HOW THIS POSITION SUPPORTS THE DEPARTMENT’S VISION:

This position provides leadership and direction for the Compliance Tax Investigation Bureau, overseeing 17 investigative staff responsible for enforcing Missouri’s tax laws. The role manages investigations involving sales, withholding, and income tax violations; financial fraud; political candidate affidavits; and dyed fuel and tobacco tax matters. It serves as a primary liaison with internal divisions and collaborates with state, local, and federal law enforcement agencies, businesses, and the public to uphold the Department’s commitment to integrity, compliance, and service excellence.

Responsibilities - What you’ll do

DUTIES PERFORMED TO SUPPORT THE DEPARTMENT’S VISION:

Direct and assist in planning, developing, and administering a statewide investigative program.
Lead investigative staff in identifying and investigating financial violations impacting state revenue.
Review and evaluate investigative reports; determine appropriate actions, including referrals for prosecution. Ensure cases are thoroughly and accurately documented for administrative and/or criminal proceedings.
Collaborate with internal divisions to support case resolution; participate in meetings to review penalties and case disposition; evaluate referral appropriateness.
Provide leadership through effective supervision, coaching, mentoring, and training of investigative staff.
Maintain efficient workflow and high customer satisfaction through proactive issue resolution.
Manage the bureau’s budget, spending plan, and federal dyed‑fuel grant resources.
Review proposed legislation and assess impacts on departmental operations.
Support updates to procedures, forms, and systems resulting from legislative changes.
Prepare required monthly metrics and fiscal year‑end reports.
Communicate professionally and effectively with internal and external stakeholders.
Analyze operational and statistical data to assess performance, identify trends, and service outcomes.
Maintain job proficiency through required training and continuous learning.
Identify customer service trends, recommend improvements, and lead implementation efforts.
Update Investigator Handbook policies and procedures as needed.
Select, train, supervise, and evaluate investigative staff.
Ensure staff adherence to departmental administrative policies and procedures.
Conduct monthly engagement meetings with investigative staff.
Oversee complex financial crime investigations involving money laundering, tax‑related fraud schemes, shell entities, and illicit financial networks.
Direct forensic financial analysis to identify patterns of criminal activity, including asset tracing, transaction reconstruction, and detection of fraudulent accounting practices.
Establish and maintain protocols for evidence handling in financial crime cases, ensuring chain‑of‑custody integrity for digital and physical records.
Prepare and deliver briefings to departmental leadership and partner agencies regarding financial crime trends, threats, and investigative outcomes.
Support proactive initiatives aimed at early detection of tax‑related financial crimes, including data‑driven fraud identification programs.
Review and recommend enhancements to policies and procedures to strengthen financial crime enforcement and compliance efforts.

Qualifications - All you need for success

QUALIFICATIONS:

Bachelor’s degree from an accredited college or university with at least 15 credit hours in Criminal Justice, Law Enforcement, Criminology, Business Administration, Social Sciences, Environmental Sciences, or a related field.
Four or more years of civil, administrative, or criminal investigative experience (e.g., tax fraud, licensing, environmental, client care, public assistance, insurance, military, financial law enforcement), or law enforcement investigative experience.
Experience conducting financial, tax, or fraud investigations, preferably within a law enforcement, regulatory, or tax administration environment.
Knowledge of financial crime statutes, tax law, and investigative procedures related to fraud, money laundering, and illicit financial activity.
Proficiency in forensic accounting techniques, including asset tracing, transaction analysis, and identification of complex financial schemes.
Familiarity with analytical tools used for financial investigations, such as data‑matching platforms, forensic software, and case‑management systems.
Strong understanding of evidence handling procedures, including chain‑of‑custody requirements for digital and physical financial records.
Twenty‑four graduate credit hours may substitute for one year of required experience.
Additional qualifying experience may substitute on a year‑for‑year basis for deficiencies in required education.
