Job Description

POSITION GOAL
To provide analytical and technical services related to personnel functions for the Volusia County Schools

PERFORMANCE RESPONSIBILITIES
Job Records
1. Assist in analysis and determination of parameters to be entered into personnel records in order to establish employee pay levels.
2. Process personnel recommendations for administrative, instructional, and support staff.
3. Review and determine credit for verified experience for pay purposes according to guidelines and procedures.
4. Adjust salaries for personnel having allotment changes or position changes.
5. Verify salary distribution files and update static files.
6. Review activity reports and verify content for accuracy.
7. Develop and maintain employment history records, including annual earnings.
8. Respond to inquiries associated with the employment history record and forward submissions or revisions to the Division of Retirement.
9. Maintain data bases related to special personnel status, including leaves of absence and termination.
10. Inform appropriate department as required regarding personnel status of employees.
11. Process reappointment actions of all designated personnel.
12. Verify eligibility for salary increases based upon established guidelines and procedures. Work collaboratively with the payroll and management information services departments in order to assure that employee
13. Records are established and maintained accurately and in a timely fashion.
14. Process information in accordance with collective bargaining contracts as they impact on the salary or benefits of employees. 15. Assist in the annual process of accurately affecting personnel records relating to awarding a year of service, including verification of records.
16. Publish annual and tenure employment contracts as designated.
17. Receive and appropriately answer inquiries regarding personnel records.
Employee Services
18. Facilitate the District’s Family Medical Leave program for employees, including administering and approving requests in accordance with federal law.
19. Respond to employee questions or concerns regarding Family Medical Leave issues, including researching questions or referrals to other resources for a response.
20. Investigate the research Family Medical Leave policy issues and problems and respond with appropriate action in accordance with federal law.
21. Process personnel recommendations for charter schools.
22. Identify and advise administrators of trends, problems and issues.
23. Inform administrators of new ideas for continuous process improvement.
24. Ensure that leave policy is being applied consistently and properly by administrators and school personnel by providing proactive training and guidance.
Employment Verifications
25. Respond to inquiries associated with the employment history records.
26. Complete file reviews with employees or outside requests.
27. Maintain data bases related to verifications.
28. Inform appropriate department as required regarding personnel status of employees.
29. Verify eligibility of employment status and salary based upon established guidelines and procedures.
30. Complete employment and salary verifications for mortgage companies and loans.
31. Complete employment status for Department of Children and Family.
32. Compile personnel records for completion of subpoena requests.
33. Process teacher loan forgiveness forms under the Teacher Loan Forgiveness Program.
34. Process information in accordance with Florida statutes on record review.
35. Receive and appropriately answer inquiries regarding personnel records.
Substitute/Onboarding
36. Manages the onboarding process for new employees.
37. Notifies Payroll, Insurance and Benefits, and Health Services with the attendees for each onboarding session.
38. Maintains Canvas classes for onboarding.
39. Assist substitute candidates in gaining employment with Volusia County Schools.
40. Support employees, substitutes and schools in their use of the application software.
41. Develop and maintain system databases.
42. Develop application training classes and information for users, including training documents.
43. Prepare written materials for training sessions and workshops.
44. Teach application classes, provide classroom and individual instruction as necessary.
45. Develop user manuals for application software.
46. Assist in meeting user needs by making recommendations for enhancements and application development.
47. Assist school and district administration in procuring information from the system.
48. Work collaboratively with the payroll and technology services departments in order to assure that employee records are established and maintained accurately and in a timely fashion.
49. Generate requested reports and provide analysis as requested.
50. Coordinate collaborative projects with the technology services department and other departments as needed.
51. Coordinate the orientation onboarding process for new employees, including materials and schedule.
52. Assist with monitoring and operation of the application software.
53. Complete screenings for Department of Children and Family (DCF) Clearinghouse as needed for specific types of positions. 54. Keep current with hardware and software technology through education courses and self-study.
55. Prepare sensitive and confidential technical documents as required.
56. Coordinate calendar activities in order to meet all required deadlines.
57. Track DCF screenings for violations and reprinting
58. Assist in the revision, publication, and distribution of forms pertaining to the Human Resource department.
59. Assist in the coordination of pre-employment requirements.
60. Assist in coordinating activities for personnel recognition as assigned.
61. Perform other related duties as assigned by Chief Human Resources Officer.

Required Qualifications/Certifications

REQUIRED QUALIFICATIONS

High school diploma or equivalent
Three (3) years work experience in advanced clerical office work, personnel experience preferred
Computer experience with personnel applications preferred
Valid Florida Driver License or ability to acquire one within thirty (30) days of employment, except in case where accommodation is required

REQUIRED SKILLS

Skilled in operating computers and commonly used office management software, including word processing, spreadsheets and data bases
Research sills emphasizing necessary documentation and interpretation of data
Ability to prioritize tasks, maintain organization, and meet deadlines
Ability to function as a working member of the management team
Ability to handle confidential and sensitive information with a high level of accountability
Ability to work independently with a minimum of supervision
