Job Description and Duties

As the Contracts & Change Management Unit Supervisor, this position serves as the Division lead for organizational change management, business process improvement, and contract administration. The position provides leadership and oversight of staff responsible for change initiatives, operational improvements, contract administration, reporting, and organizational transition activities.

The incumbent collaborates with executive leadership, managers, and partners to plan, implement, and sustain Division-wide changes, including reorganizations, workflow modernization, policy implementation, and strategic initiatives. The position also oversees contract administration and compliance activities while leading the development of dashboards, performance metrics, and reporting tools that support transparency, accountability, and data-driven decision-making.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The ideal candidate would possess experience leading and developing staff, including performance management, coaching, mentoring, and conducting employee performance evaluations. Experience planning, coordinating, implementing, and overseeing organizational change initiatives, operational improvements, workflow modernization efforts, and business process improvements is highly desirable. The successful candidate will have the ability to assess organizational impacts, identify risks, develop implementation strategies, and support the successful adoption of new processes and initiatives.

Additionally, the ideal candidate will have experience with contract development, administration, compliance monitoring, and deliverable tracking, as well as developing and maintaining standard operating procedures. Experience managing budgets, reviewing invoices, tracking expenditures, and supporting fiscal administration is desirable. Knowledge of quality assurance and quality control practices, along with the ability to research, interpret, and apply government codes, laws, regulations, and departmental policies, is also preferred.

Strong communication and interpersonal skills are essential, including the ability to facilitate meetings, prepare reports and presentations, handle sensitive and confidential information, resolve conflicts, and build collaborative relationships with executive leadership, managers, staff, and external partners. Experience utilizing SAP or similar enterprise resource planning systems, developing dashboards and performance metrics, and using data to support decision-making is highly desirable. Proficiency with Microsoft Office applications, including Teams, Outlook, SharePoint, Word, Excel, and Power BI, is also preferred.
