Overview
The Financial Director/Village Treasurer serves as the Village's Chief Financial Officer (CFO) and is responsible for the strategic planning, administration, and oversight of all financial operations of the Village. The Financial Director/Treasurer directs the Village's financial management systems, including budgeting, accounting oversight, treasury management, investments, audits, debt administration, grants, financial compliance, capital improvement financing, purchasing oversight, and long-range financial planning. The Financial Director/Treasurer serves as the Village Treasurer in accordance with Michigan General Law Village statutes and is responsible for safeguarding Village assets while ensuring fiscal integrity, transparency, accountability, and compliance with all applicable federal, state, and local laws. This position performs highly responsible executive-level work requiring independent judgment, financial expertise, strategic planning, and the ability to communicate complex financial information to elected officials, department heads, auditors, regulatory agencies, and the public.
Duties
1. Serve as the Village's Chief Financial Officer, providing executive leadership for all financial operations and ensuring the Village's long-term fiscal sustainability.
2. Advise the Village Council and Village President on financial matters, fiscal policy, strategic planning, and the financial impact of proposed ordinances, contracts, capital projects, and other policy decisions.
3. Develop, recommend, and implement financial policies, procedures, internal controls, and best practices to safeguard public funds.
4. Prepare financial analyses, forecasts, and recommendations to support Village Council decision-making.
5. Direct the preparation and administration of the Village's annual operating and capital improvement budgets.
6. Collaborate with department heads in developing, monitoring, and managing departmental budgets.
7. Monitor revenues and expenditure throughout the fiscal year and recommend budget amendments as necessary.
8. Develop long-range financial forecasts, maintain the Capital Improvement Program financial plan, and identify revenue enhancement and cost-saving opportunities.
9. Ensure compliance with budgetary policies adopted by the Village Council.
10. Manage the investment of Village funds, daily cash flow, banking relationships, and liquidity in accordance with Michigan law and Village investment policies.
11. Oversee all Village bank accounts, investment portfolios, electronic fund transfers, and cash management activities while maintaining appropriate internal controls.
12. Maintain accurate records of investments, interest earnings, and all financial transactions.
13. Oversee the Village's general ledger, chart of accounts, and fund accounting systems.
14. Review monthly financial statements and prepare comprehensive monthly, quarterly, and annual financial reports for the Village Council.
15. Coordinate year-end financial closing procedures and ensure compliance with Governmental Accounting Standards Board (GASB) requirements.
16. Monitor fund balances and recommend appropriate financial actions to maintain fiscal stability.
17. Serve as the Village's primary liaison with independent auditors and coordinate the annual financial audit.
18. Ensure timely preparation of audit documentation and implement approved audit recommendations.
19. Monitor compliance with governmental accounting standards, financial regulations, and recordkeeping requirements.
20. Oversee the financial administration of all grants, ensuring compliance with federal, state, and grant-specific requirements.
21. Monitor grant budgets, reimbursement requests, financial reporting, and record retention for audit purposes.
22. Administer Village debt, loans, bonds, and capital financing activities in coordination with financial advisors and bond counsel.
23. Monitor debt service schedules and prepare required debt-related financial reports.
24. Develop, maintain, and evaluate financial internal controls, fraud prevention measures, and financial risk management practices.
25. Oversee fixed asset accounting, inventory controls, purchasing compliance, insurance coordination, and financial policy reviews.
26. Oversee Village purchasing procedures and procurement practices to ensure compliance with applicable laws and Village policies.
27. Review vendor contracts and major purchases for financial impact and compliance.
28. Provide financial guidance, budget assistance, and training to department heads, supervisors, and staff.
29. Foster cooperative working relationships with all Village departments and serve on committees and project teams as assigned.
30. Represent the Village at professional meetings, financial conferences, and intergovernmental functions.
31. Ensure compliance with Michigan General Law Village statutes, Treasury reporting requirements, and all required state and federal financial filings.
32. Monitor changes in governmental accounting standards, laws, and regulations, and implement necessary procedural updates.
33. Maintain accurate financial records for all Village funds and ensure the integrity of financial reporting systems.
34. Perform all statutory duties of the Village Treasurer and other duties assigned by the Village Council or Village President consistent with the position.
Education and Experience
1. Educational requirements include a Bachelor’s degree, or equivalent, in business management, public administration, records management, or related field.
2. Experience requirements include three years of progressively more responsible experience in Village management, finance office management or related field, preferably in a municipal setting.
3. Thorough knowledge of the laws, ordinances and related legislation pertaining to records management, and issuance of zoning permits.
4. Thorough knowledge of the principles, practices, and techniques of public personnel administration, including labor relations.
5. Thorough knowledge of modern office procedures and practices and have skill in applying them.
6. Good knowledge of the Village general law, related ordinances, policies, procedures, and structure of municipal government.
7. Skill in operating general office equipment including computers and software including Microsoft products and BS&A.

Pay: $45,000.00 - $65,000.00 per year
