PUBLIC WORKS LEAD EMPLOYEE/SUPERVISOR
Lawrence Park Township is accepting applications for a full-time Public Works Lead Employee for immediate consideration.
Position Summary
The Public Works Lead is the Township's working supervisor for all public works operations reporting directly to the Township Manager. This employee is responsible for the day-to-day field direction of Township staff and contractors, coordination of work assignments, and regular communication with administrative staff on operational matters, priorities, and emerging needs. This position performs and oversees a broad range of manual, skilled, and semi-skilled work involving the construction, maintenance, repair, and operation of Township streets, parks, buildings, stormwater facilities, sanitary sewer facilities, vehicles, equipment, and other public infrastructure.
The successful candidate must be dependable, safety-conscious, capable of leading and motivating a small crew, and willing to perform a broad range of outdoor and physical work in varying weather conditions.
Schedule, Compensation, and Benefits
This is a full-time position ordinarily scheduled for 37.5 hours per week, generally Monday through Friday from 6:00 a.m. to 2:00 p.m., with a one-half hour unpaid lunch period. Schedule flexibility is required throughout the year, and call-outs may be required.
Starting pay will be based on qualifications and experience. Overtime compensation will be paid in accordance with applicable law and Township policy.

Essential Duties
Typical duties include, but are not limited to:
- Direction and coordination of daily public works operations, including assigning and overseeing work performed by Township employees and contractors, and maintaining regular communication with the Township Manager regarding work status, priorities, scheduling, and operational issues as they arise.
- Maintenance and repair of Township roads, rights-of-way, drainage systems, storm sewers, sanitary sewer facilities, parks, playgrounds, buildings, vehicles, equipment, and other public property.
- Inspection, monitoring, basic maintenance, and emergency response related to Township sanitary sewer facilities, lift stations, sewer alarms, stormwater infrastructure, and related equipment.
- Operation of trucks, trailers, mowers, snowplows, hand tools, power tools, small equipment, and other Township vehicles and equipment.
- Seasonal work including snow and ice removal, leaf collection, mowing, line painting, park maintenance, stormwater maintenance, and related work.
- Response to PA One Call (PA 811) locate requests, including physically locating and marking Township underground infrastructure including sewer lines, stormwater systems, and related utilities prior to third-party excavation. Locate requests must be responded to within legal deadlines and may require after-hours or emergency response, similar to other Township call-outs.
- Response to sewer alarms, blocked lines, flooding, downed trees, snow and ice events, severe-weather emergencies, and other urgent public works needs.
- Timekeeping for public works staff, including tracking daily hours worked, leave, call-outs, and overtime, and submitting accurate time records to the Township Manager in a timely manner.
- Set-up, clean-up, traffic control, and support for Township events, including the Fourth of July celebration and other assigned community events.
- Routine inspection, cleaning, and basic maintenance of Township equipment, vehicles, facilities, and work areas.
- Maintenance of basic work records, daily logs, inspection reports, and related documentation as directed by the Township Manager.
Emergency, Overtime, and After-Hours Availability
The position requires overtime and work outside normal scheduled hours, including early mornings, evenings, weekends, holidays, snow and ice events, and emergency call-outs. The employee must be reachable and able to respond to emergency Township operations within a reasonable time when called, and must maintain reliable personal transportation. Regular participation in Fourth of July operations and other assigned community events is an expected part of this position.
Township-issued cellphone provided for work-related communications and to facilitate response to emergency call-outs, sewer or utility alarms, and other after-hours operational needs.
Minimum Qualifications
- High school diploma or GED.
- Valid Pennsylvania driver's license with a clean driving record, and reliable personal transportation.
- Minimum of three (3) years of experience in public works, construction, road maintenance, sewer or stormwater operations, or a closely related field.
- Demonstrated ability to lead, direct, and work alongside a small crew in a field setting.
- Ability to safely perform physically demanding work, including lifting, carrying, pushing, pulling, climbing, bending, standing, and working outdoors in all seasons.
- Ability to operate Township vehicles, hand tools, power tools, lawn and grounds equipment, and basic construction or maintenance equipment.
- Ability to follow and give instructions, work safely around traffic and equipment, and communicate effectively with supervisors, coworkers, contractors, and members of the public.
- Ability to pass any required background check, driving-record review, pre-employment physical, and drug and alcohol screening, as required by Township policy.
Preferred Qualifications
- Experience operating or maintaining municipal sanitary sewer systems, lift stations, and related infrastructure, including familiarity with sewer alarm response, wet well monitoring, and basic pump station maintenance. Candidates with Pennsylvania sewage-related certifications or training are strongly encouraged to apply.
- Commercial driver's license (CDL), or willingness and ability to obtain one within a reasonable period after hire.
- Experience in a lead, foreman, or supervisory capacity in public works, construction, or a related field.
- Experience operating trucks, plows, loaders, excavators, skid steers, tractors, mowing equipment, or similar machinery.
- Basic mechanical, plumbing, electrical, welding, carpentry, or equipment-maintenance skills.
- Familiarity with PA 811 / PA One Call procedures and utility locating practices.
- Certifications relevant to public works operations, including CDL, flagger training, pesticide application, sewer or stormwater credentials, or similar.
