Job Summary
The Traffic Engineer II position supports the planning, design, operation, and maintenance of the City\'s traffic infrastructure. This position reviews development and capital projects for compliance with engineering standards, analyzes traffic and safety data to improve mobility and reduce crashes, and manages engineering projects from planning through construction. The Traffic Engineer II collaborates with City departments, developers, consultants, and the public to develop practical transportation solutions for traffic operations and special events while contributing to engineering standards, policies, and continuous improvement initiatives.
Essential Duties and Responsibilities
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
Reviews development plans and provides traffic engineering comments for the development review process.
Coordinates with planners, engineers, parks, and other departments through the development review process.
Participates in the creation of development agreement language
Contributes to the review, update, and development of engineering standards, specifications, and policies.
Provides traffic engineering review and support for Capital Engineering and other city projects.
Supports the City’s Vision Zero initiative by identifying high-risk locations, evaluating crash and safety data, and recommending countermeasures to help eliminate traffic related fatalities and serious injuries.
Supports the planning, design, and review of active modes infrastructure, including sidewalks, crosswalks, bike lanes, and multi-use paths to improve safety, comfort, and connectivity for people walking, biking and rolling.
Monitors signal operations and makes signal timing adjustments as needed to support efficient traffic flows.
Represents traffic engineering in public meetings including: neighborhood, Planning and Zoning Commission, City Council, and other meetings as needed, including meetings outside standard working hours.
Supports special events such as CSU football games, CSU stadium events, 4th of July fireworks, and other large events that impact traffic flows, by monitoring traffic and making signal adjustments as needed.
Compiles crash data and analyzes reports, making recommendations to mitigate crash patterns using Highway Safety Manual methodology.
Assists with the collection of traffic count data and analyzes the data for reports and provides recommendations based on the data collected including traffic signal warrants, stop sign warrants, warning signs, school signs, crosswalks, bike lanes, and others as needed.
Supports the Work Area Traffic Control program and approves work area traffic control permits as needed.
Supports the Neighborhood Traffic Mitigation program as needed.
Supports the approval of Special Event permits as needed.
Compiles and analyzes reports, records, and other data to plan, design, and/or evaluate projects or programs. Interprets standards and City policy and provides recommendations.
Responds to citizen inquiries in person, via email, and telephone.
Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and/or designs for projects or programs.
Calculates cost and determines feasibility of project based on analysis of collected data.
Manages and administers a variety of engineering projects and City infrastructure systems, either performed by City and/or consultants/contractors.
Contributes to the design, operation and maintenance of all field equipment, and related hardware and software.
Reviews and coordinates the review of plans and designs for projects for compliance with engineering principles and City regulations; may prepare recommendations for approval or denial.
Contributes to the administration of contracts with consultants and/or contractors working on City projects; may authorize project related payments.
May issue permits and calculate fees due.
Monitors job site progress and ensures conformance with engineering plans, specifications, and construction and safety standards.
May direct construction and maintenance activities at project sites.
Serves as a technical information resource for the public, consultants and developers, City boards and departments, and City Council regarding specific projects or general engineering questions; may prepare presentations and written materials.
Participates in staff, project review, and policy meetings, and coordinates with other departments or agencies to facilitate project implementation and compliance with standards.
Utilizes computer assisted engineering and design software and equipment to prepare engineering and design documents and models.
Contributes to the preparation of the budget and/or monitors budget and prepares bid packages.
Assists in the development or revision of policies, procedures, or standards.

Required Qualifications
Minimum Preferred
College degree or equivalent work experience. Some positions may require functionally related certification or advanced degrees Bachelor's degree in Construction Management, Engineering, or related field of study from anaccredited college or university.
Experience Requirements
Six years’ of related traffic engineering experience or a combination of education and experience.
Certifications/Licenses/Specialized Training
Valid driver's license. PREFERRED: Registered as an Engineer in Training or Professional Engineer (P.E.) registered in the State of Colorado, Professional Traffic Operations Engineer (PTOE) certification
