Full Job Description

Senior Cost Analyst – Position Description

Strategic Results is seeking an experienced Senior Cost Analyst who provides specialized cost and pricing analysis support throughout the acquisition lifecycle, applying sound analytical methods to assist the Government in evaluating proposed costs and determining whether proposed and negotiated prices are fair and reasonable. The Senior Cost Analyst supports the development of cost estimates and cost models and provides subject matter expertise in the review and evaluation of contractor proposals, including cost volumes, technical approaches, and corporate financial information.

Working with acquisition teams and other stakeholders, the Senior Cost Analyst selects and applies analytical techniques appropriate to the complexity, circumstances, and available data for each acquisition. The position requires strong quantitative and analytical capabilities and the ability to evaluate individual cost elements, identify cost and pricing risks, document analytical findings, and provide defensible recommendations supporting Government acquisition and negotiation decisions.

Key Responsibilities

The Senior Cost Analyst shall:

Develop, support, and evaluate cost estimates and cost models used to inform acquisition planning, proposal evaluation, negotiations, and Government decision-making.
Provide cost and pricing subject matter expertise to acquisition teams throughout the proposal evaluation and negotiation process.
Review and analyze contractor cost volumes, technical approaches, and corporate financial statements to assess the basis, assumptions, methodologies, and reasonableness of proposed costs.
Perform cost analysis to evaluate the reasonableness of individual cost elements when certified cost or pricing data are required.
Evaluate data other than certified cost or pricing data to determine cost reasonableness or cost realism when a fair and reasonable price cannot be established through price analysis alone.
Support cost analysis efforts used to determine whether the price to be paid is fair and reasonable.
Recommend and employ appropriate analytical techniques and procedures based on the complexity, circumstances, available information, and requirements of each acquisition.
Support other proposal analysis techniques as appropriate to assist the Government in reaching a final agreed-to price that is fair and reasonable.
Analyze proposed labor rates, labor hours, indirect rates, materials, other direct costs, subcontractor costs, and other applicable cost elements to identify significant cost drivers, assumptions, trends, inconsistencies, or areas requiring additional analysis.
Assess the relationship between proposed technical approaches and associated costs to determine whether proposed resources and expenditures are consistent with the work to be performed.
Evaluate the assumptions, methodologies, source data, and calculations underlying contractor cost estimates and models.
Conduct comparative, trend, variance, sensitivity, and other quantitative analyses, as appropriate, to support evaluation of proposed costs.
Identify cost, pricing, and financial risks and provide clear, supportable findings and recommendations to Government acquisition personnel.
Assist acquisition teams in developing Government cost positions and analytical documentation supporting proposal evaluations and negotiations.
Clearly document analytical methodologies, assumptions, findings, and recommendations to establish a defensible record supporting Government determinations and acquisition decisions.
Coordinate with contracting, technical, program, and other acquisition personnel to ensure cost analyses appropriately consider both the proposed technical solution and the associated financial impacts.
Perform multiple cost and pricing analyses concurrently while maintaining accuracy, consistency, responsiveness, and quality.

Required Qualifications

Education: Bachelor’s degree (BA/BS) or equivalent.

Experience: Five (5) to eight (8) years of relevant professional experience in cost analysis, cost estimating, cost modeling, pricing analysis, financial analysis, or related acquisition support functions.

The successful Senior Cost Analyst will demonstrate experience applying cost and proposal analysis techniques to complex acquisitions; evaluating contractor cost and financial information; developing and reviewing cost estimates and models; and translating detailed quantitative analyses into clear, well-supported findings and recommendations. The individual must possess the analytical judgment necessary to select appropriate techniques based on the circumstances of an acquisition and effectively support Government determinations of cost reasonableness, cost realism, and fair and reasonable pricing.
