The Division Manager II – Fiscal Operations (DM-FO) is under the supervision of the Executive Director and serves concurrently with the Director of Finance as the Agency’s senior financial executive. The DM-FO provides strategic leadership and executive oversight of all fiscal operations, including: accounting, budgeting, financial reporting, cash flow management, payroll, internal controls, audits, state and federal reporting, government grant administration, contract compliance, risk management, and long-range financial planning.
The DM-FO is responsible for ensuring the Agency’s financial integrity and compliance with all applicable federal, state, local, and grantor requirements. The DM-FO serves as the primary financial liaison to the California Department of Aging, funding agencies, auditors, regulators, contracted service providers, and the Agency’s governing body (Governing Board). The position is accountable for the accurate and timely submission of all fiscal reports, stewardship of Agency resources, oversight of government-funded programs, and long-term financial sustainability.
ESSENTIAL JOB FUNCTIONS:
Direct and oversee all accounting operations and financial reporting activities. Review and approve monthly, quarterly, and annual financial statements; maintain oversight of the Agency’s general ledger, chart of accounts, accounting systems, and financial reporting structures. Oversee reconciliations, journal entries, bank reconciliations, cash management, forecasting, budget development, and financial analysis.
Provide financial information and recommendations to the Executive Director, Director of Finance, and Governing Board. Ensure compliance with Generally Accepted Accounting Principles (GAAP), governmental accounting standards, and Agency fiscal policies. Oversee development and maintenance of cost allocation methodologies consistent with federal and state requirements.
AREA AGENCY ON AGING FISCAL ADMINSITRATION
Direct fiscal administration of Older Americans Act programs, including: Senior Nutrition Programs, Information & Assistance, Family Caregiver Support Program, Health Insurance Counseling and Advocacy Program (HICAP), Medicare Improvement for Patients and Providers Act (MIPPA), Long Term Care Ombudsman, and Health Promotion, as well as Multipurpose Senior Services Program (MSSP), Enhanced Case Management (ECM), and other Agency programs as assigned. Ensure compliance with California Department of Aging (CDA) program guidance, fiscal reporting standards, administrative cost limitations, and contract requirements. Monitor program expenditures and funding utilization to support compliance and sustainability.
Government Grants, CDA Contracts and State Reporting
Provide executive oversight of all federal, state, and local grant agreements, CDA program contracts, provider agreements, and subrecipient contracts. Ensure compliance with California Department of Aging requirements and Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR Part 200).
Responsible for the accuracy, completeness, and timely submission of fiscal reports, expenditure reports, reimbursement requests, budget revisions, closeout reports, cost allocation documentation, and all other financial reporting required by the California Department of Aging and other funding agencies.
AUDIT SUPPORTS AND REGULATORY COMPLIANCE
Direct annual financial single audits, CDA fiscal reviews, program monitoring reviews, and independent auditor examinations. Coordinate audit schedules, responses, corrective action plans, management representations, and regulatory communications. Ensure the Agency remains compliant with accounting standards, grant requirements, contract provisions, and applicable regulations.
Service Provider Reporting, Subrecipient Monitoring and Support
Provide executive oversight of fiscal monitoring activities involving contracted service providers and subrecipients. Administer a risk-based subrecipient monitoring system. Review provider budgets, reimbursement requests, audit reports, financial statements, corrective action plans, match documentation, and supporting financial records.
Provide technical assistance regarding fiscal compliance, grant administration, reporting requirements, and contract obligations. Ensure compliance with federal and state pass-through funding requirements.
Accounts Payable / Accounts Receivable / Cash Receipts
Provide executive oversight of accounts payable, accounts receivable, purchasing, cash receipts, treasury operations, banking relationships, and cash-flow forecasting. Ensure compliance with Agency internal controls and fiscal policies. Monitor liquidity, reserve levels, and financial resources necessary to support organizational sustainability.
Payroll
Provide oversight of payroll administration, labor allocation reporting, payroll tax compliance, retirement reporting, employee benefit reporting, and grant-funded payroll allocations. Ensure compliance with applicable federal, state, and local payroll regulations and funding requirements.
Reporting to State of California Including Equipment Inventory
Oversee preparation and submission of all fiscal reports required by the California Department of Aging and other funding agencies. Ensure reconciliation between accounting records and submitted reports. Oversee asset management, inventory reporting, equipment acquisitions and disposals, inventory certifications, and required physical inventories of grant-funded assets.
MSSP Fiscal Oversight
Provide executive oversight of MSSP fiscal operations, reimbursement activities, staffing allocations, and fiscal reporting requirements. Ensure compliance with CDA MSSP Site Manual requirements, fiscal standards, and applicable contract provisions.
Serve as a member of the Agency’s executive leadership team. Present monthly financial statements, budget-to-actual reports, cash-flow analyses, reserve reports, audit results, compliance updates, and financial forecasts to the Executive Director, Director of Finance, and Governing Board.
Participate in organizational planning, policy development, strategic initiatives, and long-range financial planning. Assist in development of reserve policies and financial sustainability strategies.
Internal Controls and Financial Governance
Establish and maintain an internal control framework consistent with Government Accountability Office (GAO) Standards for Internal Control in the Federal Government. Recommend fiscal policies and procedures to executive leadership and the Governing Board. Evaluate financial and operational risks and implement corrective actions to safeguard Agency assets and ensure compliance.
Staff Training Requirements
Participate in all required trainings and ensure fiscal staff complete Agency, state, and federal training requirements. Promote professional development, succession planning, and continuous improvement within the Finance Department.
Confidentiality
The DM-FO is bound by Agency confidentiality requirements and applicable state and federal regulations. Confidential information shall only be shared with authorized individuals and entities as required to facilitate Agency operations, regulatory reviews, audits, and contractual obligations.
Perform other duties as assigned. Research fiscal, regulatory, contractual, and compliance matters. Support community outreach and Agency initiatives. Maintain records and documentation in an organized and timely manner.
Other Requirements
Maintain a valid California Driver’s License and access to an insured vehicle. Be willing to travel as necessary. Adhere to all Fresno-Madera Area Agency on Aging policies and procedures, California Department of Aging requirements, MSSP Site Manual requirements, safety programs, emergency preparedness plans, and employee handbook provisions.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, or related field, including substantial accounting coursework. Master’s degree in Business Administration, Public Administration, Finance, Accounting, or related field preferred.
EXPERIENCE
Seven (7) to ten (10) years of progressively responsible financial management experience, including governmental or nonprofit accounting, grant administration, government contract oversight, CDA reporting, audits, and executive financial leadership. Minimum five (5) years supervising professional finance staff.
CPA preferred. Certified Government Financial Manager (CGFM) desirable. Experience with California Area Agencies on Aging or organizations administering state and federal grants strongly preferred.
Extensive knowledge of GAAP, governmental and nonprofit accounting, CDA fiscal requirements, Older Americans Act funding, Uniform Guidance (2 CFR Part 200), Single Audit requirements, grant compliance, internal controls, strategic financial planning, enterprise risk management, payroll administration, budgeting, forecasting, Board reporting, and government contract administration.
Ability to independently analyze complex financial information, prepare executive-level reports, oversee compliance activities, manage multiple funding streams, supervise staff, communicate effectively, and maintain productive working relationships with governmental agencies, auditors, service providers, Board members, and the public.
COMPENSATION, BENEFITS AND CLASSIFICATION
Exempt Executive. Position Classification: Executive Management. Salary range, benefits, leave provisions, insurance benefits, and other employment conditions shall remain consistent with Agency-approved compensation plans and personnel policies unless modified by Board action.
