Full Job Description

Summary of Position:

Under the direction of the Assistant Superintendent Finance & Accountability, supervise the keeping of the school district accounting records; conduct accounting analyses; prepare financial statements; maintain fixed asset records; prepare budgets; assists Assistant Superintendent Finance & Accountability in developing and monitoring District budgets, including preparation and presentation of projections; and perform other related work as required.

Duties and Responsibilities:

The Budget/Accounting Analyst may perform any combination of the essential functions shown below. This description is not intended to by an exhaustive list of all duties, knowledge or abilities associated with this position, but is intended to accurately reflect the principal job elements:

E = Essential Functions

· Plans, organizes and directs the work of the district accounting office including budget control records, proper classification of expenditure of funds for materials, supplies and equipment; classification of income items and maintenance of general book of accounts. E

· Prepares financial statements; makes recommendations for improvements, plans new or revised application of data processing to financial or statistical recordkeeping and reporting. E

· Assists in monitoring and preparation of budgets; communicates with District personnel, administration, and outside agencies concerning budget information and activity; provides information and responds to inquiries concerning District budgets; analyze budget documentation to assure expenditures are properly charged and do not exceed appropriations; makes recommendations accordingly; prepares projected salary and non-salary projections; responds to inquiries and provide a variety of information and assistance to District and other personnel regarding budgets, accounts, and related information. E

· Works with Purchasing Specialist in preparation of purchase orders and vendor computer warrants; prepares estimates of income and expenditures for Districts’ budget. E

· Provide technical expertise and direction regarding accounting issues and discrepancies; coordinate activities with other departments and District personnel. E

· Participates on relevant program committees to assist with budget or financial reports. E

· Prepares comprehensive and detailed required financial reports. E

· Serves as a liaison for and confers with auditors; advises and answers financial questions. E

· Performs other related duties as assigned. E

Minimum Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed in this document are the minimum qualifications required in order to successfully be considered and hired for the position.

Education, Experience and Training:

· Five years of increasingly varied and responsible accounting experience in the preparation or analysis of budgets, preferably in a California school district. Advanced training in finance and/or business administration required.

· High school graduate or equivalent; and possess an AA degree or combination of education and accounting experience/training equivalent to AA degree; B.S. in accounting related field preferred.

Licenses and Other Requirements:

· Valid California Driver’s license

· Department of Justice (DOJ) fingerprint clearance

· TB (tuberculin) clearance within 60 days of hire

· Any related physical/screening pre-employment requirements necessary for position

Knowledge and Abilities

The requirements listed below represent the knowledge, skills and abilities required:

Knowledge of:

· Accounting principles and procedures; budget and fiscal procedures and methods

· Laws and regulations applying to school district budgeting and accounting operation

· Principles and methods of organization and management

· Modern office methods, practices, procedures and equipment

· Data processing applications to accounting and auditing functions related to database management, electronic spreadsheets and word processing

· Methods and practices of financial record-keeping

Ability to:

· Develop and analyze financial data.

· Prepare financial statements, budgets and reports; utilize spreadsheet computer programs.

· Perform independent, analytical, advanced technical, and highly complex budget and accounting work.

· Make mathematical computations with speed and accuracy.

· Prepare clear, concise and comprehensive reports and recommendations verbally and in writing.

· Establish and maintain effective relationships with school officials and employees.

· Operate equipment according to established safety procedures.

· Follow established safety procedures and techniques to perform job duties, including lifting, pushing and pulling.

· Use provided safety equipment.

· Report any unsafe conditions in work area that are not correctable to supervisor immediately.

Language Skills

Ability to read, write, and speak in English. Ability to read and interpret documents such as safety rules and regulations, operating and maintenance instructions and procedures manuals, including policies and procedures and equipment manuals; to write complex and detailed instructions, reports, and correspondences; to speak effectively one-one and/or before internal and/or external groups.
