Full Job Description

Position Summary

The Central Nevada Health District (CNHD) is seeking a highly skilled and dedicated Clinical Services Manager/Advanced Practice Registered Nurse (APRN) to join our leadership team. Under the direction of the CNHD Administrator, this position is responsible for providing advanced professional nursing care and overseeing the coordination, delivery, and evaluation of all Clinical and Population Health programs within the District. This role carries direct responsibility for organizing, directing, and supervising clinical operations; providing hands-on services across all CNHD clinic sites; and guiding population health initiatives that support the mission and strategic goals of the District.

The Clinical Services Manager/APRN serves as an integral member of the CNHD management team and is accountable for achieving division goals, ensuring regulatory compliance, supporting staff development, and upholding best practices in public health service delivery. As an advanced-level professional nursing position requiring specialized certification, this role may involve work during evenings, weekends, or holidays in response to public health emergencies.

As a full-time, regular position, the person hired would be enrolled in the Nevada PERS retirement system. In addition to the salary paid, the county contributes an additional 36.75% into PERS on the employee's behalf (value of $34,000 annually). In addition, the employee will not contribute to Social Security, resulting in an additional 6% in take-home pay (an equivalent of $5,500 annually). The county also pays 100% for employee-only health insurance premiums (equivalent to $13,500 annually). An employee in this position will also receive full accruals of vacation leave (8 hours per month) and sick leave (10 hours per month), in addition to 8 hours for pay for 11 paid holidays.

POSITION SUMMARY:
The Central Nevada Health District (CNHD) Clinical Services Manager serves under the direction of the CNHD Administrator and is responsible for providing advanced professional nursing care and other related work as required. and the CNHD Clinical Services Manager will have day-to-day responsibility for the coordination of all Clinical and Population Health programs under their jurisdiction. Responsible for organizing and direct leadership for the department, supervising staff and facilitating the daily activities which includes oversight and directly providing service to all clinic sites in the District and managing the population health initiatives.

DISTINGUISHING CHARACTERISTICS:
This class manages a broad range of Public health clinical and educational activities, including hands on care, and programs for the CNHD. The incumbent is accountable for accomplishing division goals and objectives and for furthering CNHD goals and objectives within general policy guidelines. The CNHD Clinical Services Manager is an integral part of the CNHD management team and will have a vital role in achieving the CNHD strategic plan. This is an advanced skill level, specialized professional nursing classification. It is distinguished from other professional nursing classifications by requiring special certification. Work may entail nights, weekends, and holidays during times of a public health emergency.

Essential Functions

This job description indicates, in general, the nature and levels of work, knowledge, skills, abilities and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent. Demonstrates regular, reliable, and punctual attendance.
Develops, articulates, and implements the strategic direction for the division; participates in the development and implementation of the CNHD Community Health Needs Assessment, Community Health Improvement Plan, and the District-wide strategic plan, and represents the District in regional and state discussions regarding environmental policies.
Plans, organizes, directs, coordinates, and administers the Clinical Services and Population Health Programs of the District.
Under direction from the Administrator, prepares and manages the division budget and ensures proper accountability of expenditures.
Direct supervision of staff.
May be asked to oversee other divisions on a temporary basis for staff leave or turnover or on an interim basis.
Makes presentations as requested by the Administrator to the District Board of Health.
Coordinates with other medical providers, ancillary medical services, and other stakeholders to achieve the goals of the Health District.
Enforces all state and federal statutes and requirements regarding public health nursing services and take actions as necessary to protect the health of the public.
Compiles, maintains, and analyzes data to determine workloads, staffing priorities, program growth, and community needs.
Ensures Division services are provided to the public in a professional and respectful manner while assuring the protection of public health.
Directs the writing, review, and submission of grant applications for clinical and population health funding through local, state, and federal sources.
Responsible for the accuracy and timely submission of required grant reporting.
Develops and coordinates the implementation of a divisional public health nursing and population health policies and procedures.
Provides health related counseling on the prevention of communicable diseases; coordinates health programs with outside organizations and agencies; introduces general health-related information and instruction to individuals, families, and community groups.
Administers a variety of pre-examination tests including skin tests, blood tests, in office CLIA-waived screening tests, and other tests used in determining communicable diseases; provides information and education to patients before and after tests as necessary.
Assess and evaluates patients’ response to treatment and medication.
Advises patients on available and appropriate medical and social services available.
Keeps accurate patient records; always maintains confidentiality.
Stays abreast of new trends and innovations in the areas of disease prevention and treatment and chronic diseases.
Compiles and submits necessary medical and statistical reports and date in a timely fashion.
Applies basic time management and patient care coordination skills to effectively provide nursing and health care services.
Assists in research and investigation of communicable diseases when requested.
Assists with medical emergencies; administers first aid for minor injuries and health problems.
Keeps accurate patient records regarding immunizations and prescribed dosages of medications; maintains and updates files as necessary to include changes in patient condition, weight, and medical history.
Represents the agency on community boards and committees to acquire and provide information on projects, programs, and activities of the public health nursing and population health programs.
Leads the quality improvement efforts of the division, to include evaluation of operational performance, reviewing work methods and procedures, developing and implementing changes in work processes, workflow, and/or equipment used to ensure efficient operations.
Justifies and approves expenditures for purchasing and staff travel.
Ensures effective morale, productivity, and discipline; plans, organizes, administers, reviews, and evaluates the activities and performance of staff; works with staff to establish work priorities and schedules; encourages and provides for staff training and professional development; interprets District policies and procedures for staff; works with staff to develop short and long term goals, monitors accomplishments, establishes performance requirements and personal development targets, and provides coaching for performance improvement and development.
Ensures all division work is documented and aligns with the Public Health Accreditation Board (PHAB) directives.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:
Master’s degree or DNP from an accredited college or university with major course work in nursing or a related health field that is acceptable to the Nevada State Board of Nursing for certification as an Advanced Practice Registered Nurse (APRN) with an emphasis in family nursing. Certification as an advanced practice registered nurse by a nationally recognized certification agency approved by the Nevada State Board of Nursing, such as ANCC certification; OR alternate APRN qualification if certification is prior to July 2014 as set forth by the Nevada State Board of Nursing AND at least three years of full-time experience in public health nursing OR a combination of training and experience.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

Nevada Driver’s License.
Possession of, or ability to obtain, an appropriate, valid, Nevada State Advanced Practice Registered Nursing License.
Possession of an appropriate, valid, State Registered Nurse License.
Current CPR certification prior to start date
Incident Command System (ICS) 100, 200, 700 & 800 within 6 months of hire

CONDITIONS OF EMPLOYMENT:

No Nevada state income tax

Retirement
Public Employees' Retirement System (PERS) of Nevada - Churchill County contributes 36.75% of an eligible Regular Member's salary for retirement. Churchill County contributes 58.75% of an eligible Police Member's salary for retirement. Retirement benefits are available to employees hired in positions that work 20 hours per week or more on a regular basis. Positions of less than 20 hours per week (or less than 1040 hours in a fiscal year) will receive Social Security contributions and will not be enrolled in PERS.

Deferred Compensation Plans
Employees can also participate in the VOYA 457 deferred compensation plan, which is funded by the employee. This allows the employee to save money in pre-tax dollars toward retirement.

Cafeteria Health Coverage Plan – Full-time employees' health insurance begins the first of the month after one month of employment. (Employees must work an average 30 or more hours per week on a regular basis to qualify for health insurance coverage.)

The county offers a "Cafeteria" health plan to full-time employees, which allows employees to pick and choose the best health plan for them and their family. The county offers three health plans - a base PPO plan with a $1,500 deductible, a "buy-up" PPO plan with a $750 deductible, and a High Deductible Health Plan (HDHP) with a $2,700 deductible and a Health Savings Account (HSA), to which the county contributes $177 per month. In addition, the county also provides the following: a prescription plan, a dental plan, and a vision plan. The county currently contributes 100% of the employee premiums for the base PPO plan and the HDHP, as well as for the prescription, dental, and vision plans. Employees who elect dependent coverage pay 100% of the dependent premiums - employees can elect to have those premiums deducted in pre-tax dollars.

Vacation Leave
Full-time, regular county employees scheduled to work 40 hours per week accrue 8 hours per month of annual (vacation) leave per year. Part-time, regular county employees accrue annual (vacation) leave vacation at a prorated amount depending the number of hours worked. Employees earn additional annual leave hours at 5, 10, 15, and 25 years of service up to a maximum of 240 hours (30 days) per year. While on probation an employee is not granted vacation leave for the first six months; the employee still accrues vacation leave during this time and will be credited with 48 hours of vacation leave after six months of employment in their regular position.

Sick Leave
Full-time, regular county employees scheduled 10 hours of sick leave per month, with no maximum accrual. Part-time, regular employees accrue sick leave at a prorated amount depending the number of hours worked.

HOLIDAYS - Regular county employees enjoy 12 paid holidays per calendar year including New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Nevada Day, Veteran's Day, Thanksgiving Day, Family Day (Friday after Thanksgiving), and Christmas Day. In addition, County employees are entitled to one floating holiday per year, to be used at a time agreed to by the employee and his or her supervisor. (Regular, part-time employees receive prorated holidays based on the number of hours normally worked.)

Tuition Reimbursement
Churchill County values it's employees and empowers all employees to enhance their skills by taking job-related college courses as well as participating in job related workshops and seminars. To that end, for regular employees the county has a generous Tuition Reimbursement policy for accredited courses, reimbursing up to $1,200 per year in educational expenses.
