About the Role
The Housing & Redevelopment Authorities of the County of Cumberland is seeking an experienced Finance Director to lead and oversee the Authorities’ financial operations and serve as a key financial advisor to the Executive Director and Board of Directors.
This is a key leadership position responsible for accounting, budgeting, financial reporting, procurement support, grant financial management, internal controls, audits, payroll oversight, cash management, and regulatory compliance. The Finance Director will supervise a team of four Finance Department employees and play an essential role in ensuring the Authorities’ long-term financial stability and responsible stewardship of public funds.

Key Responsibilities
Financial Leadership & Strategic Planning
- Direct and manage all accounting and financial operations of the Authorities.
- Develop, implement, and maintain financial policies, procedures, and internal controls.
- Monitor the Authorities’ financial condition and recommend strategies to support long-term fiscal stability.
- Provide financial analysis and recommendations to the Executive Director and Board of Directors.
- Prepare and present financial reports and information at Board meetings in a clear, organized, and professional manner.
- Participate in strategic planning initiatives, management committees, and project teams as needed.
Budget Administration
- Coordinate the preparation and administration of the Authorities’ annual operating and capital budgets.
- Monitor budget performance and recommend adjustments when necessary.
- Analyze revenues and expenditures and forecast future financial needs.
- Assist department managers with budget preparation and financial planning.
Accounting & Financial Reporting
- Ensure accurate and timely preparation of monthly and annual financial statements.
- Maintain accounting records in accordance with GAAP and applicable governmental accounting standards.
- Oversee the general ledger, accounts payable, accounts receivable, fixed assets, payroll accounting, cash management, and financial reconciliations.
- Review and approve journal entries and financial transactions.
- Prepare financial information required by funding sources and assist other departments with required financial reports.
- Coordinate with outside consultants as needed.
Audit & Compliance
- Coordinate the Authorities’ annual independent audits.
- Prepare schedules and supporting documentation for auditors.
- Respond to audit findings and oversee corrective action plans.
- Ensure compliance with applicable federal, state, and local financial regulations.
- Coordinate year-end tax returns and 1099 preparation.
- Monitor HUD funding related to Housing Choice Voucher and Public Housing programs.
Treasury & Cash Management
- Manage banking relationships and investment activities in accordance with Authorities policies and Pennsylvania law.
- Monitor cash flow and liquidity.
- Oversee debt service, financing activities, and capital funding when applicable.
Internal Controls & Risk Management
- Develop and maintain internal control systems to safeguard Authorities assets.
- Evaluate financial risks and recommend appropriate mitigation strategies.
- Ensure appropriate segregation of duties within the Finance Department.
Procurement & Financial Oversight
- Provide financial oversight for procurement and purchasing activities.
- Review contracts for budgetary compliance and funding availability.
- Assist with the financial evaluation of bids, proposals, and contracts.
Leadership & Supervision
- Supervise, train, mentor, and evaluate four Finance Department employees.
- Assign work, establish priorities, and monitor departmental performance.
- Conduct performance evaluations and support employee development.
- Provide coaching and guidance while fostering a positive and collaborative work environment.
- Make hiring recommendations and support employee development and professional growth.
- Ensure compliance with Authorities personnel policies.
Payroll & Organizational Support
- Coordinate with Human Resources to oversee payroll processing, benefits administration, retirement contributions, taxes, and deductions.
- Attend Board, director, staff, and other meetings as requested.
- Perform other duties as assigned.
Qualifications
Qualified candidates will possess:
- Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field.
- At least five years of progressively responsible accounting or governmental finance experience, including a minimum of three years in a supervisory or management role.
- Strong knowledge of GAAP, governmental accounting principles, budgeting, financial reporting, internal controls, and audit processes.
- Strong analytical, organizational, communication, and leadership skills.
- Ability to interpret financial regulations and accounting standards.
- Ability to analyze complex financial information and communicate recommendations effectively.
- Ability to manage multiple priorities and meet deadlines.
- Ability to build effective working relationships with employees, colleagues, auditors, government agencies, vendors, and the public.
- Valid driver's license or reliable transportation for business-related travel.
Preferred Qualifications
- Experience with governmental accounting, public housing authorities, municipal finance, redevelopment authorities, or nonprofit governmental entities.
- HUD financial management experience.
- Experience administering federal grants.
- Knowledge of Capital Fund financial management.
- Experience with Community Development Block Grant (CDBG) and redevelopment financing.
- CPA or other professional certification.

Working Environment
Work is primarily performed in a professional office environment, with occasional travel to Authorities properties, meetings, conferences, and training events. The position requires extended periods of sitting and computer use, along with effective verbal and written communication. The employee may occasionally be required to stand, walk, bend, reach, or lift up to 20 pounds.
