Full Job Description

Division Clerk (Non-Exempt)

Reports To:

Division Director

Job Summary:

The Division Clerk provides administrative, clerical, and fiscal support to the Division Director and staff of the United Public Workers (UPW), AFSCME Local 646. The position ensures smooth daily operations, accurate recordkeeping, and responsive member services, while supporting union programs, steward activities, and special projects.

Primary Duties & Responsibilities:  

Assumes responsibility for all routine administrative, fiscal functions including the development, implementation, and maintenance of office systems.    
Acquires and maintains comprehensive, current knowledge of UPW operations, programs, and activities, and serves as a resource person for the organization.    
Assists the Field Services Staff in the education of union stewards, relative to their roles, duties, and functions. Also assists in coordinating steward elections by maintaining a steward roster and monitoring expiration of stewards' terms.    
Actively participates in special projects requiring total Divisional efforts such as Section 8 meetings, contract ratifications, political action programs, community service projects, Unit fellowship activities, etc.    
Enrolls members and updates and maintains files and member records.  
Serves as a resource person to Field Service Staff and members and responds to routine inquiries from members and the public. 
Collects payments, issues receipts, balances accounts, posts expenditures, maintains account records, and keeps the Division Director apprised of the status of budgetary items.    
Provides clerical and administrative support, including composing correspondence, reports, and other documents; handling incoming and outgoing mail; coordinating travel arrangements; preparing for and attending meetings; and preparing, duplicating, and collating printed materials.
Greets visitors and responds to phone calls in a courteous manner, takes accurate messages, or refers callers to the appropriate staff or office.   
Orders or purchases office supplies and handles all related records under Division and UPW procedures.    
May be required to use own vehicle for business-related errands.    
Performs other duties as assigned.

Required Skills & Abilities:

Working knowledge of office practices, procedures, and standard office equipment.
Basic accounting and cash-handling skills, including recordkeeping and reconciliation.
Proficiency in Microsoft Office Suite (Word, Excel, Outlook) or similar applications.
Strong written and verbal communication skills.
Ability to establish and maintain effective working relationships with union members, staff, and the public.
Ability to handle confidential information with discretion.
Ability to organize, prioritize, and complete work assignments with attention to detail and accuracy.
Flexibility to work evenings, weekends, and irregular hours when required.
Valid driver’s license and access to a personal vehicle for business-related use.

Minimum Qualifications:

High school diploma or equivalent required; Associate degree in business administration, office management, or related field preferred.
Two (2) years of progressively responsible clerical, fiscal, or administrative experience required.
Experience in a union, nonprofit, or member-service environment preferred.
