Full Job Description

The Information Technology Office is accepting applications for a Senior Business Systems Analyst to join their Remote Video Services unit.

The Senior Business Systems Analyst (SBSA) for Remote Video at the Judicial Council of California (JCC) will provide development and maintenance of technology standards, policies, and procedures for Hybrid Court initiatives. This includes the development of administrative and operational requirements to support remote proceedings, creating functional and technical requirements for hosted application solutions to support remote technology and managing the services of our vendor partnerships.

Additionally, developing remote technology guidelines to ensure the appropriate laws around remote proceedings and Judicial Council policies are met on all projects, business requirements, and tracking documentation. Auditing and analyzing data and project feasibility, communications, and providing technical project management expertise to internal teams and stakeholders. Serve as a technical project management consultant to the courts.

Responsibilities also include managing and facilitating the support of Audio Visual (AV) design, implementation assistance, and oversight of the development of solutions for telecommunications and remote video services for the Trial Courts, Judicial Council, Supreme Court, and District Courts of Appeal. The candidate is also responsible for assessing and/or reviewing proposed solutions' risks and the impact of configuration and business process changes on other modules in an integrated system.

Under the supervisor's supervision, the candidate will provide technical expertise, project management assistance and support, and business analysis, as well as act as a liaison and facilitator to the programs and projects they are assigned.

Duties will include traveling to the various courts’ locations and providing consultation and operational support to California’s Trial Courts.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office or other California court location at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

Support the implementation of critical legislative mandates for remote proceedings. Manage vendor partnerships through complex Master Services Agreements, and providing expert guidance on procurement, implementation, and compliance of courtroom technologies. Provide oversight and track processes for current service provider and future providers of AV solutions. Monitor, measure and analyze hybrid courtroom technologies, contract compliance and project management deliverables.
Work in coordination with stakeholders, senior technical analysts, and the Judicial Council vision for hybrid courtroom solutions. Serve as the Judicial Council program/project lead for technical consulting services to the courts for various IT initiative and hybrid courtroom solutions.
Analyze, develop, and edit for accuracy various court or Judicial Council procedures, project, and technical documentation to ensure they follow industry best practices, meets contractual requirements, and mitigates risk for future solution options.
Manage a portfolio of various consultative support and maintenance services that can be leveraged by the courts statewide.
Provide direction, oversight, and technical subject matter expertise in conjunction with senor technical analysts in the development, review, and presentation of reports.
Research and analyze emerging technologies and processes to stay current with industry best practices. Develop communications and presentations for technical and non-technical audiences.
Work with service vendors on Service Level Agreements (SLA) for service delivery compliance.

Other Duties and Responsibilities:

Maintain knowledge in current and emerging technologies. (monthly)
Attending various vendor demonstrations and training (as needed)
Attends the Judicial Council technical team meetings (weekly)
Attends the Judicial Council IT group status meeting (weekly)

Qualifications

Bachelor’s degree and five (5) years of experience providing technical and business process support,
analysis, or project management for systems/applications.

Possession of a bachelor’s degree in a directly related field such as computer science, management
information systems, etc., may be substituted for one of the years of required experience. An
additional four (4) years of professional experience as noted above may substitute for the bachelor’s
degree. Or, additional directly related experience and/or education may be substituted on a year
for-year basis.

One (1) year as a Business Systems Analyst with the Judicial Council of California or one (1) year of
experience performing the duties of a class comparable in the level of responsibility to that of a
Business Systems Analyst in a California superior court or California state-level government entity.

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
