Martin County is currently accepting applications for a full-time Assessment Technician in the County Assessor's office.
The Assessment Technician is responsible for GIS, TAX & CAMA data maintenance, calculating tax splits and estimates, parcel splits and combinations, homestead administration including cross county, resolve duplicate homesteads, tax exemption administration, PRISM reporting, taxpayer assistance, and assistance with GIS maintenance. This position assures all statutory and administrative requirements are complete and deadlines are met in providing an equitable assessment of property for calculating and collecting property taxes and special assessments.
The position's starting wage for 2026 is $25.55 per hour.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Posts daily data on TAX and CAMA, links homestead properties together, manages cross county data, edits and checks system for errors and maintains correct Social Security numbers.
- Prepares and submits PRISM abstracts including taxable, exempt, and mobile homes, and Duplicate Social Security lists to state agencies.
- Manages and posts state assessed property values for public utilities and railroads.
- Prepares property tax splits on shared owner property and tax estimates as part of parcel split process. Answers phone and counter inquiries.
- Manages data processing done before and after regular hours. Includes lists and logs, new year file, dates for valuation notices and flood CAMA system, etc.
- Interprets and implements policies, statutes, Department of Revenue directives and laws.
- Processes Tax Capacity Calculations, tax lists and logs and correct edits.
- Processes and prepares mass mailings for Valuation Notices and Special Programs.
- Assists with GIS programs and applications, to include corrections, edits and maintaining GIS layers.
- Researches legal descriptions, chain of title to ensure correct property ownership.
- Participates in continuing education and training sessions on position applicable law and regulation changes, computer skills and other position related matters. Ensures required certification and licensure credentials remain valid.
- Performs other work-related duties as required.

MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
- Formal training in technical school or Associate’s Degree.
- Two years of recent progressive experience in related field along with the skills, knowledge and abilities required; or equivalent combined education and experience.
- Experience or education in GIS programs preferred.
LICENSURE
CERTIFICATION
- Property Tax Calculation Certification within two years of hire.
- Certified Assessment Technician within two years of hire.
KNOWLEDGE, SKILLS AND ABILITIES
- Considerable knowledge of Minnesota property tax procedures and requirements as related to Assessor’s Office functions. Particular focus on Minnesota Statutes regarding agricultural homestead, exclusions and exemptions.
- Considerable experience using MS Word, Excel, ARC GIS and similar programs.
- Ability to draw legal descriptions using GIS applications and tools.
- Knowledge of modern office practices and procedures.
- Knowledge of organization and operation of County government and working knowledge of applicable Minnesota Statutes
- Ability to work with prioritizing workload to meet deadlines for multiple tasks and maintain efficiency with frequent interruptions.

The position has good working conditions in general, but is a diversified job requiring sustained mental effort related to public contacts, organizational issues, planning and technical areas.

There is also moderate exposure to computer keyboards and video screens and moderate lifting (up to 40 pounds). This position requires office, public meetings and individual public contact.
