Job Overview
USG Water Solutions is seeking an experienced and detail-oriented Compliance Manager to join our Legal & Compliance team. This role is responsible for identifying, assessing, and addressing regulatory risks and compliance obligations across all areas of USG's operations spanning multiple states and service centers. The Compliance Manager will work closely with Operations, Procurement, and Legal to build and maintain an effective compliance program, ensure adherence to applicable federal, state, and local regulations, monitor contractual compliance, and drive a culture of accountability throughout the organization. The ideal candidate brings hands-on compliance program experience, strong organizational skills, and a working knowledge of regulatory frameworks applicable to the construction or field services industry in the municipal market.
Key Tasks and Responsibilities
Compliance Program Development & Oversight
- Lead the identification, mapping, and ongoing monitoring of USG's compliance obligations under applicable federal, state, and local statutes and regulations.
- Develop, implement, and maintain compliance policies, procedures, and internal controls aligned with USG's regulatory and contractual obligations.
- Conduct periodic compliance risk assessments across all operational functions, prioritize identified risks, and develop corrective action plans in coordination with management.
- Design and execute a compliance audit program to evaluate the effectiveness of controls and identify gaps.
Develop and deliver compliance training and awareness materials to personnel across the organization, covering contract compliance obligations, anti-corruption/fraud awareness, and subcontractor management standards. Maintain current knowledge of regulatory developments affecting USG’s operations, including OSHA regulations, EPA and state environmental permit requirements, state contractor licensing requirements, and applicable safety standards.
Contract & Regulatory Compliance Monitoring
- Support the Legal team with ongoing contract compliance monitoring across USG's active project portfolio.
- Track and verify that contractual obligations, deliverables, milestones, and reporting requirements are being fulfilled in accordance with contract terms.
- Monitor change orders, pricing escalations, and scope modifications to ensure proper documentation, internal approvals, and alignment with original contract terms.
- Develop and maintain a compliance tracking system to provide visibility into key regulatory deadlines, contract dates, renewal periods, notice requirements, and performance benchmarks.
- Identify compliance gaps and work with project managers and operations leadership to develop and implement corrective action plans.
- Assist the General Counsel with regulatory research and responses to regulatory inquiries as assigned.
- Support the preparation and filing of contractor license applications and renewals, including research on jurisdiction-specific licensing requirements and periodic reporting on licensing status.
Subcontractor Compliance
- Assist Operations with subcontractor onboarding and risk assessment, including review of certificates of insurance (COI), experience modification rates (EMR), OSHA incident history, and safety documentation.
- Evaluate subcontractor compliance with USG's contractual requirements, including insurance minimums, safety program standards, licensing, and training certifications.
- Identify and escalate red flags or disqualifying conditions (e.g., active OSHA willful violations, federal or state debarment, lapsed workers' compensation coverage) in accordance with USG's pre-qualification criteria.
- Conduct due diligence reviews to assess subcontractor regulatory compliance, safety records, and corrective action history.
- Monitor open subcontractor deficiencies, track resolution timelines, and maintain documentation throughout the exception lifecycle.
Cross-Functional Collaboration & Reporting
- Serve as the day-to-day compliance liaison between the Legal & Compliance team, Operations, and Procurement.
- Communicate compliance status updates, pending documentation requests, and exception decisions to operations teams to prevent project delays.
- Provide periodic compliance reports to the General Counsel and senior leadership, including program status, open risks, audit findings, and recommended policy updates.
- Support ownership reporting, due diligence requests, and compliance-related data requests from the Company’s PE sponsor as needed, including participation in business process improvement assessments and integration workstreams.
Continuous Improvement
- Identify and recommend process improvements to compliance workflows, documentation standards, and risk assessment practices.
- Maintain organized and complete compliance records, ensuring data integrity, confidentiality, and accessibility.
- Evaluate and support implementation of compliance management software and contract lifecycle management tools to improve program scalability, audit readiness, and reporting efficiency.
Education/Experience Requirements
Required Qualifications
- Bachelor's degree in Business Administration, Legal Studies, Public Policy, Risk Management, or a related field
- 4+ years of experience in compliance, risk management, regulatory affairs, or contract administration
- Demonstrated experience developing or contributing to a corporate compliance program, including drafting compliance policies and procedures
- Working knowledge of federal and state regulatory frameworks, including OSHA, contractor licensing, and applicable safety and environmental standards
- Demonstrated experience reviewing compliance documentation (insurance certificates, contracts, licenses, regulatory filings)
Preferred Qualifications
- Master's degree (MBA, MPA, or related discipline) or J.D.
- Certified Compliance & Ethics Professional (CCEP), Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation
- Experience with subcontractor or vendor compliance in construction, utilities, or field services industries
- Familiarity with CLEAR, ISNetworld, Avetta, or similar contractor vetting platforms
- Experience using Oracle ERP, Power BI, or comparable data management and reporting tools
- Paralegal certificate or coursework in contract law, regulatory compliance, or risk management
- Experience conducting OFAC/SAM checks, debarment searches, or similar third-party due diligence
- Prior experience with contract lifecycle management or compliance monitoring systems
- Familiarity with DOT compliance and fleet/driver safety program requirements (if applicable to USG’s field service operations)
