Qualifications

MINIMUM QUALIFICATIONS

Bachelors degree from an accredited institution in Business Administration, Supply Chain Management, or a related field.
Six years of professional experience in public procurement, purchasing, or contract management,
Experience leading the work of others by providing guidance and motivation while establishing goals and expectations of accountability.
Any appropriate combination of relevant education, experience, and/or certifications may be considered.
Experience and proficiency with procurement software systems.

PREFERRED QUALIFICATIONS

Masters degree from an accredited institution in Business Administration, Supply Chain Management, or a related field.
Procurement experience in a K-12 public school setting.
Professional certification in at least one public purchasing area such as Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO).

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of state and federal laws, best practices and ethical standards related to public purchasing.
Knowledge of school district purchasing processes and educational funding sources.
Excellent negotiation strategies, creative contract techniques, contract administration, and problem solving skills
Strong interpersonal, verbal and written communication skills.
Ability to manage multiple projects, meet deadlines, and maintain detailed records.
Ability to work collaboratively and professionally with a diverse group of leaders, staff, and vendors.
Ability to think critically and creatively, have a high standard of integrity, and be motivated to incorporate best practices into the organizational structure.
Ability to process and handle confidential information with discretion.

Responsibilities

ESSENTIAL JOB FUNCTIONS

Oversee the day-to-day operations of the procurement function, including requisitions, purchase orders, bids, and contracts.
Ensure compliance with federal, state, and local procurement laws (e.g., EDGAR, 2 CFR Part 200), as well as district policies and procedures.
Assist in developing and administering procurement policies, procedures, templates, and training materials.
Lead or support the preparation, issuance, evaluation, and award of solicitations (RFPs, RFQs, ITBs).
Review and approve purchase requisitions, contracts, and vendor agreements for accuracy and compliance.
Negotiate terms, conditions, and pricing with vendors to ensure favorable contract terms for the district.
Monitor contract performance and coordinate with departments to resolve vendor issues or non-compliance.
Analyze purchasing data and market trends to identify cost-saving opportunities and improve efficiency.
Collaborate with Finance, Legal, and other departments on procurement planning and budget alignment.
Supervise and provide professional development to procurement staff.
Support internal and external audits related to purchasing activities.
