Description

Under general direction, the Licensed Clinical Supervisor supervises licensed clinicians and other behavioral healthcare professionals, paraprofessionals, and/or interns; coordinates day-to-day functions and ensures appropriate staff coverage; provides psychiatric clinical and case management services; and performs other duties as assigned.

This Licensed Clinical Supervisor posting is being opened to create a list that will be used to fill current and future vacancies. Qualified applicants will remain on the list and will be referred to available vacancies for the duration that the eligible list remains active.

Currently, we have one (1) opening in Custody Health Services. Selected candidate(s) must be able to work in a correctional facility, which requires passing a background check for security clearance.

Custody Health Services - Custody Health Services (CHS) provides medical, mental health, and dental services to patients in custody at the four County detention facilities: Main Jail, Elmwood, Juvenile Hall, and James Ranch. On-site routine and urgent/emergent medical services are provided at both Main Jail and Elmwood adult jail facilities in Santa Clara County. Health care of incarcerated patients includes care of acute and chronic illness as well as preventative and specialty care. CHS also operates a 40-bed acute psychiatric inpatient housing unit at the Main Jail facility for incarcerated adults who require acute inpatient services for stabilization. Juvenile Custody Health Services provides integrated medical services including comprehensive pediatric medical, mental health, and dental care to justice-involved youth housed in Juvenile Hall and James Ranch.

Typical Tasks

The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.

Coordinates the day-to-day operations of clinic/program services;

Supervises a multi-disciplinary staff of clinicians engaged in assessing social, emotional, and economic causes of problem behavior and mental or emotional disorders and in developing and modifying treatment plans; approves alternate treatment plans and termination or transfer of cases; supervises consultation activities of employees; assigns and reassigns employee caseload, as necessary;

Confers with staff regularly regarding techniques used, case progress, and related matters for the purpose of promoting and evaluating professional development and assuring quality of care, as well as reviewing work in progress;

Conducts regular case conferences with clinicians and interns for supervision, consultation, and clinical chart audits;

Coordinates the assignment of cases, conducts staff meetings, and provides training; schedules staff to provide for clinic coverage; evaluates work performance; assists in disciplinary proceedings;

Reviews psychiatric case records and selects cases for discussion;

Maintains a small caseload or handles some of the more complex cases; performs a variety of direct clinical, diagnostic, treatment, and outreach services;

Ensures compliance with relevant federal, state, and local regulations, as well as departmental and county policies and procedures;

Participates in the establishment or revision of policies, procedures, guidelines, goals, and objectives;

Provides clinical supervision and consultation to student interns, pre-licensed staff, and other staff on department services, programs, and guidelines;

Provides formal, continuing in-service training for clinical and program staff in specialized areas of behavioral health therapy or substance use treatment;

Assists with program planning, implementation, and evaluation activities;

May participate in community outreach and public relations activities;

May be assigned as a Disaster Service Worker (DSW), as required*;

Performs other related duties, as required.

Employment Standards

Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:

Training and Experience Note: The required knowledge and abilities are attained through possession of a Master's Degree in social work, marriage and family therapy, psychology, or related field.

and

Three (3) years of post-license experience as a behavioral health/mental health clinician providing clinical and/or case management services.

Lead or supervisory experience is desirable.

Special Requirements

Specialized program knowledge may be required when it can be demonstrated that:

it is required for the successful operation of the program;
the Licensed Clinical Supervisor will be held accountable for this specialized knowledge; and
other staff will not be able to provide the subject matter expertise that is required.

Possess and maintain, for the duration of employment in this classification, one (1) of the following:
- Licensed Clinical Social Worker as issued by the California Board of Behavioral Sciences;
- Marriage and Family Therapist as issued by the California Board of Behavioral Sciences;
- Professional Clinical Counselor (LPCC) as issued by the California Board of Behavioral Sciences;

Possess a National Provider Identifier (NPI) number, upon appointment, for certain positions;

Some positions may require the possession and maintenance of credentialing for Medicare, within three months of hire into the classification;

Some positions may require possession of Basic Life Support (BLS) and CPR certification upon appointment;

Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.

As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help. A DSW is required to complete all assigned DSW-related training, and in the event of an emergency, return to work as ordered.

Principles and practices of effective supervision, work planning, evaluation, training, and community behavioral healthcare consultation;

Psychological diagnostic methods and terminology;

Wellness, recovery, and resiliency strategies and supports;

Affirming approaches and expansive practices for supporting work with, responding to, and creating safety for all individuals along the Sexual Orientation, Gender Identity, and Expression (SOGIE) spectra;

Motivational interviewing, stages of change, and trauma-informed services;

Dual recovery/co-occurring disorder treatment, screening, and assessment tools;

Community needs, resources, and organizations related to behavioral health care;

Clinical standards of practice and licensure requirements;

Principles and practices of direct client service delivery;

Principles of social needs, problems, attitudes, and behavioral patterns;

Applicable federal, state, and local laws, rules, and regulations;

English usage, style, grammar, punctuation, and spelling;

Common computer systems and applications.

Ability to:

Plan, supervise, review, and evaluate the work of staff;

Effectively train and provide ongoing clinical supervision for clinical staff in behavioral health therapy, substance use screening, and diagnostic and treatment methods;

Interpret, explain, and apply regulations, policies, and procedures;

Plan, prioritize, and organize;

Analyze, evaluate, and make sound decisions;

Prepare clear, accurate, and effective reports, correspondence, and other written materials;

Demonstrate interpersonal sensitivity and work with a diverse population;

Communicate effectively, both orally and in writing, with people of diverse backgrounds and cultures;

Establish and maintain effective working relationships with those contacted in the course of work, at all levels, including colleagues, the public, and representatives of other agencies.
