Federal Human Resources Classification SpecialistThe LDM Group LLC provides professional Human Resources support services to federal government agencies. We are seeking an experienced Federal Human Resources Classification Specialist to support a federal customer in Washington, DC.The successful candidate must possess extensive hands-on experience in federal position classification and position management, including application of Office of Personnel Management (OPM) classification standards, development and evaluation of Position Descriptions (PDs), desk audits, position management reviews, FLSA determinations, and classification of positions across multiple occupational series and grade levels.This position requires a senior-level federal classifier capable of independently producing technically sound, well-supported classification recommendations and documentation with minimal substantive revision.Position TitleFederal Human Resources Classification SpecialistEmployment TypeFull-TimeAn additional part-time Classification Specialist position may also be available.Place of PerformanceThe position will primarily be performed on-site at the federal customer's headquarters in Washington, DC. Telework may be permitted at the discretion of the federal customer.Position SummaryThe Federal Human Resources Classification Specialist will provide expert-level position classification, position management, organizational analysis, and advisory services in support of the customer's Human Capital Management organization.The Specialist will independently analyze positions and organizational structures; apply federal classification laws, regulations, OPM standards, functional guides, and agency policies; prepare classification documentation; and advise Human Resources professionals and management officials regarding position classification and position-management matters.The Specialist must have experience working with positions across a broad range of occupational series and grade levels, including General Schedule (GS), Senior Executive Service (SES), Senior Level (SL), and other federal positions.Key ResponsibilitiesThe Classification Specialist will perform duties including, but not limited to, the following:
- Conduct comprehensive classification evaluations for federal positions across multiple occupational series, grade levels, and job families.
- Classify General Schedule (GS), Senior Executive Service (SES), Senior Level (SL), and other federal positions, as assigned.
- Determine appropriate:
- Pay plan
- Occupational series
- Official title
- Grade level
- Supervisory status
- Fair Labor Standards Act (FLSA) designation
- Position sensitivity and related coding, as applicable.
- Develop new Position Descriptions and review, revise, or update existing Position Descriptions.
- Prepare comprehensive classification evaluation statements and supporting documentation.
- Apply current OPM classification standards, functional guides, occupational standards, handbooks, and related federal classification guidance.
- Conduct desk audits and structured interviews with supervisors, managers, and employees to determine the nature, scope, complexity, and level of assigned duties.
- Analyze requests involving accretion of duties and provide technically supported classification recommendations.
- Conduct position management reviews and organizational analyses.
- Evaluate organizational structures, reporting relationships, supervisory ratios, position utilization, duplication of functions, and alignment of duties.
- Recommend appropriate position-management and organizational alternatives.
- Prepare complete classification packages, including:
- Position Description narratives
- Classification evaluation statements
- OF-8 Position Description cover sheets
- FLSA determinations
- Coding recommendations
- Supporting classification documentation
- Review existing positions for consistency with current OPM classification standards and agency requirements.
- Support agency-wide or organizational classification projects, including large-scale Position Description reviews and updates.
- Conduct classification standard application reviews.
- Research complex classification issues and prepare written analyses and recommendations.
- Provide expert consultation to Human Resources staff, managers, supervisors, and leadership regarding federal classification and position-management matters.
- Provide technical guidance concerning complex or sensitive classification actions.
- Advise on classification and position-management implications associated with reorganizations, organizational realignments, and workforce-planning initiatives.
- Support classification and Position Description development for executive-level positions, including SES and SL positions.
- Support classification requirements involving political or executive positions, as assigned.
- Assist with the development, revision, and implementation of classification-related:
- Policies
- Standard Operating Procedures (SOPs)
- Desk guides
- Job aids
- Internal procedures
- Collaborate with federal HR staff to strengthen internal classification capabilities.
- Provide technical consultation, mentoring, knowledge transfer, and on-the-job guidance to less-experienced classification personnel when requested.
- Prepare technical reports, position-management findings, audit reports, recommendations, and other written work products.
- Maintain accurate and complete records of classification actions and supporting documentation.
- Maintain confidentiality and appropriately safeguard sensitive personnel and organizational information.
- Ensure classification recommendations are accurate, fully documented, defensible, and compliant with applicable laws, regulations, OPM guidance, and agency procedures.
- Meet established deadlines and workload priorities while maintaining a high level of technical quality.
- Provide professional and responsive customer service to agency leadership, Human Resources staff, managers, supervisors, and other stakeholders.
Minimum Qualifications: Candidates must possess the following:
- Bachelor's degree or equivalent combination of education and directly relevant professional experience.
- Minimum of ten (10) years of progressively responsible experience applying federal position classification standards and position-management principles.
- Extensive experience applying OPM classification standards and guidance.
- Demonstrated experience classifying positions across multiple occupational series, job families, and grade levels.
- Demonstrated experience developing, reviewing, and revising federal Position Descriptions.
- Demonstrated experience preparing classification evaluation statements and supporting classification documentation.
- Experience conducting federal position classification desk audits.
- Experience performing position-management reviews and organizational analyses.
- Demonstrated experience determining occupational series, title, pay plan, grade, supervisory status, and FLSA designation.
- Experience classifying positions at senior and executive levels.
- Demonstrated knowledge of SES and SL classification requirements.
- Experience drafting or contributing to classification-related policies, SOPs, procedures, or guidance.
- Strong working knowledge of federal classification laws, regulations, standards, handbooks, and related OPM guidance.
- Ability to conduct independent classification research and prepare defensible written recommendations.
- Ability to prepare technically accurate classification products requiring minimal substantive correction or revision.
- Strong analytical, research, writing, communication, and interpersonal skills.
- Ability to work effectively with HR professionals, employees, supervisors, managers, and senior leadership.
- Demonstrated ability to manage multiple classification assignments and meet established deadlines.
- Ability to appropriately safeguard confidential and sensitive personnel information.

- Direct experience classifying SES and Senior Level (SL) positions.
- Experience supporting classification of executive or political positions.
- Experience with Federal Wage System (FWS) classification.
- Experience completing or reviewing OF-8 Position Description cover sheets.

- Experience leading agency-wide Position Description reviews or classification projects.

- Experience training, mentoring, or providing technical review of work performed by other federal classifiers.

- Experience supporting federal agency reorganizations or organizational realignments.
- Previous experience supporting a federal Human Capital or Human Resources office in a contractor or federal employee capacity.
