy of financial records produced for assigned functions within the department. Assists management in determining compliance with standardized accounting rules, regulations, and state, and/or agency policy and procedures. Advises management of any deficiencies and potential process improvements.

Serves as a senior general ledger accountant and provides guidance, training, and mentorship on grants billing, general ledger accounts, programs, and financial statements. Performs specialized and complex accounting activities pursuant to state, federal, and agency guidelines as well as Generally Accepted Accounting Principles (GAAP) and other accounting standards. Completes senior level financial transactions required to maintain the general ledger and chart of accounts. Works independently and makes informed accounting decisions based upon GAAP. Implements and recommends improvements to project accounting policies and procedures. Provides educational assistance to internal and external customers concerning these processes. Assists in implementing and maintaining internal controls to ensure the integrity of financial data. Ensures dependability and accuracy of general ledger accounting-related activities and reports by certifying that all transactions are accurately and timely posted to the accounting system(s). Manages, reviews, and verifies the accuracy and timeliness of system operations and accounting functions to ensure system output correctly reflects the flow of transactions from initiation through general ledger entry and reporting. Reports issues and corrective actions to the Accounting General Ledger Manager.

Analyzes and reviews all accounting data to ensure reconciliation of assigned accounting and sub-ledger activities to determine the proper treatment and accuracy of financial information. Ensures all reconciliations, analyses, and research include supporting documentation from all sources, along with the items needed to resolve any reconciling item(s). Conducts monthly balance sheet reviews with direct management. Prepares financial statements to include balance sheets and income statements. Monitors the fixed asset ledger. Assists management with the compilation of working papers necessary for the year-end financial audit of SCDOT and prepares year-end financial statements in accordance with Generally Accepted Accounting Principles (GAAP). Reviews and/or prepares schedules, footnotes, financial reports, adjusting and closing entries. Works with management to review, correct, and respond to any external audit firm recommendations and/or findings, while implementing corrective action as needed. Participates in other state and federal audits as required.

Performs financial calculations, research, reporting, reconciliations, and statements as assigned and required. Completes month-end, quarter-end, and year-end closing processes and posts all required accounting entries to ensure accuracy of financial statements. Performs analysis to ensure entries and balances are correct. Performs regular audits of financial records to identify discrepancies and errors. Identifies unusual variances in account balances and compiles documentation for presentation to management. Assists with oversight and workload distribution. Collaborates with other teams within the Finance department to ensure proper coding and classification of financial transactions. Reviews and approves journal entries and other financial transactions performed by project accountants. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor's degree in accounting, finance, business or a related field and three and one-half (3.5) years of professional experience in a related area, such as accounting, auditing, finance, or banking; or an approved acceptable equivalence. Must have a valid motor vehicle operator's license.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
