This position is responsible for assisting the City Manager with the administration, coordination, and oversight of City operations, programs, projects, policies, and services. The position The position serves as a key member of the executive leadership team and provides professional administrative support to the City Manager, coordinates assigned interdepartmental initiatives, assists with budget development and organizational planning, and may oversee assigned departments, functions, or special projects as directed.
The Assistant City Manager will initially focus on organization-wide initiatives, strategic projects, and executive-level support. As organizational needs evolve, the City Manager may assign direct oversight of departments, divisions, programs, or functions. The position is expected to exercise considerable independent judgment while working collaboratively with the City Manager to advance City Council priorities and organizational goals.
MAJOR DUTIES
- Assists the City Manager with the implementation of policies, programs, contracts, ordinances, and resolutions as approved and directed by the Mayor and City Council.
- Supports the development of goals, priorities, and work plans to enhance City services, improve operational efficiency, and support the economic health of the City.
- Assists with the preparation, review, and administration of the annual budget, including compiling information, reviewing departmental requests, monitoring expenditures, and preparing related reports.
- Conducts research, prepares studies, reviews operational issues, and makes recommendations to the City Manager regarding City programs, services, policies, procedures, and departmental operations.
- Coordinates assigned projects, initiatives, programs, and administrative activities involving multiple departments or outside agencies.
- Assists with the development, review, and implementation of administrative policies, procedures, standards, and operating practices.
- Receives requests, concerns, and complaints from the public and coordinates appropriate responses with City departments.
- Assists with the review, development, coordination, and administration of City contracts, agreements, and related documents.
- May represent the City Manager, as assigned, at meetings with governmental agencies, civic groups, community organizations, vendors, consultants, developers, and members of the public.
- May provide operational oversight of assigned departments, divisions, programs, projects, or personnel as directed by the City Manager and may serve as a resource or point of coordination when the City Manager is unavailable.
- Attends City Council meetings, staff meetings, committee meetings, and other meetings as directed.
- Assists with the preparation of reports, agenda items, presentations, correspondence, and other materials for the City Manager, Mayor and City Council, departments, and outside agencies.
- Participates in recruitment processes, interviews, and candidate evaluations for positions as assigned by the City Manager.
- Works with department directors and staff to coordinate City operations, monitor project status, resolve administrative issues, and support effective service delivery.
- Assists with organizational analysis, staffing reviews, position responsibilities, process improvement, and service delivery evaluations.
- Provides executive-level support to the City Manager by coordinating operational and strategic initiatives, identifying emerging issues, and facilitating informed decision-making.
- Assists in coordinating economic development, redevelopment, and community development initiatives, including stakeholder engagement, project coordination, business retention and expansion efforts, and evaluation of development opportunities consistent with City goals and plans.
- Supports partnerships with developers, business owners, governmental agencies, community organizations, and other stakeholders to advance City objectives and strategic priorities.
- Identifies and assists with pursuing grants, funding opportunities, incentives, and other resources that may support infrastructure, redevelopment, economic development, and organizational initiatives.
- May supervise assigned departments, functions, programs, projects, or personnel as directed by the City Manager. Departmental oversight assignments may evolve over time based on organizational needs and the strategic direction of the City.
- Performs related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of the principles and practices of public administration, local government management, and municipal operations.
- Knowledge of City ordinances, policies, procedures, administrative practices, and applicable state and federal laws and regulations.
- Knowledge of governmental budgeting, financial management, purchasing, contract administration, and organizational planning.
- Knowledge of municipal service delivery, infrastructure systems, and local government operations.
- Knowledge of research methods, data analysis, report preparation, policy development, and project management principles.
- Knowledge of economic development, redevelopment, grant funding opportunities, and intergovernmental partnerships is desirable.
- Knowledge of effective public relations, customer service, and community engagement practices.
- Skill in budget analysis, administrative planning, and the development of short-range and long-range goals and recommendations.
- Skill in coordinating projects, programs, meetings, and interdepartmental activities.
- Skill in analyzing complex issues, evaluating alternatives, and making sound recommendations.
- Skill in organizing work, establishing priorities, and managing multiple assignments and deadlines.

SUPERVISORY CONTROLS
The City Manager assigns work in terms of City goals, priorities, projects, and administrative objectives.
The employee works with considerable independence in planning and carrying out assigned responsibilities. Work is reviewed through conferences, reports, project updates, observation of results, and compliance with City policies, procedures, and applicable laws.
GUIDELINES
Guidelines include City ordinances and codes, City policies and procedures, state and federal laws and regulations, budget documents, contracts, administrative procedures, professional standards, and supervisory instructions. These guidelines require judgment, selection, and interpretation in application. The employee may assist in developing or recommending departmental and Citywide administrative guidelines. The employee is expected to exercise sound professional judgment in identifying issues, evaluating alternatives, and recommending solutions that support organizational objectives and City Council priorities.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied administrative, analytical, project coordination, management support, and supervisory duties. The variety of City operations, competing priorities, public expectations, and coordination with multiple departments contribute to the complexity of the position. The position requires balancing operational responsibilities, strategic initiatives, organizational priorities, and stakeholder interests while maintaining effective communication and coordination across departments.
- The purpose of this position is to assist the City Manager in coordinating City operations, implementing policies and programs, supporting effective service delivery, and advancing City goals and priorities.
- Successful performance helps ensure efficient City operations, informed decision-making, effective interdepartmental coordination, responsive public service, and compliance with applicable policies, procedures, and legal requirements.
CONTACTS
- Contacts are typically with the City Manager, Mayor and City Council, department directors, City employees, elected and appointed officials, county and regional representatives, consultants, vendors, developers, business owners, community organizations, civic groups, media representatives, and the general public.
- Contacts are typically to exchange information, provide services, coordinate projects and programs, resolve problems, respond to inquiries, explain policies and procedures, support decision-making, and represent the City in a professional manner.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
Work is performed primarily in an office environment and requires regular use of a computer, keyboard, mouse, telephone, and other standard office equipment. Work requires frequent communication with others, review of documents and reports, attendance at meetings, and management of multiple priorities and deadlines. The employee is typically required to sit, stand, walk, bend, reach, and move throughout City facilities. The employee must be able to read documents and view a computer screen, communicate effectively, and occasionally lift, carry, or move light office materials weighing up to 20 pounds. Work may involve evening meetings, occasional travel to meetings or City facilities, and the mental demands associated with managing competing priorities, public concerns, and time-sensitive assignments.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
- This position may supervise assigned departments, divisions, programs, projects, or employees as directed by the City Manager. Departmental oversight assignments may evolve over time based on organizational needs and the strategic direction of the City.
- The position may also provide functional guidance, project coordination, and administrative direction to department directors, staff, consultants, contractors, or other personnel assigned to City initiatives.
MINIMUM QUALIFICATIONS
- Bachelor's degree in public administration, business administration, finance, accounting, planning, political science, or a related field; or an equivalent combination of education, training, and progressively responsible experience in local government administration.
- Five (5) years of progressively responsible leadership experience in local government administration, municipal operations, budgeting, policy implementation, project management, or a related field, including supervisory, operational, and budgetary responsibilities.
- Experience as a department head, assistant department head, assistant city/county manager, or in a comparable senior leadership role is preferred.
- A Master's degree in public administration, business administration, or a related field is strongly preferred.
PREFERRED QUALIFICATIONS
- Experience or familiarity with economic development, redevelopment, planning, community development, or capital project implementation.
- Knowledge of development processes, public-private partnerships, tax allocation districts (TADs), SPLOST programs, grants, and other local government financing tools.
- Demonstrated experience coordinating complex projects involving multiple departments, governmental agencies, and external stakeholders.
LICENSES AND CERTIFICATIONS
- Possession of, or ability to readily obtain, a valid Georgia driver’s license appropriate for the type of vehicle or equipment operated.

- Minimum Salary: $133,471.70
