★ INDEPENDENT CONTRACTOR POSITION — 1099 ★

This position is structured as an Independent Contractor (1099) engagement. Applicants must operate as their own business entity and meet ALL of the following contractor requirements before being considered:

Active 1099 / Independent Contractor status — must be able to provide W-9 upon engagement

Active professional malpractice / liability insurance — minimum $1,000,000 per occurrence / $3,000,000 aggregate (certificate of insurance required before start)

Active CAQH ProView profile — complete, attested, and current (CAQH ID required)

Active NPI (National Provider Identifier) — Type 1 individual NPI, verified and in good standing

Active California BBS license (LCSW, LMFT, or LPCC) — no restrictions, no probation, not listed on the OIG Exclusion List, SAM Exclusion List, or California DHCS Medi-Cal Suspended & Ineligible Provider List

★ MINIMUM 2 YEARS IOP EXPERIENCE — NON-NEGOTIABLE ★

Candidates without direct Intensive Outpatient Program (ASAM Level 2.1) clinical experience will not be considered. Please do not apply if you do not meet this requirement.

COMPENSATION & BENEFITS PACKAGE

CONTRACT PHASE (1099 — Pre-Launch):

Contract rate: $55–$75/hour depending on experience and hours
Flexible schedule — primarily remote during pre-launch
Work directly with CEO on clinical design, credentialing, and program launch

FULL-TIME CONVERSION (Upon Program Opening):

Salary: $110,000–$130,000/year
$2,000 conversion bonus paid upon converting from 1099 to full-time employee
Year-end performance bonus: 5%–25% of base salary depending on performance

(Example: 25% of $110,000 base = up to $27,500 in additional earnings)

Cell phone stipend: $540/year paid monthly

ABOUT NEW PATHWAY RECOVERY IOP LLC

New Pathway Recovery IOP LLC is a DHCS-certified Intensive Outpatient Program (IOP) located in Dublin, CA, serving the Tri-Valley community. We provide evidence-based substance use disorder treatment grounded in ASAM Level 2.1 criteria, combining group counseling, individual therapy, psychoeducation, and relapse prevention in a compassionate, professional environment. We are in pre-launch operations and are seeking an experienced Clinical Supervisor to join our founding clinical team immediately.

WHY NEW PATHWAY RECOVERY IS DIFFERENT

This is not another agency job. This is a ground-floor opportunity to build an IOP clinical program from scratch — your protocols, your culture, your program. You are the founding clinical leader working directly alongside the CEO. No bureaucracy. No committees. Decisions made same day. When we expand to 36 clients in Year 2, the Clinical Supervisor becomes Clinical Director. That promotion is built into the plan.

INDEPENDENT CONTRACTOR REQUIREMENTS — ALL REQUIRED BEFORE START

This is a 1099 Independent Contractor position. Applicants must be able to verify ALL of the following before beginning work:

Independent Contractor / 1099 status — must provide a completed W-9 upon engagement
Active professional malpractice / liability insurance — minimum $1,000,000 per occurrence and $3,000,000 aggregate. Certificate of insurance required before first day of work.
Active CAQH ProView profile — complete, attested, and current. CAQH ID must be provided with application.
Active NPI Type 1 — individual National Provider Identifier, verified and in good standing through NPPES.
Active California BBS license (LCSW, LMFT, or LPCC) with NO restrictions, NO conditions, and NOT on probation.
Not listed on any exclusion or sanctions list — including: OIG List of Excluded Individuals and Entities (LEIE), SAM.gov Exclusion List, California DHCS Medi-Cal Suspended and Ineligible Provider List, and California BBS Disciplinary Actions list.

NOTE: NPR will verify all of the above through primary source verification prior to contracting. Any misrepresentation will result in immediate disqualification.

LICENSE REQUIREMENTS — ONE OF THE FOLLOWING

Licensed Clinical Social Worker (LCSW) — California BBS, active and unrestricted
Licensed Marriage and Family Therapist (LMFT) — California BBS, active and unrestricted
Licensed Professional Clinical Counselor (LPCC) — California BBS, active and unrestricted
Full licensure only — no associate or intern licenses accepted

MINIMUM CLINICAL QUALIFICATIONS — ALL REQUIRED

Minimum 2 years of direct clinical experience in an Intensive Outpatient Program (IOP) — ASAM Level 2.1 — NON-NEGOTIABLE
Experience conducting biopsychosocial assessments using ASAM six dimensions
Experience supervising SUD counselors (CADC, RADT, or registered interns)
Experience signing and authorizing individualized treatment plans
Knowledge of 42 CFR Part 2 confidentiality, HIPAA, Title 9 and Title 22 compliance
Strong clinical documentation skills — progress notes, treatment plans, discharge summaries
Ability to work independently and provide clinical leadership in a startup environment

PREFERRED QUALIFICATIONS

Co-occurring disorders / dual diagnosis IOP experience
CalAIM and DMC-ODS billing and documentation familiarity
Prior Clinical Director or Lead Supervisor experience in IOP or PHP setting
EMR experience (Behave Health, Kipu, or equivalent)
Bilingual Spanish / English — strongly encouraged to apply
Telehealth IOP delivery experience via HIPAA-compliant video platform
CBT, DBT, Motivational Interviewing, or EMDR training

KEY RESPONSIBILITIES — CONTRACT PHASE (Pre-Launch, Primarily Remote)

Support DHCS credentialing and site visit preparation as named Clinical Supervisor
Complete commercial insurance payer credentialing applications (Anthem, Blue Shield, UHC, Aetna, Cigna)
Develop group curriculum and psychoeducation content for IOP sessions
Review and finalize clinical policies, intake forms, and treatment plan templates
Assist with EMR setup and clinical workflow configuration
Assist with SUD counselor recruiting and interviews prior to program opening

KEY RESPONSIBILITIES — FULL-TIME (Upon Program Opening)

Provide weekly individual and group clinical supervision to SUD counselors — minimum 1 hour per week per counselor per DHCS requirements
Conduct or oversee biopsychosocial assessments for all new clients using ASAM six dimensions
Sign and authorize individualized treatment plans (ITPs) within required timelines
Lead and co-facilitate IOP group sessions as clinically appropriate
Conduct utilization review and authorize continued stay at ASAM Level 2.1
Respond to client crises and provide crisis intervention
Coordinate referrals for step-up, step-down, and wraparound services
Participate in monthly clinical staff meetings and CQI activities
Ensure compliance with DHCS Title 9, Title 22, 42 CFR Part 2, and HIPAA
Maintain active licensure and complete required continuing education

SCHEDULE

Contract phase: Flexible — estimated 10–20 hours/week, primarily remote
Full-time program days: Monday, Wednesday, Thursday (three shifts: 9 AM–12 PM, 1–4 PM, 6–9 PM)
Full-time admin days: Tuesday and Friday — supervision, documentation, meetings
On-site at 7080 Donlon Way, Suite 214, Dublin, CA 94568 upon program opening
