About the Position
Ruiz Safety Consulting is seeking an experienced, field-oriented Site Safety and Health Officer (SSHO) to support a federal construction project at Joint Base Pearl Harbor-Hickam.
The SSHO will have primary responsibility for implementing and administering the project’s safety and health program and Government-accepted Accident Prevention Plan. This is a safety-critical position requiring independent professional judgment, strong field presence, and the ability to work effectively with project management, construction personnel, subcontractors, and Government representatives.
The selected candidate must satisfy the project’s SSHO Level 2 requirements and receive approval from Naval Facilities Engineering Systems Command (NAVFAC). The project specifications require the SSHO or an equally qualified alternate to remain on site while work is being performed. The SSHO may not simultaneously serve as the Quality Control Manager or Project Superintendent.
Primary Responsibilities
- Maintain a visible and proactive safety presence throughout daily construction operations.
- Implement and administer the project-specific Accident Prevention Plan.
- Ensure compliance with USACE EM 385-1-1, OSHA 29 CFR 1926, NAVFAC requirements, Company policies, and other applicable federal and state regulations.
- Conduct and document daily safety and health inspections.
- Maintain inspection logs identifying:
- Areas and operations inspected
- Hazards and deficiencies observed
- Recommended corrective actions
- Estimated and actual correction dates
- Attach required safety inspection documentation to the contractor’s daily production reports.
- Review Activity Hazard Analyses before work begins and verify that required controls are properly implemented.
- Participate in preconstruction, preparatory, pre-work, coordination, and progress meetings.
- Conduct mishap and near-miss investigations and prepare required reports.
- Maintain project OSHA 300 and 300A records, as applicable.
- Maintain current safety reference materials, permits, certifications, training records, and required project documentation.
- Verify and maintain subcontractor safety information, including applicable EMR and DART documentation.
- Coordinate with project management, superintendents, quality-control personnel, subcontractors, Government safety representatives, and other project stakeholders.
- Exercise stop-work authority when an imminent danger, serious hazard, or violation of the accepted safety plan is identified.
- Verify that designated Competent Persons are properly qualified, documented, and present during applicable high-hazard activities.
- Support safety oversight involving roofing, fall protection, scaffolding, rigging, material handling, heavy equipment, electrical work, excavation, confined spaces, and other construction activities.
- Communicate safety expectations clearly and professionally, including when corrective action or changes to planned work are required.
Required Qualifications
Applicants must possess the following:
- Active Construction Health and Safety Technician certification (CHST).
- Ability to meet the project’s SSHO Level 2 qualification requirements.
- Minimum of three years of dedicated construction-safety experience; five years strongly preferred.
- Experience supporting construction projects similar in scope, complexity, and risk.
- Current OSHA 30-Hour Construction card.
- Current 40-Hour EM 385-1-1 Construction Safety Hazard Awareness training.
- Current First Aid, CPR, and AED certification.
- Competent Person training or documented qualifications in:
- Fall Protection
- Scaffolding
- Excavation and Trenching
- Confined Space Entry
- Working knowledge of Accident Prevention Plans and Activity Hazard Analyses.
- Experience conducting field inspections, documenting deficiencies, and tracking corrective actions.
- Strong technical writing, communication, organization, and recordkeeping skills.
- Basic computer proficiency, including Microsoft Office, email, PDF applications, and mobile inspection or reporting applications.
- Valid driver’s license and an acceptable motor vehicle record.
- Current residence in Hawaiʻi.
- Ability to obtain NAVFAC approval and required access to Joint Base Pearl Harbor-Hickam.
- Ability to successfully complete applicable background, reference, and employment-eligibility requirements.
Education
A bachelor’s degree in occupational safety and health, environmental health and safety, construction management, engineering, or a closely related field is preferred.
Relevant construction-safety experience and professional qualifications may be considered in place of a degree.
Preferred Qualifications
The following qualifications are highly desirable:
- Previous NAVFAC or USACE SSHO approval.
- Prior experience working on Department of Defense or other federal construction projects.
- Experience developing, reviewing, or administering Accident Prevention Plans.
- Competent Person or advanced training in:
- Cranes and rigging
- Electrical safety
- Lockout/tagout
- Demolition
- Heavy equipment
- Hazardous materials
- HAZWOPER certification.
- Environmental compliance experience.
- Incident investigation and root-cause analysis experience.
- Experience managing subcontractor safety performance and documentation.
Physical and Work-Environment Requirements
The position requires regular fieldwork in an active construction environment. The employee must be able to:
- Walk and stand for extended periods throughout the workday.
- Safely access roofs, ladders, stairs, scaffolds, and other elevated work areas.
- Work outdoors in tropical heat, humidity, rain, wind, and direct sunlight.
- Wear required personal protective equipment.
- Inspect active construction operations and access areas with uneven terrain or limited access.
- Communicate effectively in environments involving construction noise and moving equipment.

Compensation and Benefits
- Hourly compensation of $35.00–$45.00, based on verified experience, certifications, and federal-project qualifications.
- Full-time schedule of approximately 40 hours per week.
- Overtime compensation for eligible hours worked over 40 in a workweek.
- Premium compensation for hours worked on Company-designated holidays in accordance with Company policy.
