Position Summary
We are seeking an experienced and highly motivated Planning Project Manager to support the development, planning, and delivery of capital improvement projects from early business case development through design, construction, commissioning, and project closeout. The ideal candidate will possess a strong construction and project delivery background while also demonstrating the strategic planning and stakeholder management capabilities necessary to support long-term capital planning initiatives.
This role will serve as a critical bridge between Planning, Design, Project Management, Operations, Maintenance, Procurement, and Construction teams to ensure projects are technically feasible, operationally aligned, financially justified, and executable within established program objectives.
The successful candidate will bring comprehensive experience across the full project life cycle, including planning, programming, budgeting, design management, procurement, construction administration, and turnover. Experience with multiple project delivery methodologies, including Design-Bid-Build, Construction Manager at Risk (CMAR), Design-Build, Progressive Design-Build, and Job Order Contracting (JOC), is strongly preferred.
Key Responsibilities
Capital Planning & Business Case Development
- Lead or support the preparation of project business cases, feasibility studies, conceptual development reports, and capital planning documentation.
- Evaluate project scope, operational drivers, stakeholder requirements, constraints, risks, schedule implications, and delivery strategies.
- Develop conceptual project budgets, cost models, and high-level implementation schedules.
- Perform constructability, phasing, operational impact, and logistical assessments during early project planning stages.
- Coordinate with internal stakeholders to define project objectives, operational needs, and long-term program alignment.
- Assist in prioritization of capital projects based on operational, financial, regulatory, and strategic considerations.
Project Development & Design Management
- Manage projects through programming, conceptual design, schematic design, and procurement phases.
- Coordinate and review consultant deliverables for completeness, constructability, operational compatibility, and alignment with project objectives.
- Facilitate interdisciplinary coordination among architects, engineers, estimators, schedulers, operations personnel, and construction representatives.
- Support development of procurement packages, technical criteria, bridging documents, and owner requirements.
- Participate in value engineering, risk assessments, and alternative analysis workshops.
Construction & Project Delivery Oversight
- Provide construction-focused input during project planning and design development.
- Support construction phase coordination, including schedule review, phasing validation, site logistics, shutdown coordination, and stakeholder communication.
- Monitor project execution for alignment with approved scope, schedule, budget, quality, and operational requirements.
- Coordinate with contractors, consultants, and internal departments during construction and turnover activities.
- Support management of change orders, claims avoidance strategies, project risks, and issue resolution.
- Participate in commissioning, substantial completion, occupancy planning, and project closeout activities.
Delivery Methodology & Procurement Support
- Advise project teams on appropriate delivery methodologies based on project complexity, schedule, risk profile, operational constraints, and market conditions.
- Support procurement and implementation of projects using Design-Bid-Build, Design-Build, Progressive Design-Build, CMAR, and alternative delivery approaches.
- Assist with development of Requests for Qualifications (RFQs), Requests for Proposals (RFPs), bridging documents, technical evaluation criteria, and procurement support documentation.
- Participate in consultant and contractor selection processes, interviews, and technical evaluations.
Stakeholder Coordination & Program Support
- Serve as a liaison between Planning, Design, Construction, Operations, Maintenance, Finance, Procurement, and executive leadership teams.
- Prepare executive-level presentations, management reports, project summaries, and briefing materials.
- Facilitate stakeholder meetings, workshops, and project coordination sessions.
- Support development and implementation of planning standards, project governance procedures, and capital program improvement initiatives.
Minimum Qualifications
- Bachelor’s degree in Construction Management, Architecture, Engineering, Project Management, or a related field.
- Minimum of 8–12 years of progressively responsible experience in capital project planning, design management, construction management, or infrastructure program delivery in Aviation sector.
- Demonstrated experience managing projects throughout the full project life cycle from planning and programming through construction and closeout.
- Experience with multiple project delivery methodologies, including Design-Build and alternative delivery models.
- Strong understanding of construction sequencing, phasing, constructability, budgeting, scheduling, and operational coordination.
- Experience coordinating multidisciplinary consultant and contractor teams.
- Excellent communication, leadership, analytical, and stakeholder management skills.
- Proficiency with project management, scheduling, and reporting tools.
Preferred Qualifications
- Experience supporting large public-sector, transportation, aviation, infrastructure, healthcare, or institutional capital programs.
- Professional certifications such as PMP, CCM, DBIA, PE, RA, or equivalent.
- Experience with operationally sensitive and occupied-facility construction environments.
- Familiarity with capital improvement planning processes, funding approvals, and governance frameworks.
- Experience reviewing construction cost estimates, schedule analyses, and risk assessments.

Pay: $70.00 - $80.00 per hour
