Job Description

POSITION GOAL
To coordinate and supervise the day-to-day operations and personnel of Student Transportation Services in the assigned area of Volusia County Schools

PERFORMANCE RESPONSIBILITIES
“Provide facilitative leadership demonstrating the values, skills and personal characteristics that inspire employees to foster a climate that promotes shared responsibility, mutual respect, and lifelong learning.”
1. *Coordinate and assign work schedules for bus operators, bus attendants and substitute bus operators.
2. *Monitor student transportation radio transmissions for information regarding current operations.
3. *Assure timely response to school based concerns.
4. *Assure clear and timely communication with parents, guardians and the community.
5. *Assure quality systems principles are applied to areas of responsibility.
6. *Provide in-field supervision during incidents and emergencies.
7. *Coordinate bus route assignments for the designated area.
8. *Coordinate assignment of field study trips in accordance with bargaining unit guidelines.
9. *Assist in the development and direction of a functional periodic safety program and inspect all area buses to ensure cleanliness.
10. *Monitor and record bus operator and bus attendant performance of duty, including attendance and performance appraisals. 11. *Communicate effectively and positively with school administrators, district shop
12. *Observe and make recommendations for changes in area routes as needed.
13. *Assist in the development and implementation of the Transportation Procedures Manual.
14. *Implement rapid response techniques for emergency situations.
15. *Supervise procedures for recording and reporting for Student Transportation Services’ (STS) employees accrued work time, sick and/ or annual leave.
16. *Assure Department of Education (DoE) and Federal guideline compliance for medical examiners certification and Commercial Driver License (CDL) requirements.
17. *Assure compliance with appropriate bargaining unit guidelines.
18. *Evaluate student bus routes and stops, and make recommendations to assure safe locations and conditions.
19. *Ensure compliance with all pertinent laws, rules, regulations, and policies governing transportation services.
20. *Supervise the Full Time Equivalency (FTE) reporting process in the assigned area.
21. *Collaborate with other Area Managers in developing, analyzing and reporting operational processes and ensuring efficiency for all areas as assigned.
22. *Maintain up-to-date employee seniority forms for the area assigned.
23. *Participate in the activities of the STS’ Emergency Response Team when assigned.
24. Perform other related duties as assigned by the Assistant Director, Operations Student Transportation Services.

Required Qualifications/Certifications

REQUIRED QUALIFICATIONS

Bachelor’s Degree or an equivalent of three (3) years supervisor experience in a transportation related field
Available after working hours (on call) for emergencies, disaster response and scheduled shift work
Possess a valid Florida Driver’s License; if a holder of any other valid US state-issued Driver’s License, agree to acquire a Florida Driver’s License within thirty (30) days of employment, except in a case where accommodation is required
Must be able to operate School Board vehicles, when assigned, in accordance with operational procedures and School Board Policy 505

REQUIRED SKILLS

Knowledge of Volusia County geographical area assigned
Good map reading skills
Demonstrate your ability to understand public school transportation routing requirements
Knowledge of state and local laws and regulations, board policies and support contract language
Knowledge of specialized computer routing software applications
Strong written and verbal skills and ability to communicate with diverse individuals and groups
Demonstrated ability in supervision, planning, organization, task completion and decision making
Ability to communicate with school-based and district staff on professional, technical and general areas of student transportation services
Ability to exercise sound judgment and keep in confidence identifiable information/material obtained in the course of professional service, unless disclosure serves professional purposes or is required by law
Ability to function as a member of a leadership team
Ability to effectively supervise and give direction in a fair and equitable manner
Ability to work harmoniously and cooperatively with both professional staff and school community
