Job Title: Workforce Development Case Manager (Bilingual – English/Spanish)

Reports To: Family Investment Administration: Workforce Development Supervisor

FLSA Status: Exempt / Non-Exempt

Hourly Rate: $24.80 - $26.39/hour Location: Hybrid - LaPlata, MD

Position Overview

The Workforce Development Case Manager is the entry-level classification within the workforce development series. This position provides workforce development case management and career services to

targeted populations of job seekers to enhance employability and reduce the duration of unemployment. Employees deliver a broad range of employment-related services, support job seekers and employers, and promote utilization of public workforce development programs.

The Specialist works under close supervision of a Workforce Development Supervisor or other designated supervisor and does not supervise staff. Duties may require travel to employer sites and workforce locations. This position works closely with diverse populations, community partners, and employers to promote successful workforce outcomes while ensuring compliance with program and funding requirements.

Key Responsibilities

Client Assessment & Planning

Conduct client intake and comprehensive assessments to evaluate skills, interests, work history, aptitudes, and barriers to employment.

Develop and maintain Family Investment Plans (ISPs) or Individual Opportunity Plans (IOPs) with measurable goals and service strategies.

Service Coordination & Referrals

Connect participants to education, occupational training, workforce activities, and supportive services including childcare, housing, transportation, behavioral health, and financial assistance.

Coordinate services with internal teams and external community partners to ensure continuity of care.

Barrier Identification & Resolution

Identify barriers to employment and implement individualized strategies to address them.

Manage participant support budgets and assist with access to public benefits, disability services, and financial aid resources.

Monitoring, Documentation & Compliance

Maintain accurate, timely, and detailed case notes, service records, and participant files in case management systems.

Monitor participant progress, outcomes, and engagement to ensure compliance with WIOA and other applicable program guidelines.

Prepare reports and documentation required for audits, performance reviews, and funding agencies.

Job Readiness & Employment Support

Provide resume development, interview preparation, job search assistance, and workplace readiness coaching.

Facilitate orientations, job clubs, workshops, and group activities focused on skill development and employability.

Employer Engagement

Conduct limited employer outreach to identify job opportunities and align participant skills with labor market needs.

Support job placement and retention efforts as required by program objective
Collaborate with state agencies, non-profit organizations, training providers, and community-based partners to deliver comprehensive services.

Participate in team meetings, case conferences, and professional development activities.

Essential Skills & Qualifications

Associate Degree required; Bachelor’s degree in Social Work, Counseling, Human Services, Workforce Development, or a related field preferred.

Minimum of one (1) year of experience in case management, workforce development, counseling, or a related human services field.

Bilingual (English/Spanish) speaking proficiency preferred.

Strong counseling, communication, and interpersonal skills with the ability to engage diverse populations.

Proficiency in case management systems, data tracking platforms, and Microsoft Office and Google Suite.

Knowledge of community resources, public benefits, employment and training programs.

Ability to work independently, manage multiple caseloads, and meet program deadlines.

Strong organizational, problem-solving, and documentation skills.

Work Environment

Office-based position with periodic travel to community sites, employer locations, and outreach events as needed.
May require evening or weekend hours to support workshops or participant engagement activities.

Pay: $24.00 - $26.00 per hour
