Full Job Description

POSITION SUMMARY

The FSS Coordinator position is to prioritize the Family Self-Sufficiently (FSS) Grant requirements offered to Public Housing and Housing Choice Voucher residents of the Housing Authority of Covington. It further provides delivery of services and case management to FSS Enrollees and coordinates both staff and community agencies to respond to the targeted needs of our adult, youth, and elderly residents and families.

MAJOR DUTIES AND RESPONSIBILITIES

1. Assist FSS enrollees in maximizing their abilities for greater self-sufficiency by empowering them in decision-making to the greatest extent possible.

2. Provide assessment services, client referral, comprehensive case management and supportive services.

3. Monitor enrollee progress and program compliance, with FSS Contracts of Participation and IDPs.

4. Complete and maintain all required documentation for FSS enrollees in hard copy files and in Yardi and/or TAAG; Maintain records of resident participation in all HAC sponsored resident educational, social/recreational programs via Tracking-at-a-Glance software and/or department sign-in sheets.

5. Calculate monthly escrow savings for all eligible FSS program enrollees and track the accuracy of escrow accounts on a monthly basis.

6. Report enrollee progress, program outcomes and monthly escrow balances to the Resident Services Manager by the 5th of each month, for inclusion in the department’s Board report per dept. and grant specifications.

7. Collaborate and maintain effective working relationships with social service and public health agencies, organizations, education, cultural, and employment training entities to provide programs, activities, and events in support of the goals of the Housing Authority residents.

8. Coordinate outreach efforts to recruit additional FSS enrollees.

9. Assist with annual grant writing and reporting.

10. Facilitate a Program Coordinating Committee (PCC) meeting with community partners every three months.

11. Perform special assignments as requested.

Qualifications

1. Ability to demonstrate an understanding of cultural diversity and equal opportunities.

2. Practical knowledge of the social and economic factors affecting human behavior.

3. Knowledge in case management principles, procedures, and practices.

4. Ability to receive and handle information in a confidential manner.

5. Ability to motivate people with diverse interests to work in partnership and collaboration.

6. Strong customer service skills and demonstrated ability to treat residents with respect and dignity.

7. Skills in tactful and fair judgment in working with residents and in effecting solutions to complex personal and family problems.

8. Excellent knowledge of community resources.

9. Ability to establish and maintain effective working relationships with employees, volunteers, social agencies, disadvantaged and troubled persons and the general public.

10. Flexibility required in days and hours available for work, including weekends.

11. Competent computer skills, including use of all Microsoft Office applications.

12. Competent math and analytical skills to calculate and monitor FSS enrollee escrow savings accounts.

13. Good communication skills, both oral and written.

MINIMUM EDUCATION AND EXPERIENCE:

1. Combination of post-secondary education and/or professional experience in teaching, social work, career guidance, and or relevant fields.

2. Two to three years of experience in working with disadvantaged individuals and providing support coordination services, or an equivalent combination of training and experience to meet the required knowledge.

3. Working knowledge of the processes involved with local, state or federal grant programs.

4. Intermediate computer skills with working knowledge of software applications.

5. Must have a valid vehicle operator’s license.

Pay: $25.00 - $27.00 per hour
