Full Job Description

Title: Assistant General Manager

Status: Part-time, On-Site

Property: Waialae Iki 5 Community Association

QUALIFICATIONS

1. A high school education is mandatory, two or more years of college are preferred.

2. At least five years of experience in roles such as Resident Manager, Property Manager, Building Engineer/Manager, Grounds Maintenance Supervisor, or similar positions. Construction background is preferred.

3. Minimum three years in supervisory capacity.

4. Be available to respond to emergencies dealing with the physical aspects of the property (e.g., broken water main on holidays, days off, after hours, and weekends). Incumbent must make backup arrangements to ensure coverage during absences, sickness, vacation and time off, subject to the approval of the Board of Directors.

POSITION DESCRIPTION

The Assistant General Manager is accountable to and reports to the Board of Directors of the Waialae Iki V Community Association. The position requires that the General Manager, through best efforts, enforce the conditions set forth in the:

1. Declaration of Covenants` Conditions and Restrictions,

2. Bylaws,

3. Rules the Waialae lki 5 Community Association and,

4. Design Guidelines of the Architectural Advisory Board.

The Assistant General Manager is the representative of the Board of Directors and Architectural Advisory Board (hereinafter "AAB") of the Walalae lki V Community Association. The position requires that the Assistant General Manager, through best efforts, convey and represent in theory, practice, and attitude, the specifications and standards set forth by the Board of Directors and AAB. Because of the nature and characteristics of committee business, the Assistant General Manager must be discrete and tactful in relaying information to any party from the Board of Directors, the AAB and any other committee.

WORK HOURS

1. 8 am - 12 pm or 9 am - 1 pm or 10 am – 2 pm

2. Maintain a regular schedule of 4 hours per day, 20 hours per week, on-site as agreed by the Board of Directors.

RESPONSIBILITIES

The Assistant General Manager is responsible for the following for the Waialae Iki V Community Association:

1. Regular patrolling of the Waialae Iki V Community Area to determine that property owners are complying with the Declaration of Covenants. Conditions and Restrictions, Bylaws, Association Rules, and the Design Guidelines of the Waialae lki V Community Association.

2. Inspection of the property. Follow prescribed procedures established by the Board of Directors when violations of governing documents are determined and consistently follow through with persistence to a conclusion.

3. Periodically inspect the drainage culverts and storm drain system at Waialae Iki V. Inspect the drainage flume below Halakau Street at least quarterly and arrange for the removal of any debris found.

4. Develop specifications and solicit proposals for contracted maintenance and repairs.

5. Supervise and inspect the work of contractors in the maintenance and repair of Association property.

6. Assist the Association's Treasurer and Fiscal Agent in the preparation of operating budgets and long-range forecasts dealing with the physical aspects of the Association's properties. Analyze monthly financial statements and communicate corrections/adjustments to the Fiscal Agent. Research and explain to the Board of Directors significant variances in the budget. Follow up as necessary with the Fiscal Agent to ensure timely collection of past due accounts.

7. Attend meetings of the Board of Directors, Architectural Advisory Board, Association Committees, and the annual Association meeting. Report on the condition of the property and work-in-progress and make recommendations regarding the common area properties.

8. Board of Directors Meeting Duties: Prepare meeting notices, agendas, and record minutes. Review minutes of prior meetings and include all uncompleted old business items in the next meeting's agenda. Arrange for food and refreshments for Board meetings. Send out notice of meetings and packet of correspondence, proposals, reports, minutes, etc. to all Directors. Write correspondence for the Board as necessary.

9. AAB Duties: Coordinate with the AAB chair on the scheduling of meetings and notify AAB members of the date and time of meetings. Attend meetings, take minutes, maintain files, write and mail correspondence to owners. Distribute copies to the Chairman of the AAB. Forward AAB fees to the Fiscal Agent for deposit. Identify AAB violations and follow procedures to cure problems. Maintain thorough and complete documentation files for each lot.

10. Be responsible for all furniture, fixtures, equipment, major tools, including preventive maintenance programs, where appropriate. Make and keep a detailed inventory record of all such furniture, fixtures, and equipment.

11. Procure necessary goods and services within contract limitations. Receive goods, approve services. and send approved invoices to the Fiscal Agent in a timely manner.

12. Initiate corrective action and follow-up on residents' complaints.

13. Report any incident that might be covered by insurance or pose any liability to the Association to the Association’s insurance agent. Prepare Loss Notice Report, Worker's Compensation Report, etc.

14. Submit written monthly reports to the Association with recommendations for maintenance and improvements.

15. Maintain the Association's office.

16. Maintain a database of lots and owners. Coordinate with Fiscal Agent concerning records retention.

17. Issue resident automobile decals by signed receipt of the residents. Maintain records of decal distribution.

18. Complete and submit to the Fiscal Agent in a timely manner payroll time sheets for all on-site employees.

19. Assist Fiscal Agent in the preparation of operating budgets and long-range forecasts dealing with the physical aspects of the Association's properties. Analyze monthly financial statements and report errors to the Fiscal Agent. Explain variances to the Board of Directors and work with the Fiscal Agent to follow up on their inquiries, in any.

20. Monitor the Fiscal Agent to ensure timely collection of past due accounts, pursuant to the procedures established by the Board of Directors.

21. Participate in professional organizations and continuing education programs as directed by the Board.

22. Review the towing contract, signs, and procedures. Implement timely towing of violators.

23. Arrange for clearing of weeds and brush from sidewalks areas and vacant lots as needed. Separately account for such costs and bill back to the lot owner as appropriate.

24. Prepare the Association's newsletter to be sent to all Waialae Iki V owners on a periodic basis.

25. Maintain the Policies and Procedures Manual. Ensure that all governing documents, budgets, summary of insurance, management agreements, policy directives, etc. are current.

26. Review, improve, and implement security entry procedures, including such measures as may be approved by the Board of Directors from time to time. Supervise the security guards through and in coordination with the security contractor.

27. Perform other duties as directed by the Association's Board of Directors.

Pay: $18.00 - $24.00 per hour
