Second Chance helps hundreds of formerly incarcerated youth and adults receive the services they need to find a better path through job readiness training, case management, counseling, and transitional housing programs. Program Summary

The Collaborative Court Program will serve non-violent adult offenders (ages 18+) who are high risk and high need with histories of drug use and criminal justice contacts, previous treatment failures, co-occurring mental illness, and high rates of health and social problems. The goal of the program is to equip clients with tools and resources necessary to be alcohol and drug free, to successfully manage their co-occurring mental illness, and to comply with the laws and avoid committing new criminal offenses.

The SUD Technician, Collaborative Court Programs reports to the Program Manager of the Collaborative Court program. This role is responsible for carrying out the Collaborative Court Program Drug testing Protocol. This position is responsible for a wide range of activities to include but are not limited to:

Accurately conduct the drug testing program in alignment and adherence to Agency policies and procedures and National Association of Drug court Best Practice Standards.
Interacts with program clients, providing a welcoming and trauma-informed atmosphere and program experience.
Directly observes both reproductive organs of those providing urine samples and those performing an oral swab sample.
Create and maintain administrative forms for the department.
Accurately and timely track participant data and other administrative tasks utilizing the Drug Testing Database.
Responsible for confidential data entry and record-keeping in our system.
Coordinate, attend and fully participate in regular team meetings.
Other duties as assigned.

Bona Fide Occupational Qualification (BFOQ)

Our own written SOP mandates same-sex observation. County contract requires NADCP standards, which mandate same-sex observers. National drug court authority explicitly flags staffing for male clients as a program obligation.

Two drug testers who are the same gender as the participant are scheduled to observe and complete urinalysis or oral swab testing for one participant.

This ensures accountability for each drug tester to ensure the procedure is being followed, ensures chain of custody, and ensures complete observation of the specimen submission.

This is a written, County-approved policy in our own SOP. It directly mandates same-sex observation for all urinalysis collection — meaning a male participant must be observed by male staff.

Must be able to speak, read, and write in English. Bilingual in English and Spanish languages preferred.
Must be computer literate (proficient in Microsoft Word, Excel, Outlook).

Qualifications

Minimum 1 year of work experience or specialized experience collecting drug test specimens or similar.
Confidential data entry and record-keeping skills and experience.
Required to have a valid driver’s license and properly registered and insured motor vehicle meeting the minimum level of insurance as defined under the California DMV Code.
Meet background and security clearances.

Preferred

Training/experience in substance use disorder treatment.
Experience working with justice involved adults.
Bilingual in English and Spanish languages.
Not for profit experience.

Education

High school diploma or equivalency required.
Associate's or Bachelor's degree in criminal justice, social or human services or related field, preferred.
