Full Job Description

The Land Special Projects Manager is responsible for overseeing complex and high-impact land development initiatives, with a strong emphasis on entitlement strategy, due diligence, and cross-functional project execution. This role serves as a key liaison between executive leadership, internal departments, consultants, and public agencies to ensure projects are successfully entitled, designed, and prepared for construction in alignment with company objectives.

This position will lead special projects requiring advanced expertise in entitlement processing, CEQA compliance, civil design coordination, and agency negotiations. The role also supports project feasibility analysis, budgeting, and construction readiness while ensuring projects are delivered on schedule and within budget. All job duties are primarily performed out of the corporate office, with regular travel to job sites, City/County offices, and agency meetings. Some out-of-area and overnight travel may be required.

Essential Functions / Accountabilities

o Lead and coordinate due diligence efforts, including title review, environmental constraints, geotechnical reports, and site feasibility analysis.

o Manage and execute entitlement strategies, including coordination with local jurisdictions, processing permits, and ensuring compliance with CEQA and subdivision regulations.

o Serve as primary liaison with city, county, and regulatory agencies to secure project approvals and maintain strong working relationships.

o Oversee preparation and review of improvement plans, grading plans, utility designs, and subdivision maps to ensure compliance with local and state requirements.

o Coordinate with civil engineers, architects, landscape designers, and consultants to minimize design conflicts and ensure efficient project execution.

o Develop, maintain, and monitor project budgets, schedules, and pro formas, identifying risks and cost-saving opportunities.

o Review and approve consultant proposals, contracts, and invoices to ensure alignment with project scope and budget.

o Support construction readiness and execution, including coordination with field teams, contractors, and inspectors to ensure timely completion of improvements.

o Track and manage conditions of approval, permits, bonds, and agreements to ensure compliance and avoid delays.

o Prepare and assemble final map packages and project documentation in accordance with the California Subdivision Map Act.

o Identify and resolve project challenges proactively, managing multiple priorities in a fast-paced environment.

o Provide strategic input to leadership on land acquisition feasibility, risk assessment, and entitlement timelines.

o Maintain strong communication across departments including purchasing, construction, and warranty to ensure seamless project transitions.

o Ensure all projects maintain high standards of quality, safety, and regulatory compliance.

o Advanced project and entitlement management skills

o Strong knowledge of California land development processes, including CEQA and subdivision mapping

o Proficient in Microsoft Office Suite

o Excellent organizational and multitasking abilities

o Strong analytical and problem-solving skills

o Effective communication and negotiation skills

o Ability to work under pressure in a deadline-driven environment

o High attention to detail and decision-making capability

o May provide oversight and direction to project coordinators, consultants, and external partners on assigned projects.

o This job operates in the field and within professional office environment. This role routinely uses a vehicle to transport between sites, standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. The employee is occasionally exposed to a variety of extreme conditions at construction job sites. The noise level in the work environment and job sites can be loud. During summer months the weather may be very hot.

o While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands and fingers to handle or feel; and reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

o This is a full-time at-will position, and work hours are Monday through Friday 8:00 a.m. to 5:00 p.m. with after hours and weekends as needed.

o Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

o Must be eligible to work in the United States

This position is exempt, is full-time Monday through Friday from 8 to 5 with after hours and weekends as needed.

Pay: $72,303.00 - $95,000.00 per year
