Full Job Description

Deputy City Solicitor

The City of Erie Solicitor’s Office is seeking a part-time Deputy City Solicitor. Specific duties include but are not limited to the following:

The Deputy Solicitor provides legal counsel to City officials and employees of the City of Erie as requested, working under the direction and supervision of the City Solicitor. This role supports the City’s legal operations, ensures compliance with applicable laws, and helps protect the City’s legal interests across a wide range of municipal matters.

Draft ordinances, resolutions, agreements, and other legal documents as needed.
Review legal documents, agreements, contracts, easements, and leases for legal sufficiency and compliance.
Participate in union negotiations, grievance processes, and arbitration hearings.
Conduct various Board hearings and local agency appeals in accordance with applicable laws and procedures.
Provide legal counsel and guidance to department heads and City staff as directed.
Analyze and interpret the relationship between federal, state, and local laws and advise on their impact on City operations.
Represent the City Solicitor at City Council meetings and other public meetings as needed.
Supervise and support staff within the Solicitor’s Office, ensuring efficient workflow and adherence to legal standards.
Participate in litigation involving City interests, including preparation of pleadings, discovery, and representation in court proceedings as assigned.
Perform other similar and related duties as required to support the legal needs of the City.

MINIMUM QUALIFICATIONS

Juris Doctor (J.D.) degree from an accredited law school.
Active membership in good standing with the Pennsylvania Bar.
Strong communication, organizational, analytical, and legal writing skills.
Demonstrated ability to manage multiple assignments and work collaboratively with City officials, employees, and external stakeholders.

PREFERRED QUALIFICATIONS

Experience in municipal law, labor law, litigation, or related fields is preferred but not required.

Pay: $28.00 - $39.00 per hour
