Full Job Description

IMMEDIATE OPENING for a full-time experienced Regional Manager for our Property Management company. The position is remote and can be based out of your home; however, travel is a requirement for the properties in your portfolio and our corporate office throughout the year. Position Summary: We are seeking a knowledgeable and reliable Regional Manager to join our team in supporting properties within our low-income housing portfolio. The Regional Manager is responsible for all phases of operating the properties in an assigned portfolio, including but not limited to the general administration and maintenance, compliance with regulatory requirements, and property financial responsibilities. This role provides on-site training, coaching, and performance support for property level staff based on direction from corporate policy needs, site evaluations and observations, and property and ownership direction.

Qualifications:

High school diploma or equivalent (Associate or Bachelor’s degree preferred).
2+ years as a Regional Manager/Multi-Site Manager required as part of a 5-year minimum overall experience in multi-family housing.
Must possess solid understanding of federal housing regulations, including LIHTC, HOME, HUD, and/or USDA RD.
Strong leadership and team management skills.
Excellent communication and organizational skills.
Excellent problem-solving and time management skills.
Ability to interview, hire, onboard, and maintain personal development plans for onsite staff.
Proficiency in property management software preferred (e.g., Yardi, AppFolio).
Valid driver’s license with reliable transportation and favorable driving record.
Experience with basic office equipment. Knowledge of Microsoft Office Software and tools.
Ability to read and comprehend instructions, correspondence, and memos. Ability to write correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

Working Conditions:

Work is performed both indoors and outdoors in varying weather conditions.
May require lifting up to 25 lbs., climbing ladders, and working in confined spaces.
Physical ability to walk the property, inspect units, and oversee maintenance tasks.
Exposure to cleaning agents, construction materials, and potentially hazardous conditions.
PPE provided and safety protocols enforced.
Travel: 50-65%, As Needed (must have the ability to travel with approved government regulations, not limited to airplane and/or car requirements).
Work Schedule: Monday through Friday, 9am to 5pm; may require occasional evening or weekend work based on property or corporate needs.

Key Responsibilities:

Team Leadership and Supervision:

Maintain professional appearance and attitude throughout day-to-day operations.
Directly supervise the Site Managers at each property within management portfolio, as well as indirectly supervise office and maintenance employees at the same properties. Responsible for the overall direction, coordination, and evaluation of all site‐level employees. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Conduct regular team meetings and performance follow-ups with directives from HR, Corporate, and/or Ownership.
Ensure staff compliance with safety protocols and company policies.
Manage payroll and timekeeping reports in accordance with company policies.
Daily: maintain and answer communication from Senior Leadership (including President, COO, and CFO), Corporate, and/or property requests via email, phone/voicemail, and inter-personal channels.
Attend training, conferences, or seminars, when offered, and to be attentive, punctual, and present a professional appearance when representing the company any property.
Participate effectively as a member of the on-site team; attend regularly scheduled staff meetings and trainings in order to stay current with building needs and safety procedures.
Additional administrative duties outlined by HR, COO, and/or CEO, as needed

Regular Property Inspections:

Regularly visit and review each of the assigned properties. Results of the inspection are to be forwarded to Senior Management.
Inspect vacant units to determine adequacy of maintenance, rent ready status and to confirm actual vacancies.
Spot review of tenant files for adequacy, organization, and compliance
Guide and direct Site Managers for curb appeal, maintenance needs, or other inspection related issues.
Attend at least one unit-by-unit periodic inspection with site manager annually.

Budgets, Reporting, and Financial Statements:

Review prior year’s operations and recommend changes as appropriate.
Monthly monitor the actual financial progress of the development against the budget.
Make adjustments to operations as warranted from financial information; make recommendations for consideration of CEO and property Owner.
Monitor maintenance payroll and maintenance expenses to assure budget compliance.
Assist Site Managers in reviewing bids and making recommendations to CEO and Owner.
Manage Approval Process for purchase orders to authorize large purchases
Maintain and monitor accurate records with Corporate Accounting team

As new Site Managers are hired, Regional Managers will provide on-site training in all aspects of Property Management policies and practices, including but not limited to the following areas until an acceptable level of competency is achieved.

Property Operations:

Assist, train, and coach in the following areas:

Office appearance and property operations in regard to organization, maintenance up-keep, cleanliness, and safety.
Coordinate repairs and preventative maintenance with internal staff and external vendors, as needed.
Software applications including rent collection, deposits, and fees according to resident lease requirements and issue lease violations, as needed
Bank deposits and record keeping according to corporate policy.
Maintain the security and safety of the individual apartments.

Resident Relations:

Assist, train, and coach in the following areas:

Resident concerns and complaints are addressed promptly and professionally. Fostering a respectful and inclusive community environment.
Residents are provided with a clean, safe, and well-maintained community. Refer and assist residents to appropriate social agencies, as needed.
Organize and attend tenant meetings when applicable.

Leasing and Compliance:

Assist, train, and coach in the following areas:

Leasing activities include showing units, processing applications, and move-in/move-out procedures.
Tenant waiting list and vacancies to assure optimum occupancy.
Delinquent tenant accounts and collection efforts.
Compliance with local, state, and federal housing regulations, including HUD and LIHTC requirements.
Timeliness for recertifications; to be certain that adequate notices of any rent changes are given and that annual certifications are given as required.
Collaborate with legal counsel and appear in court (in person or virtually) for evictions.
