Full Job Description

Job Title: Training Coordinator
Location: Creighton Oaks Treatment Center – Conroe, TX
Position Type: Full-Time
Reports To: Program Director

Position Overview

The Training Coordinator is responsible for the full design, implementation, and management of the staff training and development program at Creighton Oaks Treatment Center (COTC). This role ensures that all employees are equipped with the competencies, knowledge, and skills required to provide high-quality, trauma-informed, and compliant care to youth. In accordance with 26 TAC §748 Subchapter D – Training Requirements, the Training Director coordinates pre-service orientation, continuing education, emergency preparedness, and specialized instruction such as Crisis Prevention Intervention (CPI) and Trust-Based Relational Intervention (TBRI).

The Training Coordinator works collaboratively with leadership and clinical teams to identify training needs, ensure regulatory compliance, and promote a culture of ongoing professional growth and operational excellence.

Minimum Qualifications

Education: High School Diploma or GED (Required); Bachelor’s degree in Education, Human Services, or Organizational Development preferred
Experience: Minimum of 5 years of experience in training, teaching, or professional development roles, with a focus on adult learning, behavioral health, or residential services preferred
Skills: Strong organizational, communication, and facilitation skills; proven experience with traditional and digital training platforms
Licensure: Valid Texas Driver’s License and reliable transportation preferred
Technical Proficiency: Competent in Microsoft Office, training management systems, and data tracking tools
Clearances: Must meet background check and training qualifications under TAC §745.615

Key Responsibilities

Training Program Development & Delivery

Develop, schedule, and facilitate Pre-Service Training in compliance with TAC §748.1351–§748.1363, ensuring staff complete training before assuming job duties
Ensure ongoing delivery and tracking of annual training hours as outlined in TAC §748.941 and §748.945, based on role-specific licensing requirements
Provide or coordinate training in the following required content areas:
Crisis Prevention and Intervention (e.g., CPI)
First Aid and CPR certification (must be from an approved provider per DFPS standards)
TBRI (Trust-Based Relational Intervention) or similar trauma-informed care model
Emergency Behavior Intervention (EBI) protocols if applicable
Emergency Preparedness and Fire Safety Plans
Cultural Competency, Child Abuse Prevention, and Confidentiality Standards

Training Management & Compliance Monitoring

Maintain an accurate training database or Learning Management System (LMS) to monitor staff training progress, due dates, renewals, and compliance status
Review incident reports, performance evaluations, and internal audit findings to identify training gaps and inform revisions or refresher content
Ensure that all training materials, sign-in sheets, quizzes, and evaluations are retained per recordkeeping standards in TAC §748.1405
Submit quarterly training compliance summaries to the Program Director and participate in audits or inspections as required

Staff Development & Continuous Learning

Introduce modern adult learning strategies such as blended learning, simulation training, and e-learning platforms to improve engagement and retention
Conduct small group coaching, new hire mentorships, and supplemental refresher sessions as needed
Use post-training assessments, staff feedback, and performance metrics to evaluate training effectiveness and adjust curricula
Collaborate with department leaders to ensure training aligns with organizational goals, quality improvement initiatives, and service delivery standards

Administrative, Operational, and Compliance Support

Participate in leadership and administrative meetings, contributing to program planning, staff development strategy, and performance improvement
Report any suspected child abuse or neglect to DFPS immediately, in compliance with TAC §748.1015, and support all investigations or reviews
Submit work orders and maintain training environments in clean, safe, and operational condition
Uphold confidentiality, professionalism, and culturally responsive practices across all training content and delivery methods
Ensure the training program remains current with DFPS rule changes and internal policy revisions; update manuals and presentation materials accordingly

Core Competencies

Knowledge of DFPS Licensing Requirements and HHSC training rules for General Residential Operations
Experience developing and managing adult learning programs
Strong interpersonal skills for coaching and team development
Excellent communication skills—both written and verbal
Trauma-informed care orientation and cultural humility
Capacity to handle multiple priorities, maintain training schedules, and meet regulatory deadlines

Work Environment & Conditions

Office and classroom settings with flexibility for in-person, virtual, and hybrid training delivery
Occasional lifting, standing, and use of audiovisual equipment
May require evening or weekend availability for onboarding or training cycles
