Position Summary & Responsibilities
Position Summary:
This office of Personnel Services (OPS) position is assigned primarily to the Kansas Department for Aging and Disability Services (KDADS) and housed within South Central Regional Mental Health Hospital (SCMHH) which is one of five State Hospitals KDADS’ central office manages. This position assists with Human Resources (HR) functions within SCRMHH. It is also the expectation of the incumbent to assist with HR responsibilities for KDADS, and other State Hospitals as requested by the HR Director for State Hospitals. This incumbent will assist with maintaining guidelines, instructions, procedures, and timelines for the SCRMHH HR department’s multiple sub-programs. Provides on-going guidance, clarification or instruction, and makes modifications as may be required. In addition, this position analyzes the effectiveness of program operation. This position in conjunction with the HR Director for SCRMHH communicates program activity information to employees, supervisors and administrative staff at SCRMHH, in addition to KDADS’ Central office HR. Advises the Superintendent of SCRMHH, and the Human Resources Director regarding HR needs and priorities with assisting, planning and organizing agency operations. Continuously evaluates the HR programs’ capability to respond to identified needs.
Job Responsibilities may include but are not limited to the following:
Employee Relations
The incumbent consults with the HR Director on individualized consultations, guidance, assistance, and discipline to managers and employees on a variety of work-related matters as necessary. The incumbent works directly with SCR supervisors to facilitate processes confirming an ethical, fair, and consistent management approach within SCR on progressive discipline to managers and employees. The incumbent in conjunction with the SCR HR Director and KDADS Legal Staff will draft and present disciplinary letters to employees.
In addition, the incumbent evaluates turnover, performance trends, and exit interviews to provide solutions to managers, the HR Director, the Superintendent, and KDADS’ central office. Overall, the incumbent consults with the SCR HR Director about the employee relations as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.
Investigations
Assists the HR Director as needed with investigations of external and internal EEO complaints regarding allegations of unfair treatment of an applicant, candidate, or employee based upon the person’s age, race, religion, national original, place of birth, color, gender, political affiliation, veteran status, sexual harassment or a hostile work environment. Assists the HR Director with interviews of all parties involved, witnesses or others and obtain written statements as appropriate in investigation of the allegations received. Consult with the HR Director on the preparation of formal responses to complaints. Write investigative reports as needed with the assistance of the HR Director, including recommendations for appropriate course of action and resolutions to verify proper outcomes, which KDADS’s legal department reviews and approves. Overall, the incumbent consults with KDADS’ Central HR office about EEO/AA and diversity management as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.
New Employee Orientation (NEO)/Security Clearance/Recruitment/Other administrative tasks.
Conduct new employee orientation for new hires.
Assists SCR’s tiered security clearance/background check process. The position confers with KDADS Legal Department and SCR Superintendent on applicants/employees’ security clearance status. Overall, the incumbent consults with KDADS’ central HR Office about security clearances as appropriate to inform KDADS’ central office of concerns within the agency that may require KDADS’ central office direct involvement.
Back up for Recruiter by assisting with, but not limited to, interviews, submitting reclassification requests, submitting requests to positions and appointed letter requests, review application, conduct reference checks, filing in SCR HR filing system and creating and maintaining position files will also be a requirement.
Back up for Payroll by assisting with, but not limited to, administering the payroll function for South Central Regional Mental Health Hospital (SCR) incumbent works with the HR Director at and the Kansas Department for Aging and Disability Services (KDADS) HR to actively process payroll and other human resources paperwork.
Research and gather information for analysis and evaluation of the HR programs, processes and systems. Develop or revise forms and processes for HR. Attend professional training to remain current on state programs relating to position responsibilities.
Data Collection and Data Analysis
Assists in gathering accurate data collection in all Human Resources areas, including employee injuries turnover, and vacancy rates. Provides employee related data and/or analysis to the HR Director, Superintendent, AEC, Central office, Wichita Community members, Program Directors.
Employee Performance Management (KLPM)
Provides individualized consultations, guidance, and assistance, to managers and employees on the Kansas Learning and Performance management system. Serves as an administrator for the KLPM system.
Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
Qualifications
Minimum Requirements:

Two years of experience in planning, directing, organizing, managing or administering personnel or human resources functions.

Unrestricted Driver’s License
Preferred:

Knowledge of labor laws and regulations, employee relations,

knowledge of Microsoft Office software products,

knowledge of State of KS HR Systems, and basic mathematical skills preferred.

Four years of experience in business management, or Human Resources.
