Snotrac is seeking a Community Engagement Program Manager to lead the "A Safer South Everett" community-driven visioning and mobility planning project. Funded by the Sandy Williams Connecting Communities Grant under the Climate Commitment Act, this initiative runs from August 2026 through December 2027. The Manager will focus heavily on the Evergreen Way corridor between 75th Street and 100th Street. A core objective of this role is to elevate the voices of immigrant, refugee, low-income, transit-dependent, youth, and disabled residents in transportation planning.
Extended Overview
The Snohomish County Transportation Coalition (Snotrac) seeks an energetic, go-getter who is passionate about creating and connecting complete, affordable, age- and ability-friendly communities for all people, especially South Everett.
Snotrac has received a state grant to conduct community engagement in partnership with the City of Everett and Stations Unidos for reimagining Evergreen Way from Airport Road to 41st Street in Everett as a place that is safer and more welcoming for all people, no matter how they get around. This work will be closely aligned with the City of Everett’s subarea planning for South Everet and parks planning.
This position will lead Snotrac’s community engagement and planning efforts in South Everett related to the Evergreen Way project and other city planning initiatives.
The position will be funded primarily by the state grant, with additional funding from Stations Unidos. Stations Unidos is a community development corporation that supports equitable transit-oriented development and anti-displacement efforts at the future light rail stations of Everett. The executive director of Snotrac also serves as the CEO of Stations Unidos, and both organizations share an office.
This position is funded by a grant from the Washington State Department of Transportation until December 31, 2027. Under the grant budget, this position is funded until August 31, 2027 and will terminate at that time. Additional funding may be sought to sustain this program and position but there is no commitment beyond the initial time-limited period.
Key Responsibilities
- Lead monthly coordination meetings with the City of Everett to ensure aligned planning activities, shared surveys, and consistent messaging.
- Build meaningful partnerships with trusted community-based organizations, including Stations Unidos, Connect Casino Road, and the Latino Educational Training Institute.
- Implement a compensation framework to ensure community members are paid for sharing their lived experiences.
- Ensure community input informs the City of Everett's ongoing planning efforts, particularly the new South Everett Subarea Plan.
- Conduct extensive direct outreach, including door-to-door engagement at 450 apartments and tabling at 7 local churches, food banks, markets, and transit stops.
- Present engagement findings to the City's Evergreen Way Project groups and coordinate closely with the Stations Unidos South Everett Advisory Board.
- With Snotrac’s Policy Affairs & Mobility Navigation Program Manager, hire and manage a team of part-time mobility navigators and ambassadors for outreach activities associated with the South Everett initiative.
Community Engagement & Events
- Host a variety of feedback forums, including affinity listening sessions, focus groups, youth art workshops, and in-person and online community visioning sessions.
- Organize and execute several pop-up park activities
- Facilitate community walks and community bicycle rides to conduct active mobility audits.
- Organize environmental and mobility justice tabletop game nights.
Additional Activities
- Organize and lead the South Everett Advisory Board of Stations Unidos.
- Participate in the Real Estate Development Advisory Committee of Stations Unidos.
- Participate in the Village Circle meetings.
- Monitoring spend-down on the grant.
- Grant reporting.
- Other duties as assigned, including support of community outreach and engagement efforts across program areas.
Required Deliverables
- Develop a comprehensive Engagement Plan, a Decision Point Roadmap, and a Community Vision and Values Framework for Evergreen Way.
- Produce community-driven preliminary design concepts for top project elements and an Engagement Summary Report.
- Create a Participatory Mapping Dataset and a video-based "Story Book" documenting community experiences with traffic stress, air pollution, and neighborhood aspirations.
Qualifications
- Mobility Justice. Passion for transit and active transportation as forms of transportation, and for for addressing past injustices to priority populations, including low income individuals and People of Color.
- Community Engagement Experience: Ability to design and lead inclusive community outreach, specifically elevating the voices of immigrant, refugee, low-income, transit-dependent, youth, and disabled populations.
- Event Facilitation Skills: Ability to organize and facilitate a diverse range of events, such as focus groups, interactive workshops, pop-up activities, and listening sessions.
- Multilingual Capabilities: Ability to relate to diverse populations of South Everett and to lead a team of bilingual navigators and ambassadors. Preference for proficiency in Spanish, Russian or other slavic language, Vietnamese, or Tagalog to conduct and coordinate outreach in the language.
- Project Management & Coordination: Strong organizational skills required to manage a multi-phase planning project, maintain timelines, and lead monthly coordination meetings with municipal partners like the City of Everett.
- Partnership Building: Experience building and maintaining meaningful, trust-based relationships with community-based organizations and local stakeholders.
- Active Mobility Comfort: Willingness and ability to lead and participate in on-the-ground community walks and bicycle rides to conduct active transportation audits. Applicant must also enjoy and proficiently play a range of tabletop games.
- Relationship Building: Ability to build and maintain strong relationships with a wide range of community members, specifically Spanish-speaking mothers for community walks and young adults and youth for community bike rides.
- Familiarity with South Everett: Existing connections with local organizations in the Casino Road and Evergreen Way corridors, such as Stations Unidos, Connect Casino Road, or the Latino Educational Training Institute. Residence in or near South Everett is preferred.
- Transportation Planning Knowledge: Background in transportation planning, mobility justice, and "Complete Streets" initiatives, with an understanding of how to integrate community recommendations into municipal subarea plans.
- Land Use and Real Estate Planning Knowledge: Background in urban planning and real estate development.
- Data & Storytelling Experience: Experience capturing qualitative and quantitative data, specifically through participatory mapping datasets and video-based community storytelling.
- Equitable Compensation Management: Previous experience developing or administering compensation frameworks to equitably pay community members for their lived experience and participation.
- Team Management: Ability to lead a bilingual team of navigators and ambassadors.
- Physical Requirements: Ability to lift 50 lbs and ride a bicycle, necessary for setting up the pop-up park activities and leading the bicycle rides.

- Because Snotrac works with youth, people with disabilities, and older adults, Snotrac screens potential employees for crimes against children, sexual assaults, other crimes, and motor vehicle violations.
Reports to: Executive Director
Location: Hybrid: weekly in-person check-in meeting at Everett office; frequent in-person activities in South Everett; and work from home as schedule allows.
Equipment: MS Surface tablet may be provided with necessary software. Home internet and personal cell phone use may be compensated.
Compensation:
- $70,000 - $75,000 per year
- Up to $300 per month contribution toward health insurance
