Reporting directly to the Director of Domestic Relations, the Conference Officer Supervisor independently oversees a team of approximately 10 employees, including professional-level Conference Officers and clerical staff. This position is responsible for the supervision, training, and delegation of work within the unit, as well as providing leadership and direction to ensure effective and efficient operations.
The Conference Officer Supervisor also plays an important role in planning, evaluating, and implementing policies, procedures, and innovative practices to support the unit’s ongoing operations and ensure compliance with applicable federal, state, and local laws, regulations, and requirements related to the establishment, modification, and enforcement of support orders.

Requirements
EDUCATION/TRAINING
Bachelor's degree in Psychology, Sociology, Administration of Justice or related field, plus computer and data processing skills required.
WORK EXPERIENCE
3-5 years of experience in child support, administration of justice, public administration or related human service fields, including 1-2 years supervisory experience.
OR, any equivalent combination of education, training, and experience which has provided the knowledge, skills, and abilities for this position.

Exempt
OVERALL OBJECTIVE OF JOB
The Conference Officer Supervisor-Domestic Relations reports directly to the Director of Domestic Relations and independently manages 10 employees, including professional level conference officers and clerical staff. This includes the supervision, training, and delegation of duties for all unit staff members; as well as planning, evaluating and implementing new and innovative procedures and policies in order to remain in compliance with all federal, State and local rules, regulations and laws pertaining to the establishment, modification, and enforcement of support orders.
ESSENTIAL FUNCTIONS OF JOB
- Supervise staff – Consult daily with staff members, assign duties, develop instructional memoranda, institute policy directives, perform staff evaluations, develop corrective action plans, maintain attendance records, oversee and plan training of new employees, and hire and terminate employees.
- Develop Policies and Manage Unit - Set the goals and track the achievement of the goals for the unit, analyze statistical data, and create new and innovative policies and procedures for the unit. Meet and coordinate with Domestic Relations Director, other managers, employees, attorneys and the public on issues, laws and policies affecting the child support program.
- Provide training on new procedures, support rules, support filings and computer changes to unit staff as well as other unit and departmental staff.
- Evaluate Establishment and Enforcement related reports to determine performance and unit needs, as well as to identify areas needing action.
- Gather statistical data from the unit. Prepare reports for Director as needed.
- Address client, attorney, and co-worker complaints and concerns.
- Carry out management duties - Attend management meetings and trainings, actively participate in the establishment, innovation and implementation of office policies and procedures. Participate in and lead office work groups formed to address specific areas that need new policies or procedure improvements.
- Participate in State, Court, and County initiatives - Attend meetings and actively participate in Court and County initiatives and programs.
- Attend seminars, workshops, and conferences on the local, State and national level and read pertinent articles, publications and training manuals in the areas of child support and management.
- Work collaboratively with the Franklin County Sheriff’s Office to provide all relevant or requested information on cases with active warrants, prioritize cases to be addressed, and provide training and instruction in specific DRS procedures and general child support enforcement to the assigned Sheriff Deputies.
- Enter data into the Pennsylvania Child Support Enforcement System (PACSES). Update and maintain required information and records.
- Other duties as assigned by the Director of Domestic Relations.
Receives guidance, instruction, and supervision from Director as needed.
SUPERVISION GIVEN
Supervises Conference Officers and Conference Officer Assistants.
WORKING CONDITION
- Works indoors in adequate workspace, lighting and temperatures, but with fluctuations in ventilation.
- Works with average indoor exposure to noise, disruptions and stress.
- Below normal indoor exposure to dust/dirt.
- Works daily with potentially hostile or aggressive clients.
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
- Must be able to sit, stand and walk intermittently for long periods throughout the workday, with occasional periods of twisting, bending, stooping, pushing, pulling and reaching as necessary to carry out essential job duties.
- Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out essential duties.
- Must be able to lift up to at least fifty pounds.
- Must be able to cope with the physical and mental stress of the position.
- Must be able to pay close attention to details and concentrate on work.

- Must possess knowledge of child support orders and ability to enforce same.
- Must possess ability to file requests and petitions and to maintain accurate records of same.
- Must possess ability to perform math calculations and prepare various reports and financial documents.
- Must possess knowledge of and ability to conduct support conference and prepare required documents, ensuring all applicable policies and procedures are adhered to.
- Must possess ability to assign and review work of staff and to assist Director in administrative duties of department.
- Must possess a valid driver’s license.
