Idaho Division of Veterans Services

Financial Specialist, Senior

At the Division of Veterans Services (IDVS), our mission of caring for America's heroes is simply stated because every resource is directed to that cause.

This Financial Specialist, Senior position is a great opportunity for a professional who's looking to provide solid guidance to an amazing staff at the Division of Veterans Services.

Summary :

Incumbent will use accounting theory and practice to ensure the agency applies Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards correctly and consistently. Incumbent will apply state and agency policy to functions such as requisitions requests, accounts payable – including understanding of managing the agency’s budget, preparing financial projections based on revenues and expenditures, processing the agency’s payroll, reviewing and approving purchasing card (P-Card) and travel transactions to ensure the agency is in compliance with state and agency policy.

This position requires efficiency and excellent attention to detail in conducting day-to-day functions. Incumbent will have to have a proficient understanding of the agency’s chart of account structure to ensure correct coding of financial transactions.

The ideal candidate will have experience reviewing existing processes and making recommendations for process changes and continuous improvement.

Responsibilities :

Financial Management:

Monitor and analyze revenues and expenditures.
Perform Luma financial month and year end closing activities.
Conduct financial in-house reviews for agency programs.
Interact with other state and federal agencies for completing transactions to include resolving issues.
Coordinate and prepare for grant claims including Veterans Affairs construction grant claims.
Review reports for accuracy.
Assist staff as needed with fiscal policy, procedures, and training
Prepare monthly and yearly reconciliations.
Prepare responses to state and federal audit questions and findings.
Special projects as needed.

Reviewing and Approving Financial Transactions:

Process/Approve Luma financial transactions including travel, cash receipts, projects, accounts payable, etc.
Prepare adjusting entries as needed.
Prepare general ledger reconciliations and prepare ad hoc financial reports.
Review financial processes and procedures and recommend improvements.
Review internal control procedures and recommend improvements as business needs change.
Prepare training documents as needed.

Supervisory Duties:

Supervise financial staff.
Conduct training of Luma financial modules.
Conduct performance appraisals and provide feedback for staff.

Minimum Qualifications:

Good knowledge of:

Accounting and auditing principles and practices. Generally obtained by at least 5-7 years of experience performing accounting and/or financial duties or a bachelor’s degree in finance or accounting.
Luma financial modules.
Interpreting federal and state regulations.

Experience:

Developing and preparing financial documents.
Using a personal computer to develop, analyze, and report on financial data with intermediate skill for Microsoft Excel and good knowledge of other Microsoft Office Suite Applications.
Analyzing financial activities and recommending management action.

Travel Required:

This position may require limited travel throughout the state for training and monitoring.
