General Definition of Work
Performs professional Human Resources work coordinating the Town’s day-to-day HR operations, including recruitment, benefits, leave administration, workers’ compensation, onboarding and offboarding, HRIS and personnel records, performance-review administration, and required training and certification tracking. Serves as a primary operational HR contact for employees and supervisors and independently administers established programs in accordance with Town policies and applicable requirements. Complex employee relations, compensation, policy, legal, and other sensitive matters are referred to the Director of Administrative Services. Work is performed under the general direction of the Director of Administrative Services.

Essential Functions
Recruitment and Employment

Coordinates recruitment activities, including job postings, applicant communication, interview scheduling, selection documentation, reference checks, and pre-employment requirements.

Assists hiring managers with established recruitment and selection procedures and participates in interviews as needed.

Submits the recommended finalist and supporting documentation to the Director of Administrative Services for compensation determination and extension of the official employment offer.
Benefits, Leave, and Workers’ Compensation

Administers employee benefit programs, including enrollments, qualifying life events, open enrollment, employee communications, records, deductions, invoices, and coordination with carriers, brokers, vendors, and Finance.

Administers FMLA and other approved leave programs, including eligibility, required notices, medical certifications, leave tracking, employee and supervisor communication, and return-to-work documentation.

Coordinates workers’ compensation claims, including required documentation, employee communication, medical-status tracking, work restrictions, transitional-duty coordination, and communication with supervisors, providers, and the Town’s administrator.

Refers complex, disputed, legally sensitive, or high-risk benefit, leave, accommodation, and workers’ compensation matters to the Director of Administrative Services.
Onboarding and Offboarding

Coordinates the employee onboarding process, including Human Resources orientation, benefit enrollment, HRIS processing, required forms, policy acknowledgments, personnel records, and related employment documentation.

Coordinates introductory training and required departmental connections for new employees.

Coordinates employee offboarding, including separation documentation, HRIS processing, benefit termination, continuation-of-coverage notices, final-pay coordination, unemployment documentation, return-of-property tracking, and maintenance of separation records.

Conducts exit interviews and prepares summaries of significant employee feedback and separation trends.
Performance Management and Employee Support

Coordinates the administrative process for introductory, six-month, annual, and other required performance reviews, including schedules, notifications, reminders, completion tracking, and record maintenance.

Serves as a primary operational Human Resources contact for employees and supervisors regarding established policies, procedures, benefits, leave programs, and Human Resources processes.

Receives and documents initial employee questions, concerns, and complaints and refers complex, formal, or sensitive matters to the Director of Administrative Services.

Provides administrative and documentation support for employee-relations matters, investigations, disciplinary processes, and other personnel matters as directed.
Training and Certification Coordination

Coordinates required employee training, including scheduling, vendor arrangements, employee communications, enrollment, completion tracking, and record maintenance.

Administers the Town’s learning management system or other training-tracking system and follows up regarding incomplete or overdue assignments.

Maintains records of required employee licenses, certifications, and renewal dates and communicates upcoming deadlines to employees and supervisors.

Assists departments with locating approved external training providers, certification programs, and professional-development resources.

Provides administrative and logistical support for approved leadership and employee-development programs but is not primarily responsible for designing or regularly facilitating original training curriculum.
Performs other related duties as assigned.
Knowledge, Skills, and Abilities
Thorough knowledge of Human Resources practices related to recruitment, employee benefits, leave administration, workers’ compensation, employee records, and regulatory compliance; working knowledge of applicable employment laws, public-sector personnel requirements, and liability and property insurance administration; ability to interpret and consistently apply Town policies, plan requirements, and established procedures; ability to recognize complex, sensitive, or high-risk matters requiring referral; ability to maintain confidentiality and exercise sound judgment; ability to organize multiple programs, deadlines, claims, records, and employee requests; ability to communicate effectively and prepare accurate reports, correspondence, records, and employee communications; skill in using Human Resources information systems, applicant tracking systems, benefit systems, and standard office software; ability to establish and maintain effective working relationships and provide professional customer service.
Education and Experience
Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field and three (3) years of progressively responsible professional Human Resources experience, with an emphasis on recruitment, benefits administration, employee leave, workers' compensation, compliance, HR information systems, and employee records; or an equivalent combination of education and experience. Public-sector Human Resources experience is preferred.
Physical Requirements

Special Requirements
Valid driver's license in the State of Tennessee.
Professional certification such as PHR, SHRM-CP, PSHRA-CP, or an equivalent credential must be obtained within two (2) to three (3) years of hire if not held at the time of appointment.
