ABOUT THIS POSITION

The Public Works Department's Facilities Planning and Projects Division specializes in comprehensive facilities management services for the city's General Fund Departments through the Facilities Asset Management Program.

This proactive program focuses on optimizing the city's facility assets by implementing industry-leading facilities management strategies. Its mission is to build and sustain a robust system that drives service excellence, maximizes asset performance, and continuously advances facilities management functions, oversight, and organizational structure.

The Facilities Asset Manager (FAM) is a central figure within the Facilities Asset Management Program, dedicated to advancing core facilities management functions and ensuring excellence in service delivery.

The FAM applies deep facilities management expertise to design, communicate, and optimize work management processes that preserve and enhance facility assets in alignment with industry best practices and compliance standards. This role is responsible for ensuring departments adhere to facilities management protocols, enforcing asset data collection policies, and leveraging a thorough knowledge of the city's facility infrastructure.

The FAM plays a key role in implementing and supporting the Enterprise Asset Management System, providing leadership to dedicated system support staff and driving continuous improvement in facilities management practices.

Areas of responsibility include:

Ensure asset lifecycles are cataloged, identified, labeled, and documented in accordance with Administrative Regulation, demonstrating a thorough understanding of asset hierarchies.
Train and support colleagues in implementing the Enterprise Asset Management System, helping them build confidence and capability.
Change Management, lead the modernization of facilities management processes by implementing advanced technologies and methodologies, ensuring all users adopt best-in-class facilities management practices and benefit from continuous improvement.
Oversee the governance, development, and continuous improvement of facilities management business processes, ensuring alignment with industry standards and organizational goals.
Act as a facilities management subject matter expert and trusted advisor, empowering city departments to achieve compliance and championing industry best practices for facility asset management and maintenance.

Ability to inspire, coach, and lead teams to achieve shared success.
A collaborative mindset that fosters inclusion and aligns with the broader Facilities team, plus the ability to shape program goals and initiatives.
Demonstrated expertise in facilities management, including advanced proficiency with computerized maintenance management systems (CMMS) and enterprise asset management systems. Strong command of facilities work management processes and the ability to drive successful implementation and adoption of new systems.
Excellent decision-making, problem-solving, and execution skills.

SALARY

Pay Range: $82,056 to $133,660.80 annually.

Pay Range Explanation:

Pay range is the entire compensation range for the position classification.
Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 067. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

Promotions occur when the last two digits of the pay grade increase.
Demotions occur when the last two digits of the pay grade decrease.
Lateral transfers occur when there is no change to the last two digits of the pay grade.
When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
AND Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

Intermediate proficiency in the following applications:

Computerized Maintenance Management System (CMMS)
Enterprise Resource Planning (ERP)
Integrated Work Management System (IWMS),
Microsoft Office 365 applications (including Excel for data analysis and scheduling)
SAP for workflow integration and reporting.

Experience with:

Computerized maintenance management for facility assets, with a strong command of facilities work management processes.
Technical facilities management, with in-depth knowledge of facility infrastructure assets, asset inventories and hierarchies, preventive and predictive maintenance, critical equipment, safety regulations, code compliance, and facilities work management processes.
Working in Facilities Management - Supervisor, Assistant Facilities Manager, or Facilities Manager, Operations Manager or similar.
Commercial facilities, equipment, and systems, including mechanical, electrical, plumbing, fire, life safety, and building shell.
Technical Facilities, in-depth knowledge of facility infrastructure assets, asset inventories, hierarchies, and critical equipment.
Facility asset risk, preventive maintenance, safety regulations, and code compliance.
Team leadership, supporting collaboration to achieve program goals across facilities - operational, project, and strategy / planning teams.
Utilization of asset performance metrics to drive continuous improvement and capital planning, i.e., key performance indicators and service level targets, and asset condition.
Infrastructure lifecycles and the variables that affect asset service and performance life.
Administration of asset data to optimize facility services to preserve and enhance facility assets.
